Man Charged With Murder In Germantown Shooting Death

GERMANTOWN, Md. (AP) -- Montgomery County Police have arrested a man they say shot and killed another man who owed him money.

Twenty-nine-year-old Kelvin Parache of Rockville was arrested Thursday and charged with first-degree murder in the death of 21-year-old James Allen Frazier.

Police say Frazier owed Parache money and thought Frazier was avoiding him. Officers say on Tuesday, Parache began following Frazier around the county.

Authorities say after Frazier got off a bus in Germantown that evening, Parache shot him.
