Man Charged In Kidnapping & Rape Of 12-Year-Old Girl Faces Federal Complaint

BALTIMORE (AP) -- A federal criminal complaint has been filed against a North Carolina man charged with kidnapping and raping a 12-year-old Maryland girl.

The complaint charges 32-year-old Victor Yanez Arroyo of Raleigh with transportation of a minor. The complaint was filed late Monday in federal court in Baltimore.

According to online court documents, the court granted U.S. Attorney Rod Rosenstein's request to seal the affidavit, or statement of facts, to protect the investigation and because the victim is a minor.

Arroyo was arrested in North Carolina over the weekend after the girl, who had been reporting missing last week, was found. He was charged on state offenses on Monday.

A spokeswoman for federal court in Baltimore says conviction on transportation of a minor has a minimum mandatory sentence of 10 years.
