Responding officers found two women with gunshot wounds. The victims were identified as Neal, 43, and Allen, 21.

Neal and Allen were taken to local hospitals, but both were pronounced dead shortly after arriving.

Police said they believe the suspect knew who they were after.

Samantha Boyd-Lide addressed the media Wednesday surrounded by pictures of her sisters.

"What a shame it is to be standing here because someone decided they wanted to end their lives," Boyd-Lide said. "That's not fair."

It's been nearly two years without any answers. The family said that as it tries to move forward, the pain is still consistent.

"She recently just had a grandbaby that she will never meet," Boyd-Lide said. "Five-months old yesterday."

The FBI said it thinks this may have been a gang-related incident. They walked the street Wednesday with Baltimore City homicide detectives to tell neighbors there is now a cash reward for information.

Billboards and tiplines have also been posted around Baltimore City urging the public to come forward with any information.

The public can call Metro Crime Stoppers or 1-800-CallFBI to make any reports on this case.
