ANNAPOLIS, Md. (AP) -- Republican Del. Pat McDonough has announced he is running for Congress.

McDonough, of Baltimore County, made the announcement at a news conference in Annapolis on Friday.

He says incumbent Rep. C.A. Dutch Ruppersberger, a Democrat, has lost touch with the citizens of the 2nd Congressional District.

The district includes parts of Baltimore and Harford counties, as well as part of Baltimore city. It also includes parts of Howard and Anne Arundel counties.

McDonough has been a member of the Maryland House of Delegates since 2003. He represents a district that includes parts of Baltimore and Harford counties. He also served a term from 1979 to 1983.
