All lanes on Jacob Tome Memorial Highway reopened after crash in Cecil County

BALTIMORE -- All lanes were reopened on Jacob Tome Memorial Highway at Cowan Road after a vehicle crash Thursday morning, Maryland State Police said. 

Previously, all lanes northbound and southbound were closed while authorities conducted an investigation.
