2 Charged In 2013 Slaying In Columbia

COLUMBIA, Md. (AP) -- Howard County police say two men have been charged in the fatal shooting of a man outside a Columbia apartment building two years ago.

Thirty-nine-year-old Omar Oliver was found dead of gunshot wounds on May 16, 2013, after an altercation with an unknown people. A relative heard arguing and gunshots and called 911. Another relative saw Oliver lying in the grass and performed CPR until paramedics arrived. Oliver was pronounced dead at the scene.

Police say 47-year-old Raymond Gerod Smith and 48-year-old Sheldon Lamart Richburg were charged this week with first- and second-degree murder in Oliver's slaying.

Investigators say Smith was arrested Tuesday in Miami and has been extradited to Maryland. Richburg was arrested at the Maryland House of Correction in Jessup, where he is imprisoned on unrelated charges.
