Obamacare: Administration, contractors blame each other for website debacle
Top contractors for HealthCare.gov sent the Obama administration a memo warning of insufficient testing three weeks prior to the program's launch. Health and Human Services Secretary Kathleen Sebelius will defend the administration Wednesday before the House Energy and Commerce Committee saying contractors "have not met expectations."
