        <title>Man fatally shot by ICE in Maine was not intended target of warrant, lawmakers say</title>

                      <![CDATA[ <p>An Immigration and Customs Enforcement agent in Maine fatally shot a man in his car on Monday, the Department of Homeland Security said, marking the second time in a week that ICE officers have used deadly force in the U.S. &nbsp;</p><p>DHS alleged the man, who was in the country illegally, had "attempted to flee the scene" when ICE tried to stop him at around 7 a.m. ET in Biddeford, Maine, and "fearing for public safety, an officer discharged his weapon." He later died from his injuries. DHS said ICE agents encountered the man while "conducting targeted surveillance on the last known address of an illegal alien with a final order of removal."</p><p>Independent Sen. Angus King of Maine said on CNN that "the person that was killed was not the person that they were seeking," citing a conversation he had with Secretary of Homeland Security Markwayne Mullin. The senator said Mullin initially told him the man was the intended target of a warrant, but about three hours later, Mullin called him back with updated information that the man actually wasn't the target.&nbsp;</p><p>In a news conference earlier Monday, King said the deceased man had been given an order to leave the country.&nbsp;</p><p>Democratic Rep. Chellie Pingree of Maine <a href="https://www.cbsnews.com/video/rep-chellie-pingree-speaks-out-about-ice-shooting-in-maine/" target="_blank">said in an interview with CBS News</a> that she had "heard on good authority, though it's not been confirmed by [DHS], that they perhaps shot the wrong person, that it was not the person they were going after." She called the shooting "very disturbing" and said she is pressing DHS for more information.</p><p>An immigrant rights group said the man killed in the shooting was Colombian.&nbsp;</p><p>During Monday's news conference, King said Mullin told him the man had "weaponized" his vehicle. In its statement later Monday, DHS instead said the officer shot at the man out of concern for "public safety."</p><p>King told CNN "we haven't seen evidence" yet suggesting that the officer feared for their safety or the safety of others, and called for an "unvarnished, transparent investigation."</p><p>The agents involved in the shooting weren't wearing body cameras, King told reporters.&nbsp;</p><p>Sen. Susan Collins, a Maine Republican, <a target="_blank" rel="nofollow" href="https://x.com/SenatorCollins/status/2076783338367365158">said on social media</a> she was told that the Department of Homeland Security's inspector general will take the lead on investigating the shooting, with help from the FBI.&nbsp;</p><p>The state attorney general's office, which is also investigating the shooting, said in a statement that the man "attempted to flee in a vehicle in the direction of" an officer with ICE's Enforcement and Removal Operations directorate, according to initial statements collected by investigators. The officer who opened fire will be placed on leave, according to the attorney general's office.&nbsp;</p><h2>Videos show car circling, man pulled from vehicle</h2><p>The Maine Immigrants' Rights Coalition <a target="_blank" rel="nofollow" href="https://maineimmigrantrights.org/maines-immigrant-community-responds-to-ice-shooting-in-biddeford/">identified</a> the person who was shot as a 26-year-old Colombian man who was authorized to work in the U.S. and had been issued a Social Security number.</p><p>A neighbor, Nelson Elias, told reporters that the man was married with a young daughter who's about 2 or 3 years old.</p><p>A video of the incident, taken from a nearby security camera and obtained exclusively by CBS News, appeared to show the vehicle slowly driving in a circle a few times before coming to a stop. At least two people then approached the car and appeared to pull a person from the driver's seat out onto the ground.</p><p>Cory Poulin, who owns a pawn shop and laundromat across the street, said he believes the vehicle was rolling because the driver had already been shot.                           </span></figcaption></figure><p>The Press Herald also <a target="_blank" rel="nofollow" href="https://youtube.com/shorts/iicxhLRsGmY?si=DVRQ9pEIiaVJI_Z5">posted a video</a>&nbsp;of the incident from another angle. The video, which was recorded from a nearby vehicle, shows two people approaching the car while it's moving, and one person appears to grab onto the driver's side door handle before the video ends.</p><p>"The question is, what did he do with his vehicle?" King told reporters. "Were officers threatened? Were the threats rising to the level that justified deadly force? That's what this investigation is all about, and I certainly intend to stay after it to do everything I can to be sure the investigation is as transparent and thorough as possible."</p><p>Em Akerley, who lives near where the shooting happened, told WMTW-TV she initially thought she heard a car backfiring and went to her window when the sound continued.</p><p>"I see a small white car being corralled by two men trying to stop it from losing control around the intersection and, all of a sudden, all these plainclothes, vested men sort of running down the street, abandoning their cars kind of everywhere with regular people behind them," she said.</p><p>She said she didn't see the man who was shot.</p><p>"I don't know what he did, but he didn't deserve to be executed in the street," Akerley said.                           </span></figcaption></figure><p>Project Relief Maine, an immigrant advocacy group, said in a statement on <a target="_blank" rel="nofollow" href="https://www.instagram.com/p/DavC958JGU7/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==">social media</a> that the person who was killed was one of their community members.</p><p>"We are in contact with the family and are committed to supporting them during this unimaginable time," the group said. "This was a young person whose life was cut short, and our community must come together to stand with their loved ones and ensure they are not alone. They must get justice."</p><p>Maine Democratic Gov. Janet Mills said she was briefed on the shooting. "I know that situations like these are alarming and frightening," she <a target="_blank" rel="nofollow" href="https://www.maine.gov/governor/mills/news/statement-governor-mills-fatal-shooting-biddeford-2026-07-13">said in a statement</a>.&nbsp;</p><p>The Maine State Police was at the scene after the shooting working with the state attorney general's office, the state Office of Chief Medical Examiner and federal officials, Mills said. Democratic State House Speaker Ryan Fecteau had&nbsp;<a target="_blank" rel="nofollow" href="https://www.facebook.com/ryan.fecteau/posts/pfbid0dSMvo3dLpxedyrZwpVbNbdy2HRmgFRv2fYfHVpTXhD1Q2YuiYZcit8rpv5uvVLcCl">said on Facebook</a> that the state Department of Public Safety was also at the scene gathering details.</p><p>The Biddeford Police Department said in a statement that it responded to an incident involving ICE personnel at the intersection of Pool and Hill streets and was providing security at the scene. The department directed inquiries about the incident to ICE.</p><p>A community vigil was set for Monday evening.</p><h2>Maine shooting comes after deadly incident in Houston</h2><p>The shooting comes after an ICE officer <span class="link"><a href="https://www.cbsnews.com/news/lorenzo-salgado-araujo-mexican-houston-ice-shooting/" target="_blank">shot and killed a Mexican man</a></span> in his work van last week in Houston.</p><p>In that incident, security camera footage obtained by CBS affiliate KHOU-TV shows ICE officers in unmarked vehicles followed Lorenzo Salgado Araujo after he picked up co-workers for a construction job.</p><p>The Department of Homeland Security said officers thought one of the men <span class="link"><a href="https://www.cbsnews.com/news/ice-officer-body-camera-houston-shooting-lorenzo-salgado-araujo/" target="_blank">resembled someone</a></span> they were looking for and that Araujo attempted to run over an officer who fired in self-defense. An attorney for two of the men in the van said the ICE officer <span class="link"><a href="https://www.cbsnews.com/news/ice-houston-shooting-lorenzo-salgado-araujo/" target="_blank">fired into the vehicle</a></span> through a window on the passenger side.</p><p>"Lorenzo had already parked the van. The ICE agent reaches in, fires a shot directly in front of Victor's face, strikes Lorenzo on the side," attorney Hugo Balderas-Ibarra said in an <a target="_blank" rel="nofollow" href="https://www.instagram.com/reel/DarBBL0CIPT/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==">Instagram video</a>.</p><p>The ICE officers involved in that shooting weren't wearing body cameras and didn't have dashboard cameras in their vehicles. The FBI is investigating the shooting.&nbsp;</p>

                      <![CDATA[ <p>A man was seriously injured after being tossed 8 feet into the air by a bull bison in Yellowstone National Park, video shows. &nbsp;</p><p>The animal, clearly agitated, appeared to target the man in&nbsp;<a target="_blank" rel="nofollow" href="https://www.instagram.com/reels/Datj5yXR8MQ/">footage</a> captured Friday at one of the park's campgrounds. The animal charged toward the visitor, chased him back and forth through a patch of trees, and, ultimately, struck the man with its horns, launching and flipping him over. &nbsp;</p><p>The man, who identified himself as 65-year-old Carl Isom-McDaniel, suffered serious injuries in the incident and was taken by the park's emergency responders to a nearby hospital, officials said. Before the incident, he was seen on video standing beside his grandchild, about 100 yards or so from where the bison was initially lying on the ground, snapping pictures with his phone.</p><p>Video of the subsequent encounter, in which the bison stands up and runs over to the man, was filmed by Mike MacLeod, a professional photographer who happened to be at the campground.</p><p>"You can see these two people walking along the perimeter road of the campground," MacLeod told CBS News. "And as soon as the bison stands up, the grandfather, he's like, 'we're out of here, let's go.'"</p><p>As the two ran for cover behind some trees, the animal chased after the grandfather, who looped around in a circle. The bison caught up to him and launched the grandfather, who MacLeod said landed next to the "very, very agitated" bison. At that point, MacLeod said he had to stop filming to help chase the bison away.&nbsp;</p><p>"I charged the bison, yelling and screaming and kind of been trying to put my camera up in the air," said MacLeod. "And a bunch of other men joined me, and we successfully hazed the bison off of the, the victim."</p><p>Isom-McDaniel is on the mend after surgery, saying in a Facebook message: "Thank you everyone I am O K," along with a thumbs-up emoji.&nbsp;</p><p>Male bison, also called bulls, can weigh up to 2,000 pounds and run at least three times faster than humans, according to the National Park Service, which notes on its website that more people have been injured by bison in Yellowstone than by any other animal. Bison "are unpredictable" and may become aggressive when protecting their space, the agency says.</p><p>Yellowstone visitors are asked to remain at least 25 yards away from wildlife such as bison, elk, bighorn sheep, deer, moose and coyotes. They are advised to remain at least 100 yards away from bears, wolves and cougars.&nbsp;</p><p>This latest incident involving a Yellowstone bison came just a few weeks after <a href="https://www.cbsnews.com/news/bison-injures-child-yellowstone-national-park/" target="_blank">a 12-year-old was hurt by a bison</a> in the park at the end of June. At the time, few details were released about the incident, but officials said an investigation into what happened was underway.&nbsp;</p><p>Several bison encounters resulted in injuries to Yellowstone tourists last year. In one of them, a New Jersey man was hurt after being <span class="link"><a href="https://www.cbsnews.com/news/man-gored-bison-yellowstone-national-park/" target="_blank">gored by a bison</a></span> near the park's famous geyser, Old Faithful. In another, a Florida man was <a href="https://www.cbsnews.com/news/bison-gores-florida-man-yellowstone-national-park/" target="_blank">gored</a> and injured by a bison in the Lake Village area, where restaurants and hotels are located.</p>

                      <![CDATA[ <p>As the number of cases of Legionnaires' disease on Manhattan's Upper East Side continues to rise, New York City Council Speaker Julie Menin is blasting Mayor Zohran Mamdani's administration over its handling of the outbreak.</p><h2>Latest on UES Legionnaires' outbreak</h2><p>There are now 59 confirmed cases. Fortunately, there have been no deaths, but 15 people are still hospitalized <span class="link"><a href="https://www.cbsnews.com/newyork/news/upper-east-side-legionnaires-cluster-hospitalizations/" target="_blank">while 33 have been discharged</a></span>.</p><p>The city Department of Health has confirmed that all 31 buildings across three zip codes that tested positive for Legionella bacteria -- 10128, 10028 and 10075 -- <span class="link"><a href="https://www.cbsnews.com/newyork/news/upper-east-side-buildings-legionella-bacteria-cleaned/" target="_blank">have undergone remediation</a></span>, including draining and cleaning their cooling towers.</p><p>An Upper West Side building underwent independent testing on its hot water, Health Commissioner Dr. Alister Martin&nbsp;<a target="_blank" rel="nofollow" href="https://x.com/NYCHealthCommr/status/2076039501516812392">mentioned in a social media post</a>&nbsp;over the weekend, adding it was unrelated to the Upper East Side outbreak.</p><p>"There is no cooling tower of this building on the Upper West Side, and the reason for that focus is typically those towers are the cause of this outbreak, but we're going to be following up on that building as well," Mamdani said.</p><p>On Monday night, the city hosted its second virtual town hall on the Upper East Side cluster, ongoing testing, health risks and what those most vulnerable to an infection should do.</p><p>Menin raised concerns and pushed for more guidance for the public.&nbsp;</p><p>"I really urge you to disclose where the epicenter is so that the public can know that. I am really concerned still that there's no preventative guidance," <span class="link"><a href="https://www.cbsnews.com/newyork/video/nyc-health-leaders-update-ues-legionnaires-cluster-in-town-hall/" target="_blank">the speaker said</a></span>.&nbsp;</p><p>"In the scenario of a community cluster, which we are in now, it is safe to use your shower, safe to use your air conditioner, safe to drink your water," Martin said.&nbsp;</p><p>The town hall&nbsp;<a target="_blank" rel="nofollow" href="https://health-nyc.zoomgov.com/j/1659226004#success">took place via Zoom at 6 p.m.</a>&nbsp;Resident could also dial in at 646-828-7666 with webinar ID: 165 922 6004.</p><h2>"I am very critical of the health department's handling of this"</h2><p>Back in May, the Mamdani administration announced <span class="link"><a href="https://www.cbsnews.com/newyork/news/east-village-legionnaires-disease/" target="_blank">a new law</a></span> that requires building owners to test for Legionella every 31 days. As part of it, the city hired 23 new water ecologists and allocated an additional $13 million to the health department for inspections.</p><p>However, Menin claims City Hall has not been enforcing the law at all.</p><p>"I am very critical of the health department's handling of this," Menin said. "What we have seen is a significant number of buildings were not compliant. It does not appear any fines were ever assessed by the Health Department against any of those non-compliant buildings. This is a serious, serious issue."</p><p>A spokesperson for the health department responded with a statement that said, in part, "The New York City Health Department is taking an aggressive approach to eliminating the Legionella bacteria that is causing this cluster of Legionnaires' disease, having tested over 180 cooling towers in the area and ordered any with an initial positive screening test to fully clean and disinfect."</p><p>The Health Department also told CBS News New York it has completed more cooling tower inspections so far this year compared to last, and as part of its investigation into this cluster, it will be inspecting every tower to check if the building is following the new rules.</p><h2>Legionnaires' disease symptoms</h2><p>You don't have to live in a building with an infected cooling tower to become ill, officials say.&nbsp;</p><p>The disease is not transmittable person-to-person. So far, there has been no evidence of the outbreak being connected with a building's plumbing, just the cooling towers, meaning it's safe to drink, cook and bathe with the water in the impacted buildings.&nbsp;</p><p><span class="link"><a href="https://www.cbsnews.com/newyork/news/legionnaires-disease-nyc-outbreak-how-to-prevent/" target="_blank">Symptoms are similar to the flu</a></span>. Anyone experiencing flu-like symptoms who was in the area in late June is urged to contact their doctor.&nbsp;</p>

                          </span></figcaption></figure><h2>What we know about the project</h2><p>Mayor Zohran Mamdani said a team of nonprofit organizations, including Housing Works, which works to end homelessness in the city, among other things, will develop the site at 324 E. 5th St., and that 30% of the homes built there will be reserved for formerly <span class="link"><a href="https://www.cbsnews.com/newyork/news/homeless-encampment-west-side-zohran-mamdani/" target="_blank">homeless New Yorkers</a></span>.</p><p>"This project will provide permanently affordable housing, create homes for formerly homeless New Yorkers and put community stewardship at its center through a community land trust," Mamdani said on the city's official website. "It's the first City land designation of our administration, and it's exactly the kind of housing we're committed to building across the five boroughs: deeply affordable, community-led and worthy of the greatest city in the world."</p><p>The project will also include landscaped terraces, green roofs and all-electric building systems, the city said.</p><p>Manhattan Borough President Brad Hoylman-Sigal said Manhattan "is facing an unprecedented housing crisis, and 324 E. 5th St., represents the exact kind of project this moment demands," adding "This project is the product of an extensive community engagement process in the East Village, and I'm proud that nearly 400 Manhattanites provided feedback that directly shaped the vision for this site."</p><h2>Mamdani has made affordable housing a top priority</h2><p>Back in late May, Mamdani&nbsp;<span class="link"><a href="https://www.cbsnews.com/newyork/video/nyc-mayor-zohran-mamdani-makes-block-by-block-housing-announcement/" target="_blank">announced a new "block by block" initiative</a></span>&nbsp;to tackle the city's affordable housing crisis.</p><p>The plan focuses on 400,000 affordable housing units, enhancing tenant protections and investing in public housing. Some 200,000 of those units will be new, rent-stabilized homes built over the next decade, as well as preserving and stabilizing an additional 200,000 homes.</p><p><span class="link"><a href="https://www.cbsnews.com/newyork/news/evergreen-gardens-clinton-towers-tivoli-towers-comptroller-investigation/" target="_blank">Affordable housing</a></span>&nbsp;has been a top priority for Mamdani, who has previously called it New York City's biggest crisis.</p><p>"When New Yorkers can afford a home, they can afford to dream," Mamdani previously said.</p><p>He added finding affordable housing is "nearly impossible," calling it the "single largest driver of the affordability crisis."&nbsp;</p>

                          </span></figcaption></figure><p>A woman who lives in an apartment nearby said the homeless population there keeps getting larger.&nbsp;</p><p>"Some of them are very nice and very polite, they get out of the way. Some of them, crazy, you know, yelling and screaming and throwing things," she told CBS News New York.</p><p>"It's definitely not ideal," said Ryan Hill, a tourist. "I just generally feel helpless because as an individual, I don't know what to do to solve this problem."&nbsp;</p><h2>Mamdani responds to criticism</h2><p>When asked what City Hall is doing about the issue, Mamdani said the focus is not on forcing people to clear out. He said it's on getting them into stable housing.&nbsp;</p><p>"We are focused on connecting New Yorkers to shelter and on establishing a pipeline to stable housing, not just moving New Yorkers from one place to another place," he said. Each job now starts with seven days of outreach before an encampment is cleared.&nbsp;</p><p>A man who identified himself as someone who has been homeless for three years said the <span class="link"><a href="https://www.cbsnews.com/newyork/news/nyc-weather-extreme-heat-advisory-nj/" target="_blank">scorching weather this week</a></span> will force him into Penn Station or Bellevue Hospital, but he will end up back on the streets.&nbsp;</p><p>He said a long-term solution does not feel forthcoming, no matter what the mayor says.&nbsp;</p>

                          </span></figcaption></figure><p>A sign posted by the management company says it's working to restore service but that "unfortunately, some aspects of this situation are currently beyond our control."</p><p>The letter urges tenants to reach out to local lawmakers to get involved. It also tells residents to call the super for assistance with groceries and packages.</p><p>City Councilmember Michael Novakhov said his office has reached out to building management and the DOB, and is demanding elevator service be restored within 48 hours.</p><p>"We will continue pressing until this issue is resolved," Novakhov said in a statement, in part.</p><h2>What's holding up repairs?</h2><p>The elevator has to be repaired and reinspected in order for the cease-use order to be lifted.</p><p>CBS News New York reached out to building management, but the phone just rang and rang. We also reached out to the building's super, but have not heard back.</p><p>A worker with the elevator repair company Millennium called CBS News New York at management request and says it has been trying to find an engineer to help assist with what he called a big job and not an easy fix for an old elevator. However, he did say he was optimistic that the company may have found one.</p><h2>Two weeks of frustration</h2><p>Darrell Spruill had to call his wife to come downstairs to help him with the groceries since he just got out of the hospital after undergoing cancer treatment.</p><p>"Gotta eat, but I can't carry it upstairs," he said.</p><p>"It's hard walking up and down those steps. Like, I haven't been able to go to the laundry because I can't carry it down the steps from the sixth floor, so it's really bad," a 70-year-old tenant named Ramona said.</p><p>"I haven't been able to do my laundry, take my cat to veterinarian. I haven't been able to do groceries," Rene M. Mitchell added.</p><p>"We pay rent here. This is unacceptable for residents that live here," another resident said. &nbsp;</p>

                      <![CDATA[ <p>The final show of&nbsp;<span class="link"><a href="https://www.cbsnews.com/newyork/news/jay-z-nyc-yankee-stadium-concerts/" target="_blank">Jay-Z's anniversary concert series</a></span>&nbsp;at Yankee Stadium on Sunday was <span class="link"><a href="https://www.cbsnews.com/newyork/video/jay-z-concert-delayed-for-hours-due-to-ticketless-fans-breaching-security-at-yankee-stadium-officia/" target="_blank">delayed for hours</a></span> after hundreds of ticketless fans flooded the gates and breached security, according to officials.</p><p>The concert was supposed to start at 8 p.m., but the gates at all entrances of the stadium were shut down for an extended period. Video showed long lines of fans crowded outside for hours.&nbsp;</p><p>The show eventually began past midnight, with Jay-Z explaining there was a security breach. He said it was delayed to avoid people getting trampled.&nbsp;</p><h2>"Stormed over peaceful ticketholders"</h2><p>The New York Yankees, Roc Nation and Live Nation released a joint statement explaining what happened.</p><p>"On Sunday evening at various fan entrances at Yankee Stadium, hundreds of individuals in large groups -- who did not have tickets to tonight's performance -- stormed over peaceful ticketholders, and in some cases, breached security. As a result, gates at all entrances of the Stadium were closed for an extended period of time," part of the statement read.</p><p>The FDNY said it responded to several medical calls outside the stadium during the chaos and treated six people, but they were all for minor injuries. FDNY crews had a hard time getting into the area because of how packed it was outside, firefighters said. &nbsp;</p><p>Mayor Zohran Mamdani also weighed in.</p><p>"I know that there are many New Yorkers who were delayed after there was a breach of security by those that didn't have tickets. And then it resulted in a multiple-hour delay for many others. So that's something we'll follow up on," he said Monday.&nbsp;</p><h2>Fans rave about concert despite delay</h2><p>Fans said they stood and waited around for hours with little to no communication despite having tickets for the event.&nbsp; &nbsp;</p><p>"There was no staff person outside. So you have thousands of people who's been on line," concertgoer Monique Brown said. "I chose not to be on line because I don't want to be trampled or anything like that, but you have thousands of people that's been standing on line, and every gate for the stadium is closed."</p><p>Concertgoers were frustrated by the wait, but many said the show made up for the delay.&nbsp;</p><p>"It was great. I don't have any complaints. It was a little late; he came about 12:00-12:15 a.m., but it was definitely a show to remember," said one fan.&nbsp;</p><p>Another fan from Georgia said she was in her seat by 7:30 p.m., but her son drove up from New Jersey and wasn't inside until 11:30 p.m.</p><p>"They said they wanted to make sure everybody got in safe because it was a lot of chaos outside of the gates. It was crazy," she said.&nbsp;</p><p>"It was the most amazing concert I've ever been to in my life," a fan from Dallas said. "Even though we had to wait until midnight, it was worth every moment."&nbsp;</p>

                      <![CDATA[ <p>Robots that look like "WALL-E" are starting to roam around Hoboken, New Jersey, as the city aims to improve accessibility for pedestrians.&nbsp;</p><p><a target="_blank" rel="nofollow" href="https://www.hobokennj.gov/news/ada-robot">Hoboken officials</a> announced residents will see <a target="_blank" rel="nofollow" href="https://daxbot.com/sidewalk-assessments">Daxbot</a> robots traveling along sidewalks starting Monday. They will be collecting engineering data to improve ADA accessibility.                           </span></figcaption></figure><h2>What are Daxbots?&nbsp;</h2><p>Daxbot robots travel at walking speed, using sensors to collect detailed engineering measurements. Sidewalk width, vertical changes and curb conditions are just some of the information they will gather in Hoboken.&nbsp;</p><p>They are equipped with precision lasers, GPS technology, and an inclinometer, <a target="_blank" rel="nofollow" href="https://daxbot.com/sidewalk-assessments">according to the Daxbot website</a>.</p><p>City officials said the Daxbots will be supervised at all times and wear high-visibility vests. Officials, however, also remind people to not obstruct the robots while they're working.</p><p>Daxbots do not store any personal information, officials said.&nbsp;  </p><h2>"A pain to get through"&nbsp;</h2><p>Hoboken's Vision Zero plan aims to eliminate all traffic deaths and injuries by 2030. The city has gone nine consecutive years without a traffic fatality.&nbsp; &nbsp;</p><p>"We've been designing safe streets," Jabbour said. "What I have launched is now a version of this that looks at the accessibility of our streets, because it's not just about making sure streets are safe. It's about making that everyone has the freedom and independence to travel safely around Hoboken."&nbsp;</p><p>Getting from point A to point B, however, isn't always a smooth trip for many city residents. I actually just had to cross the street because, across the street you can't even go through with a stroller," one woman said. "It's pretty much a pain to get through."&nbsp;</p><p>The city also launched a&nbsp;<a target="_blank" rel="nofollow" href="https://arcg.is/0X10Dv0">public survey</a>&nbsp;to gather feedback from residents, business owners and others. It is open until July 23.&nbsp; &nbsp;</p><p>"Hoboken has become a national model for street safety because we've consistently invested in making our streets work better for everyone," the mayor. "By combining innovative technology like Daxbot with feedback from residents and guidance from accessibility advocates, we'll better understand where improvements are needed and develop a roadmap that makes Hoboken's streets, sidewalks, and public spaces safer and more welcoming for everyone."&nbsp;</p><p>Officials said the robots will be in town for the next month or so.&nbsp;</p>

The judge limited the ability of a second lawyer, Daniel Epstein, to practice in the Southern District of Florida.</p><p>Williams also barred the Justice Department, IRS and Mr. Trump from citing or using provisions of a deal the two sides reached in judicial, administrative, regulatory or other proceedings as evidence of a settlement in the case.</p><p>The case, Williams wrote, "was brought for an improper purpose &mdash; to gain the imprimatur of judicial legitimacy for a 'settlement' that had no viable basis in law or fact." Additionally, the president and his two older sons, who were plaintiffs alongside Mr. Trump, "acted in bad faith," she concluded.</p><p>"In sum, the facts before this Court demonstrate there was never adverseness between the Parties; there was never a case or controversy; and there was never a question as to who would prevail," she said.</p><p>Williams also directed a copy of her order to be mailed to the State Bar of New York and to the District of Columbia Bar, of which acting Attorney General Todd Blanche and Associate Attorney General Stanley Woodward are members, respectively. Blanche and Woodward <a target="_blank" rel="nofollow" href="https://www.justice.gov/opa/media/1441216/dl">signed</a> <a target="_blank" rel="nofollow" href="https://www.justice.gov/opa/media/1441201/dl?inline">documents</a> relating to the settlement with Mr. Trump.&nbsp;</p><p>A spokesman for Mr. Trump's legal team said in response to the decision, "The IRS wrongly allowed a rogue, politically-motivated employee to leak private and confidential information about President Trump, his family, and the Trump Organization to the New York Times, ProPublica and other left-wing news outlets, which was then illegally released to millions of people. President Trump continues to hold those who wrong America and Americans accountable."</p><p>Williams' extraordinary order came in response to <span class="link"><a href="https://www.cbsnews.com/news/dozens-of-ex-judges-push-look-into-trump-anti-weaponization-fund-fraud-on-the-court/">concerns raised by a group of 35 former judges</a></span> about the <span class="link"><a href="https://www.cbsnews.com/news/trump-settles-10-billion-lawsuit-against-irs/">settlement agreement reached</a></span>&nbsp;in May. The deal brought to an end the <a href="https://www.cbsnews.com/news/trump-sues-irs-treasury-10-billion-letting-tax-returns-leak/">$10 billion civil lawsuit</a> the president and his two oldest sons filed against the IRS earlier this year over the leak of Mr. Trump's tax returns by a government contractor.</p><p>The settlement initially included the creation of a $1.776 billion "anti-weaponization" fund that aimed to provide taxpayer-funded payouts to individuals who alleged the federal government had been "weaponized" against them. But after <a href="https://www.cbsnews.com/news/trump-anti-weaponization-fund-legal-questions/">immense blowback</a> from Congress and a <span class="link"><a href="https://www.cbsnews.com/news/judge-temporarily-blocks-justice-department-work-1-7-billion-anti-weaponization-fund/">federal judge's ruling</a></span>, Blanche <a href="https://www.cbsnews.com/news/blanche-doj-anti-weaponization-fund-house/" target="_blank">said the Justice Department</a> was "not moving forward" with the program.</p><p>Another provision of the settlement that <a href="https://www.cbsnews.com/news/doj-settlement-trump-bans-irs-taking-action-against-him/">permanently bars the IRS</a> from pursuing tax claims against Mr. Trump, his oldest sons, his company or affiliated companies of his family remains intact.</p><p>The former judges asked Williams in May to reopen the case between Mr. Trump and his administration, arguing that the agreement they reached to resolve the president's civil lawsuit was "the product of collusion" and a "fraud on the court." The settlement was reached as Williams was weighing whether she even had jurisdiction over the case.&nbsp;</p><p>In her order, Williams said that there was no case or controversy for the court to decide. Since it was filed by Mr. Trump against a federal agency and officials that he, as president, had control over, there would be no adverse litigant, she found. Williams determined that Mr. Trump "improperly employed this lawsuit to justify a particular award in this matter &mdash; access to taxpayer funds and exemption from audits and other investigations &mdash; which was accomplished by leveraging control over Defendants."</p><p>"President Trump did not pursue his claims until he once again occupied the White House and had appointed his former lawyer, and the former lawyer of persons who are putative beneficiaries of the 'Anti-Weaponization Fund' to prominent positions in the DOJ," she wrote in her order. "These officials then negotiated on behalf of the United States, with his current lawyers, including his former White House Counsel to reach a 'settlement.' It is risible to suggest that there was ever adverseness between the Parties."</p><p>Williams excoriated the Justice Department for its handling of the case and accused it of "abdicating its responsibility to zealously defend the interests of the United States." By entering into the settlement with Mr. Trump, Williams said the administration "disregarded DOJ policies, and accomplished objectives beyond those authorized, as well as those specifically prohibited, by law."</p><p>"The nature of the suit itself and the conduct of the Parties and counsel from its filing make plain that this was an attempt to use the Court to provide some legitimacy to an agreement to confer immunity to people and entities affiliated with the President and to earmark billions of dollars from American taxpayers to redress grievances not defined in the law," Williams wrote. "The President may be the functional 'dominus litus' of the Executive Branch, but as a party to a civil suit, he, as well as all the parties and lawyers before a court, are bound by the rules."</p><p>The judge, who was appointed by President Barack Obama, rejected characterizations of the case as "ordinary" by Mr. Trump and his lawyers, calling it a "startling misstatement."</p><p>"Lead Plaintiff and Defendants are public servants &mdash; the pinnacle of the Executive Branch &mdash; sworn to uphold the law, faithfully perform the duties of their office, and protect the interests of the American public," she wrote. "The issue before the Court is whether, instead, they ignored ethical norms, court rules, and legal authority to manipulate the judicial process. The issue is whether they did so to gild their efforts to gain unprecedented access to the public fisc with the patina of legitimacy. There is nothing 'ordinary' about this case."</p><p>Williams also took aim at the government lawyers working the case, saying the Trump administration "failed to defend this lawsuit or to respond to the Court's jurisdictional inquiry because its position would not withstand judicial scrutiny."</p><p>She said the $1.776 billion pledged for the "anti-weaponization" fund "speaks of a 'branding' effort rather than a deliberate and thoughtful calculation of damages."</p><p>The judge's order comes days before Blanche is set to appear before the Senate Judiciary Committee for his confirmation hearing for attorney general. He is expected to face sharp questions regarding the creation of the "anti-weaponization" fund and the effective grant of immunity to Mr. Trump. The president <a href="https://www.cbsnews.com/news/todd-blanche-trump-doj-attorney-general-nomination/" target="_blank">formally nominated Blanche</a>, who served as Mr. Trump's private criminal defense attorney, to lead the Justice Department last month.</p>

                      <![CDATA[ <p>A coalition of a dozen states on Monday sued to block Paramount Skydance's acquisition of Warner Bros. Discovery, posing a new challenge to the $110 billion deal that would unite two of the nation's largest media companies.</p><p>Attorneys general from the 12 states, led by California Attorney General Rob Bonta, claim that the merger would harm competition in the movie industry and result in lower pay and fewer job opportunities for industry professionals. The states also argue that the merger would hurt consumers by driving up cable package and movie ticket prices and offering fewer news and entertainment choices.</p><p>"We have antitrust laws and merger controls for a reason, because competition is the lifeblood of a healthy and vibrant economy. Competition pushes companies to produce their best work, to innovate, and to offer fair and reasonable prices," Bonta said in a Monday press conference.</p><p>The states suing are Arizona, California, Colorado, Connecticut, Massachusetts, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon and Washington. The lawsuit alleges that the merger is illegal under the Clayton Act of 1914, which prevents mergers that may undermine competition or create a monopoly.&nbsp;</p><p>Paramount Skydance vowed to fight the lawsuit.</p><p>"The lawsuit filed by the state attorneys general, in the most generous light, reflects a fundamentally flawed application of the antitrust laws and is wrong on both the facts and the law," a Paramount Skydance spokesperson said in a statement.</p><p>A Warner Bros. spokesperson referred CBS News to Paramount Skydance.</p><p>If combined, Paramount and Warner Bros. would control nearly a third of cable programming and more than a third of blockbuster films, according to Bonta's office.</p><p>The coalition of states has requested that the two companies halt the merger until "after the judicial process concludes."</p><p>"If they do not agree, the coalition will be filing a temporary restraining order," Bonta's office said.</p><p>Paramount has previously <a target="_blank" rel="nofollow" href="https://ir.paramount.com/news-releases/news-release-details/paramount-acquire-warner-bros-discovery-form-next-generation/">said</a> it expects the transaction to close in the third quarter. If the merger isn't completed by Sept. 30, Paramount has agreed to pay shareholders a 25-cent per share "ticking fee," amounting to $650 million per quarter.</p><p>The lawsuit comes after the Justice Department closed its investigation into the deal in June, <span class="link"><a href="https://www.cbsnews.com/news/paramount-skydance-warner-bros-discovery-antitrust-justice-department/">clearing the way</a></span> for Paramount and Warner Bros. to merge. At the time, the DOJ said the transaction "is not likely to result in harm to competition or American consumers."&nbsp;</p><p>Paramount Skydance, the parent company of CBS News, has argued that the deal would promote competition and result in a stronger company. The entertainment company, led by CEO David Ellison, had <a target="_blank" rel="nofollow" href="https://ir.paramount.com/news-releases/news-release-details/paramount-acquire-warner-bros-discovery-form-next-generation/">committed</a> to releasing 30 films a year in theaters through the combined business, a move it said will help support job growth.&nbsp;</p><p>The proposed deal would create a media giant, combining Paramount, which owns Paramount studios and cable networks such as Comedy Central and Nickelodeon, with Warner Bros., owner of the "Harry Potter" franchise and cable networks including CNN, HBO Max, TBS and TNT.&nbsp;</p><h2>Pushback from states, Hollywood, international community&nbsp;</h2><p>The merger has drawn opposition from multiple sources, among them California Attorney General Rob Bonta. In February, he <a target="_blank" rel="nofollow" href="https://x.com/AGRobBonta/status/2027220360433946983?lang=en">announced</a> that the California Department of Justice was launching an investigation into the deal, writing that his office intended to conduct a "vigorous" review.</p><p>Some major players in Hollywood have also opposed the combination. In April, more than 5,000 industry professionals &mdash; including celebrities such as Sofia Coppola, Kevin Bacon, Jane Fonda and Robert De Niro &mdash; signed an open <a target="_blank" rel="nofollow" href="https://blockthemerger.com/openletter">letter</a> against the merger, saying that it would result in "fewer opportunities for creators, fewer jobs across the production ecosystem, higher costs, and less choice for audiences in the United States and around the world."&nbsp;</p><p>In response to the letter, Paramount Skydance said in April that the merger would give creators "more avenues for their work, not fewer."</p><p>"This transaction uniquely brings together complementary strengths to create a company that can greenlight more projects, back bold ideas, support talent across multiple stages of their careers, and bring stories to audiences at a truly global scale," Paramount said in a statement.</p><p>Paramount has touted additional regulatory clearances from several other countries, including China, Canada and Australia. But other reviews remain in progress, including in the European Union and the U.K., which has separately suggested it may intervene.</p><p>In another case earlier this year, a coalition of states&nbsp;<a target="_blank" rel="nofollow" href="https://oag.ca.gov/news/press-releases/attorney-general-bonta-files-lawsuit-seeking-block-62-billion-nexstartegna">sued</a> to block <a href="https://www.cbsnews.com/news/deal-acquistion-broadcast-nexstar-tegna/" target="_blank">a merger</a> between Nexstar Media Group and broadcast company Tegna. A federal judge subsequently&nbsp;<a href="https://www.cbsnews.com/news/judge-blocks-nexstar-acquisition-of-tegna-until-antitrust-suit-resolved/" target="_blank">blocked the $6.2 billion merger</a>&nbsp;until the antitrust lawsuit is resolved, finding the state AGs and DirecTV, which also sued, were likely to prevail in their legal bid to stop the merger.</p>

                      <![CDATA[ <p>A heroic rescue by NYPD officers was caught on body camera video after a teen fell into Newtown Creek in Queens.&nbsp;</p><p>Police were called to the scene around 4:45 p.m. Friday after reports that a young girl fell into the murky estuary between the Brooklyn and Queens border.&nbsp;</p><p>The NYPD's Harbor Unit found a 17-year-old girl clinging to a wooden piling in the water. Cops threw her a life raft and asked her if she could grab onto it and make it to their boat, but quickly realized she couldn't swim.</p><p>The pilings in the water kept the officers from moving the boat closer.&nbsp;</p><p>"I'm going to go in," one officer says on video before jumping into the water with a life raft.</p><figure class="embed embed--type-twitter-tweet embed--float-none embed--size-medium lazyload" data-require="third-party/twitter-widgets" data-ads='{"wordCount":50}'>

<p>The officer was able to grab her and pull her to the boat, where other officials were able to hoist her up to safety.&nbsp;</p><p>The video shows the girl and an officer being treated by EMS personnel afterward.&nbsp;</p><p>The Newtown Creek has been undergoing extensive remediation following years of pollution that includes toxic sediment and untreated sewage. Signs at various points along the creek urge people not to swim, boat or fish in the creek. Some 1.2+ billion gallons of untreated sewage flows into the creek each year, <a target="_blank" rel="nofollow" href="https://www.calameo.com/read/0078920056da75eababb4?language=en&amp;view=slide&amp;page=21">according to the Newtown Creek Alliance</a>.&nbsp;</p>
