      Philadelphia public schools open amid massive budget crisis

      |With 24 schools closed and over 4,000 employees laid off, Philadelphia public schools managed to open on time after the city pledged $50 million. Debt and pension obligations have been building for years, federal budget cuts cost the city $130 million in aid, and there is no long-term solution. Elaine Quijano reports.
