Campaigning in Hobbs, N.M., on Thursday, Mitt Romney laid out his six-step plan to get North America on track for energy independence by 2020.

Where's the meat? There's no "there' 'there.' How can North America get there? why not a link to his plan? Makes sense in principle because during a shortage, all the oil produced here will normally come here anyway.
