Ex-DHS member blows whistle on chemical plant protection program

After 9/11, America realized more than 4,000 chemical plants are sitting ducks for terrorist attack. Half a billion dollars have been spent on a program to secure the plants. But it turns out 90 percent of the most vulnerable plants have not even been inspected. Armen Keteyian reports.
