"An island of calm in a sea of unrest" ?

"An island of calm in a sea of unrest" you say?
Most amusing. The last time someone used that exact phrase was President Carter in Iran weeks before its revolution. "An island of calm in a sea of unrest"? Well lets see if history repeats itself, shall we?
