To "Show Me Blogger" - You obviously didn't even watch, or did not pay attention. The Hurricane did not much damage - the levees breaking caused the flooding. The US Army Corp of Engineers is totally responsible for the levees, as they are almost ALL MAJOR LEVEES in the U. S. They are not even up to par with 3rd world countries, and certainly not developed countries. New Orleans was not built below sea level - it sank and continue to sink a little each year because of the dredging by the Corp of Engineers and for expanding barges and large ships to go up and down the Mississippi River which benefits the entire United States. They have caused rapid decrease of the protective wetlands because they do not renourish - the wetlands are disappearing due to the "work" done by the Corp of Engineers. New Orleans was originally 125 miles inland! It is an OLD historical city. I'm going to GUESS that you've never been there or you wouldn't even think of not protecting the city.
And to DCtoNola - Landrieu was never in charge of the money responsible for BUILDING LEVEES. They should have been built correctly to begin with. The federal gov't/Corp of Enginees is completely responsible. A tunnel built near Boston cost MORE than the recovery of New Orleans.
Both of you please go to www.levees.org - scroll down - all your questions are answered there. Please, educate yourselves and stop attacking the South, Louisiana and New Orleans. We send tens of BILLIONS to Pakistan alone, not to mention all the other foreign governments we send BILLIONS to, and help to re-build foreign cities and countries - You should hang your head in shame that there is even a DISCUSSION about whether New Orleans deserves to be rebuilt. Disgusting!

It is not a God-given right to live below sea level, nor a USG-responsibility to insure people who want to do so. Adjust your expectations and plan accordingly, but don't expect America to bail you out in the future for poor decisions, and then call us "Harsh" when we don't. "A wise man builds his house on the Rock." An unwise man builds his house on the sand (or more specifically, below sea level).

I can't believe we are spending $15B to allow this madness to continue. It would be much cheaper to give each affected resident a few hundred thousand to move somewhere else. Problem solved.

We are enabling more dysfunction, and betting on a horse with a poor track record. Shame on us.
