Britain's jail population recently reached a record high of more than 85,000 inmates. And it's predicted to continue growing, leading to overcrowding and tension in many institutions. The new British Government has surprised many observers by calling for shorter sentences to be replaced with community work. UTTM contributor Petrie Hosken gives her thoughts on whether this is a radical innovation or just a way to save money.
