Back to brain technologies, with people saying things like "brain muscle," it becomes apparent they lack understanding of its functionality. Also, many people firmly believe a computer could never replace a (human) brain, as the computer lacks a soul which they believe guides their thoughts.
Related to reading thoughts, technologies exist to implant them as well. The front page of the 17 May 1965 New York Times newspaper featured an article about Jose Delgado's remote-controlled animals including cats and monkeys. Then there appears to be no mention of related technologies until January 1997 when the University of Tokyo announced its cyberroaches. (Later that year, the movie The Fifth Element featured such a remote-controlled cockroach.) Decades of research and development has occurred since the 1960s; miniaturization, computerization, etc., going on behind closed doors. There is also voice to skull (V2K) technology to consider as well, able to beam subliminal sound into distant targets. (The military refers to it as Voice of God nonlethal weaponry.)
So given that thoughts can be both read and written by external (and internal) devices, and that most people firmly believe every single thought they have is unique unto themselves (with the possible exception of memes), its opens the door to a wide range of criminal activity that would seek to exploit these technologies.
As the 60 Minutes segment points out, the legal system is behind the times when it comes to advancements in technology. And far too often, if such technologies were to be used in a crime, the cases are dismissed by those who haven't yet come to grips that "there is no science fiction anymore," as Paul Root Wolpe, director of the Center for Ethics at Emory University in Atlanta, tells his students.
Civil rights include the ensuring of peoples' physical integrity and safety; protection from discrimination on grounds such as physical or mental disability, gender, religion, race, national origin, age, sexual orientation, or gender identity; and individual rights such as privacy, the freedoms of thought and conscience, speech and expression, religion, the press, and movement.I live each day listening to these persons picking apart every thought, decision, action, EVERYTHING. Even as I type I hear them reading what I write to you. I am also attacked from a distance. The police told me this is Hollywood espionage stuff. I live every day with the neighbors who have no familial or other affiliation to me IN MY HEAD! Any advice or info that you have will be appreciated. They have destroyed my quality of life and have relished every second of it. Please help. I have no idea how to block or prove I am being violated every day. My fear is that I could be attacked for exposing their illegal stalking and harassment.
I have not been able to obtain any assistance remedying this violation of my human rights and privacy while I am inside my own home. I have reached out to law enforcement and Ramsey County Human Rights Dept. to no avail. The problem is I am having a difficult time recording audible documentation of the countless occurrences of exploitation and abuse. The task is extremely difficult because their device gives them the ability to reconnoiter while I am inside my home and they are in their apartment that shares several common walls. Without this evidence I am stuck having to endure this treatment or move out of the home I have had for over a year before they derailed my life. Their constant response to my pleas to cease these activities is that they can't. The reason is they are addicted to violating my Civil Rights through spying, stalking, harassing, and intimidating me. They have found me very interesting and eccentric. They also enjoy mocking every decision I make. These are some of the occurrences that have provided many glimpses of insanity. I feel a feeling of extinguished hope and have no feeling of normality in my life. I continue to be the subject of their leisure interest in torture. I have no familial or other connection with these people but they insist on actively placing themselves in my life. They can dwell in my head literally. I live each the unwilling participant of a reality TV show. I suffer the vociferous audience's treatment. Have you heard of this happening to anyone before? As of now I have no hope of existing in my home in peace without help from someone with more knowledge and resources than I.
The perpetrators live at 434 Lafond Ave apt 11 and 9. There are several adults involved in the active harassment that has driven me to the limits of my endurance. Leasing manage I am desperate to get away from this infestation that I am forced to deal with. My entire life has been derailed after these people have moved into this apartment community and destroyed my life
