Carney: Court's NLRB ruling "novel and unprecedented"

White House press secretary Jay Carney said today that the White House "strongly" disagrees with an appeals court decision that found that President Obama violated the Constitution when he circumvented the Senate to fill vacancies on the National Labor Relations Board.
