During a Senate hearing to assess state of the mental health system amid escalating gun violence by many thought to suffer mental disabilities, Pamela Hyde, administrator for Health and Human Services' Substance Abuse and Mental Health Services Administration, said half of adult mental illness sets in before the age of 14.
