CBS News Chief White House Correspondent Major Garrett asked White House Press Secretary Jay Carney today whether the White House's decision to pursue their agenda on gun violence in a piecemeal fashion instead of submitting a comprehensive bill to Congress is a recognition that some policies, particularly the assault weapons ban, will be a heavier lift than others.
