Charles Schumer, D-N.Y., said today that the GOP's intent to use the debt ceiling as leverage to extract spending cuts is "playing with fire," and indicated that the GOP "will not have a negotiating partner, and if then they don't want to raise the debt ceiling, it will be on their shoulders."
