Biden: "We could negotiate how far up" top tax rate should go

During a lunch stop today at Metro 29 Diner in Arlington, Va., Vice President Joe Biden evinced some wiggle room about how far up the top tax rate must go in "fiscal cliff" negotiations, suggesting Democrats could "theoretically" agree to a rate that's lower than the 39.6 percent included in President Obama's proposal.
