On the looming expiration of unemployment benefits, Sen. Jack Reed argued, "This is the real cliff," warning of the economic consequences if Congress fails to act. "If there is an agreement" on the fiscal cliff, Sen. Tom Harkin added, "unemployment insurance must be included. If there's not an agreement, we must extend unemployment insurance separately."
