Carney, Garrett discuss debt ceiling's role in "fiscal cliff"

Asked by CBS News White House correspondent Major Garrett whether the administration agrees with Republican leaders that the debt ceiling extension is an appropriate "forcing mechanism" for spending cuts, White House press secretary Jay Carney argued that the previous debt ceiling debate was not "worth the price paid," and added, "We can't do it again."
