Japan reconstruction funds questioned

It's been 19 months since the earthquake, tsunami and nuclear disaster that devastated northeastern Japan. Thousands of people are still living in temporary housing, and residents say much of the money meant for rebuilding as been misspent. Lucy Craft reports from Tokyo.
