I just watched the discussion of the difficulties in staffing Treasury. The segment's subject was the string of withdrawals bypeople who'd been put forward. It correctly noted that tax problems underlay withdrawals, but there've been unexplained ones, too, and the discussion of the deterrents to service-- such as restrictions on lobbying or requirment that stocks be sold-- don't tell us anything about why those folks withdrew. They had to know the rules before they let their hats be tossed in the ring.

I think that the administration is not looking carefully enough before it nominates.

The string of abandoned nominations makes the new administration look like a practitioner of the politics the president ran against, albeit an inexperienced one.
