unfortunately, if the drinking age is lowered, this generation and probably the next is going to cause chaos for everyone. It'll probably work for the fourth generation because they will be learning from the mistakes of the 1st to third generations and HOPEFULLY are smart enough to be responsible.

This view is on the money! The College years are the main period where recreational drinking is rampant. It shouldn't be driven underground - it should be regulated and enforced responsibly with severe penalties for public intoxication or DUI. For that matter, at age 18 you should be able to choose whether you want a driver license or a drinking license... If they then had to wait until 21 to drive they might be more likely to stay in college and stay out of trouble by drinking at on campus bars, etc... I believe that the legal emphasis needs to shift away from age, and get right to the heart of responsibility by requiring bars/restaurants to enforce providing public breathalizers for their patrons to use so that they as adults could monitor their drinking responsibly, and within the legal limits of the law.

Here on the NY/Quebec border 18 is the the defacto drinking age. Education about drinking and driving has been effective. All the young adults (100s and at times thousands) traveling to the clubs in Canada have designated drivers.

The drinking age should return to 18 IMO.
