At what average age does the brain cease to grow?

Shouldn't this be the age at which drinking should be permitted?

Shouldn't both the supplier and the consumer be penalized for illegal drinking? Even if the supplier is a parent?

when the age was raised my brother got granfathered
in because he would be 18 2 monthes after it went into
effect. My sister a year youger used my New Jersey
license because it did not have a picture. She knew
my birthday so it helped. I was in Florida at college
and already had a Florida license. My brother joined
the Navy and just retired. I have seen rave parties
going on in the woods near me. I think the 21 law
was the stupidist thing they ever did.
