Is it really that slow a news day, CBS?
If the shooter was in fear for his life, then the situation would be different, but the article gives no indication that the rock even cracked a window on the car.
If you choose to carry a deadly weapon, you should know when it is appropriate to use it and be held responsible for misuse, just like the kid throwing rocks should be held responsible for his actions.

It's either a crossbow being shot at the kid, or the kid throwing a rock at a speeding car, which scares the driver, who slams into a jogger...instantly killing the runner.
Regardless, the kid learned a lesson and the parents are useless.
