Hawaii Gov. Vetoes Same-Sex Civil Unions Bill

(AP)  Hawaii's governor on Tuesday vetoed legislation that would have permitted same-sex civil unions, ending weeks of speculation on how she would weigh in on the contentious, emotional debate.

Republican Gov. Linda Lingle's action came on the final day she had to either sign or veto the bill, which the Hawaii Legislature had approved in late April.

"There has not been a bill I have contemplated more or an issue I have thought more deeply about during my eight years as governor than House Bill 444 and the institution of marriage," Lingle said at a news conference. "I have been open and consistent in my opposition to same-sex marriage, and find that House Bill 444 is essentially same sex marriage by another name."

Had Lingle not vetoed it, the measure would have granted gay and lesbian couples the same rights and benefits that the state provides to married couples. It also would have made Hawaii one of six states that essentially grant the rights of marriage to same-sex couples without authorizing marriage itself. Five other states and the District of Columbia permit same-sex marriage.

Lingle's decision is expected to be the last say on the proposal this year because state House leaders have said they won't override any of Lingle's vetoes.

For weeks, Lingle has heard emotional views from both supporters and opponents of the bill and on Tuesday invited leaders from both sides to her standing-room only news conference.

Earlier, in the Capitol's ground-floor rotunda, dozens of supporters had gathered for a daylong vigil. Some waved flags and held signs along a busy street, to the honks of passing vehicles.

"I want to be able to get married," said Elizabeth Kline, a 22-year-old University of Hawaii student who quickly corrected herself to say she wants a civil union. "It's not marriage, but it's a step toward it."

Meanwhile, a group of about 20 civil unions opponents raised their hands, closed their eyes and said blessings in front of the office doors of key lawmakers. They wore white shirts in a show of unity and buttons declaring "iVote," a promise of consequences come November if civil unions become law.

"All we're doing is praying. We're not waving signs or playing music," like gay rights groups in the rotunda, said Dennis Arakaki, executive director for the Hawaii Family Forum.

About 60 percent of the more than 34,000 letters, telephone calls, e-mails and other communications from the public to the governor asked her to veto the measure, the governor's aides said late last week.

The Aloha State has been a battleground in the gay rights movement since the early 1990s.

A 1993 Hawaii Supreme Court ruling nearly made Hawaii the first state to legalize same-sex marriage before voters in the state overwhelmingly approved the nation's first "defense of marriage" constitutional amendment in 1998.

The measure gave the Legislature the power to reserve marriage to opposite-sex couples. Lawmakers responded by enacting a law banning gay marriage in Hawaii but left the door open for civil unions.

Last year, civil unions easily passed the House but stalled in the state Senate. When legislators reconvened in January, the Senate passed it but House leaders shelved it until the final day of the legislative session.

Perhaps, for just a little while, we should take away all of the equal rights enjoyed by women in Hawaii, and return them to the time before they could vote... or hold office... just long enough to remind the good governor what it means to not be treated equally and fairly by the government.

They weren't calling it "marriage", it was "civil union". And as anyone with reading skills can see by the article above, the PEOPLE did NOT vote on it, so that makes you a two-time liar. The MANY in the State legislature did not vote against it, they voted FOR it. It was the Governor that vetoed it. You can't even comprehend the article. Make an attempt to educate yourself so that you can comprehend an article as simple as this, because if you can't even do that, you sure won't be able to comprehend the Constitution! And posting your nonsense 5 times doesn't make it any more true.

Hate to tell you, but the above forms of communication are not defined as "VOTING". You're the one with the lack of reading comprehension and you're a pathetic BIGOT as well. You shouldn't be calling anyone else a bonehead, that's for sure!

Since other people's relationships have absolutely ZERO effect on me, I can't see what the fuss is about to allow people to have civil unions. The state should stay out of the marriage business entirely. Let all couples have a civil union and then if they want to call it "marriage", they can have a ceremony in any church that is willing to perform the service.

They are not asking for "special rights". They are asking for the same rights that you and I have. We shouldn't have a 2-tier system of rights under the Constitution, which was never meant to be held to a referendum. People like you once felt it was right to outlaw interracial relationships. Do you think people should have had a right to vote on that?

MP4EVER_69: You don't get it. ANY consenting adult couple should be allowed to have a civil union, under the equal protection clause of the Constitution. Whether or not they are gay or straight has NO bearing on your relationship or your right to have a civil union. You shouldn't be allowed to vote on the Constitutional rights of other American citizens. Last I checked, the Constitution wasn't up for referendum.

Let's pass a constitutional amendment in Hawaii to ban divorce, to follow the moral law of Jesus as stated in the Bible. Oh, that's right, the issue is not about what is moral and following the Bible, it's about the hatred the Repubs have for gay people. Hate is great!

I havent been to church for a looong time but i remember...it's frowned upon but you actually can if you really feel u must, because people were so hard-headed in wanting it back then,,, but ONLY on the grounds of adultery (well they used another word but means the same).. period. please read the Bible carefully before posting misleading comments.

and please dont hate on the Republicans because they ultimately stand up for the values that bring God Almighty's blessings & protection over this country.. u should think about that. Our God is a JUST one.. and homosexuality is an abomination - you know, just one of the crap that Osamba stands for which is quickly bringing this country to it's knees and he hasnt even been in office for 1/2 a term yet.. but just sitting there blaming G.W. for every little thing..

but dont worry ..pretty soon OSAMBA will have all his friends everywhere he needs them in the Supreme Court & Congress .. and all your little gay rights dreams will come true.... until then..
