New Arizona Law Targets Ethnic Studies

(AP)  Arizona Gov. Jan Brewer has signed a bill targeting a school district's ethnic studies program, hours after a report by United Nations human rights experts condemned the measure.

State schools chief Tom Horne, who has pushed the bill for years, said he believes the Tucson school district's Mexican-American studies program teaches Latino students that they are oppressed by white people.

Public schools should not be encouraging students to resent a particular race, he said.

"It's just like the old South, and it's long past time that we prohibited it," Horne said.

Brewer's signature on the bill Tuesday comes less than a month after she signed the nation's toughest crackdown on illegal immigration - a move that ignited international backlash amid charges the measure would encourage racial profiling of Hispanics. The governor has said profiling will not be tolerated.

The measure signed Tuesday prohibits classes that advocate ethnic solidarity, that are designed primarily for students of a particular race or that promote resentment toward a certain ethnic group.

The Tucson Unified School District program offers specialized courses in African-American, Mexican-American and Native-American studies that focus on history and literature and include information about the influence of a particular ethnic group.

For example, in the Mexican-American Studies program, an American history course explores the role of Hispanics in the Vietnam War, and a literature course emphasizes Latino authors.

Horne, a Republican running for attorney general, said the program promotes "ethnic chauvinism" and racial resentment toward whites while segregating students by race. He's been trying to restrict it ever since he learned that Hispanic civil rights activist Dolores Huerta told students in 2006 that "Republicans hate Latinos."

District officials said the program doesn't promote resentment, and they believe it would comply with the new law.

The measure doesn't prohibit classes that teach about the history of a particular ethnic group, as long as the course is open to all students and doesn't promote ethnic solidarity or resentment.

About 1,500 students at six high schools are enrolled in the Tucson district's program. Elementary and middle school students also are exposed to the ethnic studies curriculum. The district is 56 percent Hispanic, with nearly 31,000 Latino students.

Sean Arce, director of the district's Mexican-American Studies program, said last month that students perform better in school if they see in the curriculum people who look like them.

"It's a highly engaging program that we have, and it's unfortunate that the state Legislature would go so far as to censor these classes," he said.

Six UN human rights experts released a statement earlier Tuesday saying all people have the right to learn about their own cultural and linguistic heritage, they said.

Brewer spokesman Paul Senseman didn't directly address the UN criticism, but said Brewer supports the bill's goal.

"The governor believes ... public school students should be taught to treat and value each other as individuals and not be taught to resent or hate other races or classes of people," Senseman said.

Arce could not immediately be reached after Brewer signed the bill late Tuesday.

Actually nobody knows all of the History- Arizona is doing the right thing.
Dwelling on evil parts- is like the evening news- only the bad. Also, should get rid of ethnicity on forms and replace with legal American citizen.

You'll recognize that the above is "cut" from the actual law. I believe your problem with the law is this,...after having stopped someone for some other "legal" action...and at some point in time in the legal stop...the policeman thinks there is a possibility (REASONABLE SUSPICION) that the person is an illegal. You don't think at this point the policeman should be able to investigate any further...is that it?

You, know I worked a couple of months a year for over 10 years in Southern Arizona. And ever morning and afternoon I had to drive by a US Border Patrol check point...I had to stop, state my citizenship, and show ID should they ask for it. It's that experience that make me say "what's the problem" ...I just don't see how complying with the Arizona law...differs from border patrol "checks"

Ask, what behavior am I doing to give a cop probable cause to get involved with me?

If a cop sees you giving probable cause, then you and everyone in your car could be asked to prove "lawful presence".

If you don't have a license, or registration, or insurance, and drive through a DUI/DL checkpoint, your skin color, kids in the car, immigration status, etc., don't matter.

pfft this thread is ridiculous...What I personally find most funny is that my white blonde haired blue eyed MEXICAN boyfriend will have no problems in AZ where as I, dark skinned, haired and eyed puerto rican (a of the US, for those of you too stupid to realize, or have studied geography and history at least) will need to keep my ID on hand at all times. And god forbid I use my PR ID which is written in both spanish and english because no doubt some racist fool will be blinded to the english and decide I am some sort of invader. This is a stupid racist law and it makes me sick to see other Latinos too stupid to understand the concept of racial profiling. Just because I am brown doesnt make me mexican, and even if it did so what??? Latinos come in every color and not all illegals are brown or mexican... this is a very very bad precedent and I hope it gets abolished as soon as possible. I agree something needs to be done about immigration but this aint it.

I thought all textbooks in this country had to be approved before being taught in our schools. Why would any class be allowed that was, first of all, called "THE RACE" which was used to teach or instill a sense of separatism and entitlement. Legal immigrants who come to this country do so because they want to be an American, they might come from Ireland, Germany, Italy, etc., but they are first, last and always American. That's what's wrong right now. You have an entire group of people who, rather than wanting to be a part of this country, want to turn it into the country they've abandoned. It was just announced that only 1 in every 10 Hispanic dropouts ever get a GED. Maybe instead of using taxpayer money to instill a sense of separate but equal, we should be teaching the basics, history (that includes a discussion of the contributions made by legal immigrants to this country), math, God forbid English, and science so that these people can actually be contributing members of society rather than a drain on depleted resources.

Since they are so fond of bringing up the treatment of the north American indians, the hispanics in Mexico should all go back to Spain and leave the land to the indigenous peoples they stole it from. Meanwhile, as you prepare for your journey, stop sending your indians to the U.S.

Seriously, this is about an inferior culture - Spanish catholic - having been beaten in war by a superior culture - Anglo protestant. The catholic church is the worst culprit in all of this mess.

MOVING TO MEXICO

Dear President Obama:

I'm planning to move my family and extended family into Mexico for my health, and I would like to ask you to assist me.

We're planning to simply walk across the border from the U.S. into Mexico , and we'll need your help to make a few arrangements.

We plan to skip all the legal stuff like visas, passports, immigration quotas and laws.

I'm sure they handle those things the same way you do here. So, would you mind telling your buddy, President Calderon, that I'm on my way over?

Please let him know that I will be expecting the following:

1. Free medical care for my entire family.

2. English-speaking government bureaucrats for all services I might need, whether I use them or not.

3. Please print all Mexican Government forms in English.

4. I want my grand-kids to be taught Spanish by English-speaking (bi-lingual) teachers.

5. Tell their schools they need to include classes on American culture and history.

6. I want my grand-kids to see the American flag on one of the flag poles at their school.

7. Please plan to feed my grand-kids at school for both breakfast and lunch.

8. I will need a local Mexican driver's license so I can get easy access to government services.

9. I do plan to get a car and drive in Mexico , but I don't plan to purchase car insurance, and I probably won't make any special effort to learn local traffic laws.

10. In case one of the Mexican police officers does not get the memo from their president to leave me alone, please be sure that every patrol car has at least one English-speaking officer.

11. I plan to fly the U.S. flag from my housetop, put U S. flag decals on my car, and have a gigantic celebration on July 4th. I do not want any complaints or negative comments from the locals.

12. I would also like to have a nice job without paying any taxes, or have any labor or tax laws enforced on any business I may start.

13. Please have the president tell all the Mexican people to be extremely nice and never say critical things about me or my family, or about the strain we might place on their economy.

14. I want to receive free food stamps.

15. Naturally, I'll expect free rent subsidies.

16. I'll need income tax credits so that although I don't pay Mexican taxes, I'll receive money from the government.

17. Please arrange it so that the Mexican Government pays $4,500.00 to help me buy a new car.

18. Oh yes, I almost forgot, please enroll me free into the Mexican Social Security program so that I'll get a monthly income in retirement.

I know this is an easy request because you already do all these things for all his people who walk over to the U.S. from Mexico . I am sure that President Calderon won't mind returning the favor if you ask him nicely.

I owe eveyone an apology, appearantly even the United States Attorney General hasn't read the AZ Law, and he gets to say whatever he wants. God, I am so old fashioned thinking someone should speak from an informed point of view, Geez what was I thinking...
