Obama Pledges to Fight School Dropout Rate

President Barack Obama on Monday addressed the nation's school dropout epidemic, proposing $900 million to states and school districts that agree to drastically change or even shutter their worst performing schools.

Obama's move comes as many schools continue to struggle to get children to graduation, a profound problem in a rich, powerful nation. Only about 70 percent of entering high school freshmen go on to graduate. The problem affects blacks and Latinos at particularly high rates.

Obama said the crisis hurts individual kids and the nation as a whole, shattering dreams and undermining an already poor economy.

"There's got to be a sense of accountability," Obama said in announcing his latest get-tough school proposal at the U.S. Chamber of Commerce during an education event sponsored by the America's Promise Alliance, the youth organization founded by former Secretary of State Colin Powell and his wife, Alma.

The president's plan would seek to help 5,000 of the nation's lowest-performing schools over the next five years.

"In this kind of knowledge economy, giving up on your education and dropping out of school means not only giving up on your future, but it's also giving up on your family's future," Obama said. "It's giving up on your country."

Obama has been using federal money as leverage to push schools to raise standards and get more children ready for college or work. It is a task that former President George W. Bush and Congress, along with many leaders before them, have long taken on, but the challenge is steep.

Obama's 2011 budget proposal includes $900 million for School Turnaround Grants. That money is in addition to $3.5 billion to help low-performing schools that was included in last year's economic stimulus bill.

To get a share of the new money, states and school districts must adopt one of four approaches to fix their struggling schools:

Turnaround Model: The school district must replace the principal and at least half of the school staff, adopt a new governance structure for the school, and implement a new or revised instructional program. In his remarks, Obama said a Rhode Island school that recently fired all its teachers is an example of how there needs to be accountability.

Restart Model: The school district must close and reopen the school under the management of a charter school operator, a charter management organization or an educational management organization. A restarted school would be required to enroll, within the grades it serves, former students who wish to attend.

School Closure: The school district must close the failing school and enroll the students in other, higher-achieving schools in the district.

Transformational Model: The school must address four areas, including teacher effectiveness, instruction, learning and teacher planning time, and operational flexibility.

The administration also is putting $50 million into dropout prevention strategies, including personalized and individual instruction and support to keep students engaged in learning, and using data to identify students at risk of failure and help them with the transition to high school and college.

When are we going to stop throwing money at the education of our children and expecting it to fix the problem. You go to a school today and it is trashed by the students. What happened? Where is the discipline? There is no way to taech when most of the time is dealing with the trouble makers in class. Bed wetting lawyers and greedy parents keep the school boards from using discipline to keep order.

If Obama does for schools what he has done for jobs we can just shutter our schools, or better yet use them as shelters for the unemployed and uneducated.

Why make your kid go to school when you collect welfare and all the other hand-outs. Why bother with an education when the government will give you SSI disability for dropping out. (Just claim your suffering from ADHD or "bi-polar disorder") What's wrong with these liberals. Why do they refuse to accept the fact that if there are no serious consequences to a poor decision, then people will continue making that choice.

Welfare is not a new concept. It has been around since him Roman Empire and has been supported by the "Church" throughout history.

Clinton's reform of Welfare has been a success where it was limited to 5 years and contingent on the pursuit of a job. Complete elimination of the idea of a Social Contract is a Eugenic line of thought that would undoubtedly result in social upheaval, since Welfare has been a response to just such upheaval.

The dropout rate is high because lazy, ignorant leftist parents refuse to hold their kids accountable for their grades and attendance in school - and they expect the government to raise their kids for them.

Schools have enough money; what they don,t have is accountability.
My school went from first grade to eight grade (four hundred student).
for thoes that can do math, thats fifty students per class. one principl, one part-time secretary, one janitor and eight teachers.. this was schofield wisc. in 1944 the students all had incredable sucess..all but two finished high school
what they did have and what they don,t have today is disapline thanks to doctor spock

The schools will say "Hey! Thanks for the cash!!" Dish it out in the form pay increase & additional benefits for themselves (Voted in by the Teachers Union) & the dropout rates will continue to rise. Then wait a few years & bring up the drop out rates again & scream for more money.........anybody ever see those anti-drug ads in the 90's?

Your response is hollow, ignorant & without any significant point aside from expressing your political bias & ignorance of state education unions. There are countless examples of these unions making demands for more pay & benefits while at the same time test scores drop & drop out rates rise. They keep getting more money & benefits saying it will improve student performance, but the results are just the opposite. (Oregon being a prime example) Can you site an example of where throwing more money at a school has improved student performance??
