Teacher Stalked, Shot Dead at Wash. School

A man apparently infatuated with a special education teacher shot and killed her as she walked into her elementary school Friday, shortly before students began arriving.

The suspect was killed in a shootout with a deputy a short time later about 10 miles away, said Pierce County sheriff's spokesman Ed Troyer.

The man had been released on bail Monday after being arrested a week ago for violating a protective order the teacher, Jennifer Paulson, obtained in September 2008, Tacoma police spokesman Mark Fulghum said.

The victim's father, Ken Paulson, said she was kind and loving, and that's probably why she was a special education teacher. He described the 30-year-old as a devout Christian.

The father said the man who killed his daughter was Jed Waits, of Ellensburg. The two had apparently known each other since she was in college, when they worked together at a cafeteria at Seattle Pacific University.

In her petition for the anti-harassment order filed in Pierce County District Court, Paulson said she and Waits occasionally socialized with co-workers and friends outside of work as a group but "never had any sort of romantic involvement."

She said heard from Waits about once a year since she graduated from college in 2003, but he would sometimes call 10 to 15 times in one day.

Then in spring 2008, he showed up her school, walked into the building and passed the office where he was stopped by a secretary.

"I never told him where I work and do not know how he found out," Paulson wrote.

He also sent roses and a bear to her at the school. Paulson's principal called Waits' commander in the National Guard to inform him of the harassment, she wrote.

The anti-harassment order banned Waits from going within 1,000 feet of Paulson's home or school. But she saw him as she was leaving work Friday, so she called 911 from her car. Waits was arrested that night, and after he made bail, Paulson stopped staying at her home, at least temporarily, her father said.

Fulghum said there had been no indication that Waits had a weapon or had threatened Paulson with a weapon, but it "sounds like he had a pretty good infatuation with her."

The shooting happened at Birney Elementary, which has about 400 students in kindergarten through fifth grade. Classes were canceled for the day, and officials had not made a decision about Monday's classes.

The shooter was waiting for the teacher when she arrived at 7:35 a.m. and shot her multiple times as she was trying to enter the school, Fulghum said.

Omar Moreno, 22, who lives across the street from the school, said he heard three gunshots.

"I heard a teacher screaming at the top of her lungs — just screaming," he said. "I looked out my window and I saw the guy. He started running down the middle of the street and got in his car."

Moreno said the man, wearing a white snow cap and white gloves, drove off in a tan car. Soon after, Moreno said, a custodian barreled out of the school screaming for someone to call the police.

Moreno said he saw the victim laying on the ground, bleeding from the mouth. It was clear to him she had died, he said.

A deputy pulled over the suspect's car in the parking lot of a daycare, and he came out firing a handgun, Troyer said. The deputy returned fire and killed the man.

"We're lucky our guy's OK. The guy did have semi-automatic and did fire a round," Troyer told KCPQ-TV.

School district spokesman Dan Voelpel said Paulson worked in the language resource center helping students one-on-one with reading problems. She had been with the district since 2004 and at the school since 2007.

Paulson's death "knocked everyone flat," Voelpel said. "It's going to hit this community hard."

Teachers at the school hugged each other in the parking lot with police officers and a medic unit, CBS affiliate KIRO reported.

The shooting occurred three days after a 32-year-old man with a history of mental illness opened fire in a middle school parking lot in Colorado, wounding two students.

Jed Waits had a restraining order against him since September of 2008. During that time, according to federal law, it was illegal for him to possess, purchase, or attempt to purchase a firearm. Tell me again how more laws could have protected her.

First off: My daughter goes to that school. The teacher was a wonderful teacher who was very caring and adored by all.
Second off: The guy was OUTSIDE the school waiting. She was killed on her way INTO the school. He walked into a school she worked at (as any adult is allowed to do, but is suppose to stop at the office), when he bypassed the office he was STOPPED.
Third: Lets take away ALLSHARP OBJECTS and live in this nice bubble padded world that apparently all NON GUN owners think it should be. Because quite frankly...ANYTHING is a weapon. A freaking plastic spoon can be a weapon. Find out how many gun shot fatalities there are and compare it to car wrecks, people killed by crow bars, baseball bats, fists, bottles. It's people mis-using guns that are making everyone who own one a bad name.
She did what the law told her she should do (restraining order, calling if he is with in 1,000 feet). Our courts let him out after being arrested for following her and being with in 1,000 feet.
I personally wish she had gotten a pistol and a concealed weapons permit and when he showed up, put his a$$ down BEFORE he put her down.

Sisters, please go right out and get yourselves a copy of Gavin de Becker's book "The Gift of Fear." In no way am I blaming this poor woman for what happened to her, but there are signs to look for, indications that you are in danger, and there are steps you can take--a protective order being in most cases the LAST thing that you want to do. I know that Mr. de Becker will take no joy in being right once more. PLEASE PLEASE educate yourselves about the signs of real danger. You cannot rely on the police to protect you. Did the police even notify this victim that her stalker was being released?

How many more women must be slaughtered before we stop raising our sons to believe that access to women is a right? Before the police take stalking seriously?

It has been open season on women for a long time. Time for us to wake up and protect ourselves.

My heart goes out to this woman's family and students. You are in our thoughts.

Gun, just like a car for example, can kill if you don't give it the proper respect. Why do you think there are driving school? Or have to take a driving test before you get your driver licence?.....because a car can be a deadly weapon if not used properly!!
I'm glad that I had my handgun when our house were broken into in the middle of the night. I can never forget the terrifying screams of my daughers caused by the 2 scumbags. Didn't even have to fire a shot, just the sight of the weapon was enough for them to gave up. Turns out later one of these idiots is a convicted rapist with a long rap sheet!!

Numbers speak for themselves....I hear all the time how some nut job got hold of a gun and starts shooting as many people as they can...but rarely hear stories of how some person at their home shot and killed an intruder in "slef defense"....and lately the stories in the news are about people killing entire families...and not with poison or a knife...but with a gun...if the Virginia Tech or Columbine shooters had used a knife instead of a gun (bought illegally or stolen from Dad's "locked" gun case) they would have maybe killed 2 people instead of like 50!!!

So, you think I am a "zealot", winchester70? I cite the facts. To you, that means I am a "zealot". What is the opposite of "zealot", then? Do you think of yourself as a "pacifist"? Someone who can not face the facts is delusional, and that seems to fit you well.

The simple fact of the matter is: guns are for murder, not for "defense", not for "fun". Just because you think you have the "right" to have a gun, that does NOT make it a good idea! We have more gun murders in this country than anywhere else in the world because we have more guns than anywhere else (excluding open war zones).

More guns means more access to guns and that means more murders and more "accidents"-- more needless deaths. The gun owners of this country should be ASHAMED of themselves for being so stupid.

I'd like to know how the perp got inside the school before the teachers were there. We may never know, huh. However, it doesn't appear the guy was a student, nor is it relevant what this teacher taught, just that some goon she didn't like killed her. Maybe they should outlaw dating, or something.

Would you feel better if the teacher was killed by a crazy person driving a car? So I guess since the car was used as a weapon all cars should be outlawed.
