U.S. Winning War on Child Abuse

By
Cynthia Bowers
(CBS)  Once a week, every week, 19-year-old single parent Antoinette Franklin gets counseling to help her learn to be a better mom to 3-month-old Amia.

"You know it helps you so that you won't get frustrated and want to, you know, lead to the abuse as far as mentally, physically ot anything," Antoinette told CBS News correspondent Cynthia Bowers.

Programs such as one at Chicago's Near North Health Service may play a role in dramatically reducing child abuse from 1993 to 2005.

A federal study found a 38 percent decline in child sex abuse, a 27 percent decrease in emotional abuse, and a 15 percent drop in physical abuse.

Child advocate David Finkelhor credits what he calls a "troop surge" in the war on child abuse in the 90s.

"There were lots of child protection workers, there were new law enforcement agents, there were specialized domestic violence prevention groups," he said. "There were prosecutors who were detailed to prosecute child molesters."

Add to that a barrage of public service announcements that further heightened public awareness.

While child care advocates celebrate success, they caution the report was done during a relatively prosperous time in this country and recessions tend to trigger more family stress and cutbacks in the very programs that provide critical support.

"It would be easy during these economic times to forget that must be a continuing investment and that it's not over," said Jim Hmurovich, president of Prevent Child Abuse America.

Antoinette says thanks to the help she's getting, she plans to get a nursing degree.

She says, "I want to give my baby what I never had."

Financial, emotional and physical security.

Child abuse is NOT getting better in the U.S. What people overlook is the violence from government employees that are not even considered in these abuse studies. I myself have been involuntarily committed to the state mental hospital in colorado, and have been mentally and physically abused. I've been trying every single day to get answers from the government, and all i have learned is that state employees are immune to any of our civilian laws.

Articles like this are just disgusting and makes me feel like I do not matter.

this article simply states that the rate of CHILD abuse WAS down (not abuse in institutions, however, it also states that since the economy has plunged, there may be an increase in abusive behavior.

child abuse is one thing, but these days many parents are scared to disipline their kids due to lagal action being taken on them. I knew a woman that had a rude, disruptive, trouble maker of a teenage daughter and anytime she was to punish the daughter she would threaten to call CPS so the mother was scared she was going to get in legal trouble, nor is it any fun to have cps come and investigate you and your home because of your nit wit daughter is making things up especially when you have other children to care for. Something interesting I read the other day out of 633 child molesting cases 12% of them were homosexuals that commited the crime, as you may have guessed far less of the population then 12% is ****.

By the way, child abuse includes sexual abuse, i.e., rape, sodomy, foreign objects used. However, some states don't act on what a
child tells them; they don't do the "REQUIRED" EXAMINATION! These employees should be fired! Plain and simple! If they can't protect a little child, who can they protect? I have lost a lot of faith in the justice system!

Now, please show some attention to rape, sexual molestation of children, which begins generally at age 2-3! Since the "authorities" don't catch the molester in the act, they can't "prove" the case and don't take the word of a child because the child only tells it in a child's words, and can't state the facts in adult terms. Therefore, it's supposed to be some sort of make believe game! Especially in Colorado! Case upon case and the molester is out there waiting to molest another child. In our case, it was the child's own father! The detective and social services employee, those who are supposed to protecct us, and take a oath to follow the law, do not perform the medical exam and tests. I could give more details but it's totally disgusting how they didn't do their job, are paid by us/taxpayers, and the molester is free and the child pays the price! There should be harsher punishments and the "authorities" should be held accountable for their lack of knowledge, training, experience, and following through on these cases. Protect the child! Ask questions later!!!! Forcing a child see her rapist is not fair, whether it be through a visiting supervisor or not! This is unfair, illegal, and totally irresponsible!!!!! So, let's protect all the kids who are being raped by their fathers and others! Let's show them our society cares about them. There is much more to our case, but too long to put on here.
