Key Travel Agencies Lack Permanent Heads

(AP)  Two federal agencies charged with keeping potential terrorists off airplanes and out of the United States have been without their top leaders for nearly a year.

It took the Obama administration more than eight months to nominate anyone to lead the Transportation Security Administration and the Customs and Border Protection agency.

The attempted Christmas Day terrorist attack on a Detroit-bound airliner has prompted a review of U.S. security policies. The acting heads of those agencies - both created in response to the Sept. 11, 2001, terrorist attacks - will be at the forefront of these discussions.

Bogged down with health care reform, the Senate has yet to set a date to hold hearings for the Customs position. And Republican Sen. Jim DeMint has placed a hold on the president's choice to head the TSA over the senator's concern that the new leader would let TSA screeners join a labor union. This has some Democrats blaming politics for the vacancy.

Former U.S. attorney Alan Bersin is nominated to run CBP, and former FBI agent and police detective Erroll Southers is the president's pick for TSA.

On Christmas Day, alleged terrorist Umar Farouk Abdulmutallab, a Nigerian who spent time in Yemen, was able to sneak an explosive device aboard his flight from Amsterdam to Detroit, only to be thwarted by the device's apparent failure to work as designed, and aggressive action by other passengers.

Abdulmutallab was not on the government's terrorist watch list - though he was on a less sensitive and broader database. He was able to maintain a valid U.S. visa despite warnings about him to U.S. embassy officials in Nigeria from his father. Those facts are prompting a broad review of the government's terrorist detection efforts.

"The president is looking for answers on this," Denis McDonough, chief of staff of the White House National Security Council, told reporters Monday in Hawaii, where President Obama is vacationing. McDonough said officials have begun to assemble information related to watch list procedures. As yet, no one has been named to oversee the watch list review, he said.

McDonough defended the current leadership and downplayed the significance of not having the new TSA administrator confirmed, although he said "the president is eager to have his TSA head on the job."

Acting TSA Administrator Gale Rossides is "very able" and "we have a very able team of career professionals at TSA. We have a very able team in the Department at Homeland Security, generally," McDonough insisted.

Some Republicans were more critical.

"Running a security agency with a revolving door is a recipe for failure," said Florida congressman John Mica.

Michael Chertoff, who headed the Homeland Security Department in the Bush administration, said if the country is going to work on enhancing security, there needs to be permanent people in place at TSA and Customs and Border Protection. "A year is too long a time," he said.

Abdulmutallab, charged with trying to destroy an aircraft, is being held at the federal prison in Milan, Michigan. A court hearing that had been scheduled for Monday to determine whether the government can get DNA from him was postponed until Jan. 8. No reason was given.

U.S. officials had warning signs that Abdulmutallab might be a threat.

The embassy visit in which Abdulmatallab's father said he was concerned about his son's radicalization triggered a Nov. 20 State Department cable from Nigeria to all U.S. diplomatic missions and department headquarters in Washington. It was also shared with the interagency National Counter Terrorism Center, said State Department spokesman Ian Kelly.

These concerns landed Abdulmutallab among the about 550,000 names in the Terrorist Identities Datamart Environment database, known as TIDE, which is maintained by the NCTC. Other, smaller lists trigger additional airport screening or other restrictions, but intelligence officials said there wasn't enough information to move Abdulmutallab into those categories.

The NCTC, which has responsibility if any visas are to be pulled over terrorism concerns, then reviewed the information and found it was "insufficient to determine whether his visa should be revoked," Kelly said.

According to Yemen's foreign minister, Abdulmutallab was in Yemen from August until early December. He had received a visa to study Arabic in a school in San'a, the Yemeni capital. Citing immigration authorities, the statement said Abdulmutallab had previously studied at the school, indicating it was not his first trip to Yemen.

Yemen, the ancestral home of Osama bin Laden's family, has been an al Qaeda haven partly because of a weak central government and rugged terrain, affording al Qaeda fighters numerous places to hide. A Yemen-based group, Al Qaeda in the Arabian Peninsula, has claimed responsibility for Abdulmutallab's actions.

Should be used to scuttle DeMint daily....and ifthe Republicans wanttostand behind Demint in this, scuttle the works.

BTW. I believe that McCain and other hawks will find this position indefensible.

How did the National Socialist Party do this? And why?

They have no national power or significance -- though they were riotously parodied in the movie "The Blues Brothers".

They are an organization that promotes "white supremacy" and they have absolutely no love for blacks, jews (including Israel in general) or any "other" (that would include ANY foreigners that are not of the white European heritage they defend).

They would never allow profiling to stop if that decision would allow anyone who isn't white and European into the country.

They claim to be "the party for patriotic Americans". You really do sound like a member -- why are you dissing your own team?

Ah, The National Socialist Party in America, I think they prefer tea to coffee...

As a reminder, Obama has two days in which to resolves all legal cases at Guantanamo and close the facility or be forever branded a liar.

Yes the Republicans are 100% obstructionist at the price of national security and needed health care reform. They are pushing hard against Obama and his agenda. HOWEVER: Sadly, Obama lets them do it. Obama won't even stand his ground. Obama does not fight back. Obama constantly seeks out anything, (anything good, bad, cheap, mediocre, or terrible) to get a consensus with the Republicans. Look at George W. Bush--he was a fighter, if he were Obama he would use the 51-vote reconcilation to pass laws, he'd stand firm on the least expensive reforms (single payer and government option). Even Republicans respect a man who stands firm and does not back down (look at Nelson Mandela, that saint stood firm even in jail!). If Obama had stood firm for real change, he would have entually peeled off a few Republican votes, from Republicans who are religious and have a conscience. Obama must change his style immediately! Or he will spend 3 years as a very lame duck and American citizens will suffer for it (the Republicans could care less about 30 million uninsured Americans or those who wait until it's too late to go to the doctor and yes they do die from waiting too long. Obama must also get a strong administrative organization going in his own office so that someone does more than just talk. Valerie Jarrett is a great talker and is great in small-town city halls but she is disastrously inadequate and unqualified to be a presidential advisor. Axelrod and Gibbs are great people but they need a strong LEADER in Obama and then they will work at the agenda of a strong leader, rather than a president who appeases too much.

You need to remember just a couple points about the Confederate Party of America (the Republican Party) ... most are from southern states that are the dumbest, the poorest, and the least healthy in America. The power structure wants that to remain. The use religious and racial bigotry to control their supporters. They want to bring the rest of America down to their level instead of raising their people up to the level of the rest of the country. Until we realize that and limit their influence the majority of Americans will become dumber, poorer, and less healthy. The South shall rise again!

Folks,

Republican Sen. Jim DeMint has placed a hold on the Senate to hold hearings for the Transportation Security Administration. I wonder when another Republican will placed a hold on the Senate to hold hearings for the Customs and Border Protection agency. I guess they still deciding what logical excuse to makeup.

Amazing, how the Root Cause of all our Domestic and International problems in America are always the Republicans.

Isreal has not had any of their commercial aircraft hijacked since 1968. Why? Because they use Terrorist Profiling.

Why did the crime rate drop by 70% in NYC when Rudy Giuliani was Mayor? Because he used the same technique.

Israel has one international airport, and they do a great job of profiling based on behavior...we should follow their lead.

Crime did drop under Giuliani, but not by 70%. But he did not use any technique, he hired 3600 police and cracked down on gangs. Has nothing to do with the current issue.
