Will Ratings Drop Impede Obama's Agenda?

A slew of recent polls showing President Barack Obama's job approval ratings at essentially normal levels and a partisan divide reasserting itself suggest that the political landscape was not as dramatically transformed last November as Democrats had hoped.

The question now is whether those numbers will impede the president's ability to achieve the transformative goals he set out for himself, particularly in the area of health care, where members of Congress crucial to his success may feel they have to respond to shifting public opinion.

After months of showing sky-high job approval ratings, polls from major newspapers and from the Pew and Gallup organizations this week gave Obama the lowest numbers of his presidency. He is less popular than either George W. Bush or George H.W. Bush at this point in their presidencies, though more popular than Bill Clinton was after seven months in office.

Obama's level of support now neatly matches the number of voters who elected him - with 52 percent of Americans approving of his job performance, while 42 percent disapprove, according to an average of major surveys. At the same time, Republicans are acting like Republicans again - nearly 80 percent of them disapprove of Obama's performance - and disapproval among independent voters is growing steadily.

The country has also grown skeptical of his power to effect change: This week's NBC/Wall Street Journal poll found a sharp drop, to 51 percent, in the share of Americans who say it's "very" or "fairly" likely that Obama "will bring real change in direction to the country."

"Expecting the politics of the country to transform around a new president is asking a bit much of the president and of the system," said Pollster.com's Mark Blumenthal, a Democratic pollster who noted that Americans who voted for Sen. John McCain of Arizona, Obama's 2008 Republican opponent, appear to have returned to the opposition. "As of the snapshot of the moment, things look about like they did last October," he said. "If you're a Democrat, you ought to be concerned with the trajectory."

White House officials professed to be unsurprised that reality has reasserted itself. "The president always said to us that, at some point, we were going to hit the shoals of inertia," said one White House aide. "That's happening now."

Other Democrats point out that while Obama's job approval has declined, he remains personally popular, though the share of Americans who say he's trustworthy also fell in the NBC/WSJ poll.

"The important thing is that even in pretty challenging times, he retains a lot of important redeeming qualities with voters, including his likability and the sense that he is smart and deals with problems honestly," said Democratic pollster Geoff Garin.

A senior administration official compared Obama's situation with that of Ronald Reagan when he was president. "It most tracks Reagan, in that you have personal attributes that are very high, and where people genuinely trust and like the president and want him to succeed, but the policies aren't as popular," he said. "The job approval was going to come down. We're in the worst recession since FDR - you're not going to have a great job approval. Personal attributes are still very high, and people trust him. They think he's here for the right reasons. They think he wants to do the right thing."

Other Democrats are less sanguine. They link his slide to the most visible signs of inertia - the health care reform battle - and warn that the poll numbers themselves could make that sale harder. The White House chose to leave the details of the plan to Congress, allowing its content to be ill defined while its massive cost became very clear.

A Pew Research Center poll released Thursday found that 44 percent oppose "health care plans currently before Congress," while just 38 percent favor the plans. Approval of Obama's handling of the issue slid 9 percentage points since April.

Those declining numbers lend themselves to two interpretations. One is that the White House misunderstood its mandate and the scale of change the public seeks.

"The public wanted change, but it didn't want dramatic change with massive expenditures, big government," said Doug Schoen, a conservative Democratic pollster. "It wants it done on an incremental, bipartisan basis."

The sense that the country is settling toward customary patterns is a relief to Republicans, who said they were not surprised by it, either." It was only a matter of time until these debates led to independents pulling away from support to the Democratic agenda and leaning more toward the Republican perspective on that agenda," said Whit Ayres, a Republican pollster.

But allies of the president offer a second interpretation: that the bad health care numbers, at least, reflect a failure only of messaging, and one that has been corrected in recent days.

In the same Pew poll that shows health care reform to be unpopular, Pew analysts also perceived a possible road map to reviving support for it. "Although the public has a more negative than positive general reaction to the health care proposals being debated on Capitol Hill, there is broad support for many of the core elements of the legislation currently before Congress," they wrote, noting broad support for requiring all Americans to have coverage and requiring insurance companies to cover them.

But the danger now for Obama is that his falling poll numbers may themselves short-circuit progress on the issue, as Democratic legislators edge away from the White House. That's a possibility that seemed strengthened by a Virginia poll also released Thursday, which suggested that the gubernatorial election there in November will be dominated by McCain voters, as Obama supporters fade from the electorate.

"Transformative presidents aren't always popular, and they tend to have a more polarizing effect," said veteran Democratic consultant Bob Shrum, who also noted that Reagan's approval ratings dipped dangerously in his first term. The key, he said, is Obama's ability to achieve a transformative agenda. "These numbers don't matter unless they spook the Democrats."

The man we elected is a said Barack Hussein Obama.
But the Legal name of the man in the White House is not Barack Hussein Obama.(We have iron clad proof of this)
What is his legal name?
Legal Implications: The man in the White House must step down in order to clear up all this mess. All papers He has signed and oats he has taken are Invalid. We have no President as of now.

That's why Obama can not release his HS, College and Harvard Records which have his legal Name.
Obama must now step aside and let the Police, FBI and the courts decide who the hell is He.

President Obama is working to do good for America's health care. Republicans and the determinedly misinformed will be against the good that will be the outcome of health care reform. Once people realize how much it will bring down costs, bring down deductibles, brings down insurance rates, and make sure that the corruption that goes on with overcharging ends. The changes will benefit people with insurance and people who needs insurance. There will be no pre-existing conditions barred from coverage, and their will be no maximum amount of coverage that when reached people are left in the lerch with no more health coverage and having to pay everything out of pocket from then on if they want more health care. But by all means continue to be against everything that will help you, your family, and everyone you know.

When I see stories like this, I always find it helpful to go to a web site called <realclearpolitics.com>. That site lists most of the major polls and reminds you of the spread between the "approve" and "disapprove" ratings. Sometimes it also tells you how many people approve or disapprove of Republican actions.

One look at that site shows you that while Obama has dropped in approval rating, he is whole lot more popular than most of the media's negative stories make it seem he is. And the Republicans are a whole lot less popular.

Actually, the fact that Republicans have low poll numbers suprises nobody. What is surprising is that Americans are starting to take notice and realize that some of the mud that was being flung at Obama is actually becoming the ugly truth. I really thought Obama would retain his high approval ratings for much longer, but he is moving swiftly in pushing his Marxist agenda and thus, he has started to show us his true colors. Good job, America, he was able to fool some of us some of the time, but not all of us all of the time!!!

Lie away republican haters. You are the ones who are going to be losers. Most people want health care reform. And, oh how happy we are, every time he undoes the damage that Bush did. President Obama has worked hard to accomplish a lot. That was never the case with Bush. Did anyone ever thing Bush worked hard. I don't think so. President Obama is trying to be good to all Americans. He has a great personality and tries to get along with most everyone. But he will not tolerate you liars and haters. He has your number and has had it for a long time. He knows who you are and he knows he has lots and lots more supporters that all of you. We stand with President Obama. He is fresh air after Bush just about brought down America entirely. Everyday our President is working to solve problems and get things done. I thank God for our President. He is a great man doing great work.

Obama's Marxist agenda will not be hampered by poll numbers... He wants to follow in the footsteps of Che Guevara, Fidel and Chavez and, just like his predecessors, he couldn't care less what you think about his performance. Congres, well, that is another issue altogether, since they need their constituents' votes and will not anger them by playing bobbleheads to the annointed one. Predictions? Obama will duke it out with Bush for lowest job approval ratings in less than a year... Of course, you will say we did not tell you his Marxist agenda was not something the U.S. would swallow whole, once we realized the nature of the CHANGE that had been promised. Some of us will say I told you so. Congress has started to awake from its slumber and it will become our salvation by making Obama put his amazing plans for CHANGE in black and white... For once, Democrats and Republicans will walk together against a common enemy, mark my words.

It will impede it only of the low performing Congress listens to their constituents. So far the democrats haven't been doing that. They've just shoved bills through that their constituents have totally objected to, aka the stimulus bill and the bills allowing the Federal Reserve to rob our Treasury, and his health care horror.

Obama has tried and succeeded in many of his promises. He has attempted to make this country a better place and he has helped tremendously. At least he wants what is best for us and I truly believe that. Unlike the Bush's, Reagan's and other repub's personal agenda crap, Obama is at least trying to help the average joe. I am just sorry he was forced to dig out the financial and auto industry. I think that was a mistake. Personally I am paying for the thieves on Wall Street and in the auto groups who stole from everyone. My union is barely able to keep our jobs. The way it is going, I will be making wages from four years ago for harder work. And do not tell me I should be thankful to have a job. I deserve to have a job. I have worked hard since I was 14 and I still have another 15 to 20 years before I can think of retiring. It just makes me very sad.

Let's see 28% of Americans trust Republicans. Here in CA, the disaster that is Schwarzennegger has less than 30% approval rating. Bushoccio had less than a 30% approval and Darth Cheney has less than 20%. 'Nuff said.
