Obama Cites Study In Health Care Address

(AP)  President Barack Obama, citing a new White House study suggesting that small businesses pay far more per employee for health insurance than big companies, said Saturday the disparity is "unsustainable - it's unacceptable."

"And it's going to change when I sign health insurance reform into law," the president said in his weekly Internet and radio address.

A new study by the White House Council of Economic Advisers said small businesses pay up to 18 percent more to provide health insurance for their employees. As a result, fewer of them do so, and the number has been shrinking further in these hard economic times.

It was released Saturday as part of the administration's aggressive campaign to build public and congressional support for Mr. Obama's health care efforts

President Obama had called for Congress to vote on health legislation by the August recess, but when it became clear this week lawmakers would miss that deadline, he said he expects a bill by year-end.

Separately, congressional budget scorekeepers say one highly touted idea for saving money from Medicare to finance a health overhaul would only yield modest savings. In a setback for Mr. Obama, the Congressional Budget Office says that creating a powerful commission to recommend Medicare cuts would produce only about $2 billion in savings over 10 years. Cuts the commission agreed on would go into effect unless Congress overrides them.

On the issue regarding small businesses, the White House study said only 49 percent of businesses with three to nine workers and 78 percent of companies with 10 to 24 workers offered any type of health insurance to their employees in 2008. In contrast, 99 percent of companies with more than 200 workers offered health insurance.

Small companies pay proportionately more than big ones because they lack bargaining power and face higher administrative costs, the study found. It said that effectively levied a "heavy tax" on small businesses and their employees.

"Right now, they are getting crushed by skyrocketing health care costs," Mr. Obama said, citing the report.

Republicans dismissed the new report as more political propaganda by the administration as it struggles to win approval of its centerpiece domestic priority.

"There's a reason why almost every employer and small business group is opposed to the Democrats' government takeover of health care, and that's because it would impose new job-killing taxes during a recession," House Minority Leader John Boehner, R-Ohio, said. "No report can change that."

And in the weekly GOP address, Rep. Cathy McMorris Rodgers of Washington state, vice chair of the House Republican Conference, said, "America's small businesses will pay a high price." Citing a study by the National Federation of Independent Business, she said Democratic-written proposals would destroy a million more jobs than the economy has already lost.

She called the Democratic efforts "a prescription for disaster - one that will put Washington bureaucrats in charge of your family's personal medical decision."

A proposal in the House calls for employers with a total payroll above $250,000 to offer health insurance to their workers or face a surtax of as much as 8 percent. A Senate committee version would require all businesses, except those with fewer than 25 employees, to provide health coverage or pay a $750 fine per year for each worker.

Congress is weighing plans to bring small businesses into the program that would exempt them from such stiff penalties.

Among the provisions in draft legislation viewed favorably by the administration are: an "insurance exchange" allowing small businesses that meet certain criteria to be able to purchase health insurance from a multitude of plans; and tax credits to help small businesses pay for the coverage.

Christina Romer, head of the Council of Economic Advisers, said such provisions would enable small businesses to be "more able to compete with the big boys" in selling their goods and services and "able to compete fairly on a level playing field with big businesses to attract the best workers,"

"The vast majority of small businesses, they'll see their burdens absolutely lessened by the expansion of coverage," Romer said in a conference call with reporters. "So they are absolutely going to be more competitive."

Mr. Obama decried what he said were tactics by opponents to block health care overhaul "as a way to inflict political damage on my administration. I'll leave it to them to explain that to the American people."

"Today, after a lot of hard work in Congress, we are closer than ever before to finally passing reform that will reduce costs, expand coverage and provide more choices for our families and businesses," President Obama said.

Meanwhile, Rep. Eric Cantor of Virginia, the House Republican whip, invited small business owners from across the country to a round-table discussion with senior GOP officials on Tuesday to discuss the struggles facing small business. Among those invited, said Cantor spokesman Brad Dayspring, are those with businesses in the congressional district of conservative "Blue Dog" Democrats, who have raised questions about the cost of the health care efforts.

Heck, Americans already are spending $2.5 Trillion or 18% of GDP on our for-profit health care debacle -- a cesspool of waste and abuse -- so we just need to streamline the inefficient system, get rid of the useless middlemen that provide no health care, and institute some system of single-payer UHC for ALL Americans that could be the best in the world instead of the 37th ranked health care shameful mess!

To show that this bill is not being read, or, if it is you dems aren't as sensitive and PC as you profess. On page 389 the bill uses the term "mentally retarded". That term has been verboten for quite some time and why you libs would use it at all is amazing to me. I realize you people had no problem with the messiah's off the teleprompter remark in reference to his bowling and the Special Olympics but this is stunning.
We can only wonder what else in in that bill. I do know we are going to be provided with "end of life counseling" run by the pit bull's (rahm emanuel) brother who is a MD. That should be interesting. Perhaps they will supply us with the pill the thug referred to in reference to the 100 year old woman and a pacemaker.

There is NO BILL, since it is still being discussed and changed in numerous committees, so please stop the foxnewsus propagandus that nobody has READ the BILL. You keep repeating the 'herd mentality' from the usual foxnewsus talking heads.

BTW, the UNpatriot Act was read by NOBODY in 2001, and just brought us closer to the bushevik dictatorship under GOP-led congresscritters, while we saw anthrax attacks and the usual republiCON FEARmongering!

Why can we not have a system that de-couple employment from health insurance? I would like to go shopping for health insurance on the open market like I do for car or home insurance. I would not mind a law that requires everybody to have health insurance - similar to car insurance. If I am not happy with the service I get, I take my business somewhere else. You can get a tax discount based on your income and what you are paying for health insurance.

If you cannot afford it, you can apply for assistance at the state level based on your taxable income - similar to food stamps and other government programs. The government can limit the expenditures as a % of tax income by adjusting the benefits and levels where the support kicks in to keep the system cost neutral.

No federal government program. Minimal state program for the people in need. Hard limits on how much the state can spend. Competition between the private insurance company for everybody's business. Limit lawyer payments for health related lawsuits. etc.

Republicans cannot even accept the study result of small business owner?s higher insurance premium payment. They are just interested on criticizing of every good programs of Obama?s administration. They can?t do anything good for the people; it is just like the dog not allowing the cow to eat grass. It will not eat and it will not allow the cow also to eat. It is unfortunate.

We can all see our future for the Nation, just look at California and what the liberals like Obama have done there. BANKRUPCY!!!! You know it's nice to want all these programs to help people, but then there is the little matter of paying for them. It's always easier to have someone else solve your problems, but we can't escape the reality that in the end anything the federal gov't does for us we, we all pay for through TAXES!!! Right now everyone thinks we'll just have the rich pay, but that won't last for long, we'll all be paying in the end. So be careful what you wish for.

California's problems are the result of cutting taxes too much. They had Prop. 13 to thank for this. This voter-passed law established two tiers for tax rates on real estate which give a lower preferential rate (unrealistically low) for properties that transferred ownership before a certain date. They're losing tax revenues every year because of Prop. 13, they need to repeal it.

Then the current governor, a Republican, eliminated the car tax, that's piled another loss of tax revenues to the tune of $3.6 billion every year. You want to cut taxes, you have to cut services along with that or you will run into an empty coffer when the economy turns. It is the Republicans who have caused California's financial headaches, not unlike George Bush's tax cuts which still have some ways to run and the Iraq war bringing us the federal deficits we are facing today that's made our national debt shoot up.

When was the last time we had a budget surplus? Not too long ago, when Clinton was in the White House. He actually raised taxes against the warnings of Republican idiots who predicted a stock market crash and a deep recession. Neither happened, of course. Not until Bush's tax cuts and Iraq.

The Rasmussen Reports daily Presidential Tracking Poll for Saturday shows that 30% of the nation's voters now Strongly Approve of the way that Barack Obama is performing his role as President. Thirty-nine percent (39%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -9. (see trends).

The number who Strongly Disapprove of the President has increased slightly following the prime time press conference on Wednesday night. That figure?39%--is now at the highest level yet recorded. As a result, the overall Approval Index has fallen to the lowest level yet recorded for this President.

Because they don't want private businesses! It has become obvious, all you need to do is watch the actions of this WH to know that they want total control. We own a small business, an Allstate Insurance Office that we put our own money into. It was not given to us. We paid for the schooling, we provide health care & lunches. We work our butts off. An email was sent to all agencies about a month ago stating the the administration wanted Allstate to take TARP money and they were told Allstate doesn't need TARP money. They continue to press. Why??
Look at the number of Bush stories since the thug's last speech and look at the response.
I am also a nurse and contrary to what is being put out ALL nurses are not in favor of this.
