(CBS/AP)  The man who opened fire in an immigrant center, killing 13 people before taking his own life, felt he was persecuted by police, couldn't accept his "poor life" and was intent on killing himself and at least two other people, according to a letter mailed to a television station the day of the massacre.

The letter's authenticity could not immediately be verified Monday. It was mailed to News 10 Now, in Syracuse, and postmarked Friday, the day Wong went into the American Civic Association community center and started shooting.

Part of the letter reads: "I am Jiverly Wong shooting the people."

The letter was dated March 18, more than two weeks before the shooting, which occurred in a neighborhood of homes and small businesses. It included photos of Wong smiling with two guns, a gun permit and his driver's license.

The letter and the photos have now been turned over to the FBI and police won't comment until behavioral experts have a chance to review the package, reports CBS News correspondent Bob Orr. But, it is clear Wong copied the actions of Sueng Hui Cho, the Virginia Tech gunman who mailed his manifesto the same morning he killed 32 people two years ago.

The letter ends with him saying he can't "accept my poor life," that he is taking on the job of a judge and will "cut my poor life." He writes "at least two people with me go to return to the dust of the earth."

Police speculated Wong, who was ethnically Chinese but was from Vietnam, was angry over losing a job and frustrated about his poor English skills.

The letter reads, "I am sorry I know a little English."

It indicates a delusional man obsessed with unidentified police he says taunted him and tortured him, even going into his room, watching him sleep and touching him while he slept. The letter says police stole money from his wallet and stopped their cars in front of him 32 times in efforts to make him crash into them.

"I never hit the car," the letter states.

In a statement, the city of Binghamton, which is about 140 miles northwest of New York City, said it was reviewing the letter as evidence in the investigation.

Police Chief Joseph Zikuski told the TV station police would be asking mental health professionals to analyze the letter. He said behavioral experts from the FBI suggested "something like this might happen."

"It's not a complete surprise to us whatsoever," he said.

News 10 Now said it received the letter Monday.

In staccato bursts, the letter writer strings together a tale of police harassment following him from California to New York.

"Many time from 1990 to 1997 at the day time ... cop exploit unknow English and went to my house knock the door for harass and domineer," it reads. "Of course during that time cop coined something was not true about me and spread a rumour nasty like the California cop."

The writer expresses frustration over losing his job at a vacuum manufacturer.

"Right now I still get unemploment benefit of the company Shop Vac Endicott," he says. "New York State Department of Labor was cheat and unpaid from December 1st 2008 to December 28th 2008 I already claim weekly benefit from that date."

The letter rambles disjointedly.

"Let talk about when I live in California," it reads. "Such as...cop used 24 hours the technique of ultramodern and camera for burn the chemical in my house. For switch the channel time ... For adjust the fan. For made me unbreathable. For made me vomit. For connect the music into my ear."

There are passages of pure politeness: "Please continue second page thank you," the writer instructs.

But the letter ends with dark foreboding.

"Any way I can not accepted my poor life. Before I cut my poor life I must oneself get a judge job for make an impartial with undercover cop by at least two people with me go to return to the dust of earth.

"Already impartial now..cop bring about this shooting. cop must responsible."

The letter, neatly written in capital letters, ends with: "And you have a nice day."

This is a tragedy. A lot of people migrating here experience racism. A lot of the ignorant people can push some of these people 'over the edge'.

If you live in the LA area where the Rodney King's riot happened, you will appreciate the rights to own guns to protect yourselves and families and businesses. If you want to look at the background of what type the person who commits such this crime, look at John Hinckley; is he poor and unemployed?

How do many people still remember about the person who shot President Reagan? What type of person was he from, poor and unemployed? It is a personal conflict that set this type of things off. The guns are just one of the tools that bad guys are using and also are good tools that good citizens can use to protect themselves, families, and businesses; do you still remember about the Rodney King's riot in LA?

Most mass shooters are the typical gun owner!~ Most mass shooters are lagal gun owners without a criminal record!~

That's NOT true either. The Department of Justice says:

"Almost three-quarters of those who owned only handguns kept them primarily for self-protection. Of course, some people seek the protection of a gun because they may be
disproportionately likely to lead risky lives or associate with violent people.[6] Those who had been arrested for nontraffic offenses were more likely to own firearms (37 percent compared to 25 percent in the general population)."

Lauderdale County Sheriff's Department chief investigator Travis Clemons told the TimesDaily newspaper in Florence that the four were found dead Tuesday morning.

Clemons says authorities are looking for Kevin Garner, whom he describes as a person of interest.

The TimesDaily reported that court records show Garner and his wife Tammy were in divorce proceedings and scheduled for a hearing in Morgan County on Wednesday morning."

I agree with the person saying that there are bad apples everywhere. It doesn't make all the people in the profession bad. I also agree that most gun owners are quite responsible and your next door neighbor. Most people that commit these acts don't get the gun legally to begin with. Can you people that actually believe that the police harrassed him be serious?? According to this guy, the police harrassed him not only in Binghamton but in California and anywhere else he lived. Puhlease! This is sure sign of someone with a loose grasp on reality. Can you seriously believe that police go into people's houses to watch them sleep and steal money out of their wallets? Seriously? You know, it was probably a conspiracy too. Wake up people! He was a nut that went over the edge and unfortunately took others on his way out. If you want to commit the sin of suicide, fine, that's between you and God, but don't be taking innocent people with you!

It is estimated that there are 90 guns for every 100 residents in the USA. The typical gun owner is your next door neighbor, not the nut who shoots people indiscriminately. Well over 99% of gun owners are responsible, and would never dream of the type of violence we have witnessed lately.

If the percentage of drivers who who obeyed the rules of the road were as high as those who use guns responsibly, there would be thousands fewer road fatalities and injuries.

If private ownership of guns is an anathema to you, I would suggest moving to a country that does not allow it, such as Nigeria

My Dad was an officer in a big city. He NEVER (nor anyone he worked with) planted evidence, broke into a house and watched them sleep or tried to cause any accidents. I just get so mad when the public generalizes in this way. Yes, there are some bad cops - just as there are bad office workers, postal workers, retail workers, etc. It is the person that is bad, not the profession. It is the few bad apples that give everyone a bad name. As for Mr. Wong - HE HAD MENTAL PROBLEMS!!! It had nothing to do with the police in his town. The man would have been nuts anywhere he lived.
By the way, Rockford is a terrible town. Been there and will never go back. It was the citizens that scared me, not the police.

Perhaps the cops was harrassing him. I wouldn't be surprised, but what I don't understand is what does 13 innocent people have to do with that. They probably were harrassed by cops also. What a shame!

Go, look at your best friend, imagine it's their son or daughter who just died, for no good reason, then be ready to excuse the nutjob who did it, because his letter fits into your theories about how cops are everything evil.

He was delusional. Read his letter. Thinking people were playing music and making bad smells in his house. He says it's the cops, but kills other innocent people. He's a typical paranoiac, seeing conspiracies against him in every action, in every car that stops in front of him, in every paranoid fantasy he has.

Accusations I regularly hear from professionals working in *The Justice System*.
Police especially target ethnic immigrants legal and illegal.
Police target the poor.
Police pick older model cars to pull over because the poor own them.
Police plant evidence.
Police lie on the witness stand.
Once the police have a person in the system, they work to keep them in the system because funding depends on the head count.
Etc.

Get the idea?

Jiverly Wong may well have been mentally ill. The harassment, however, may have been real. Internal Affairs should investigate the accusation.

Remember high school bullies? They are now cops.

It fits in this case, quite well.
