There are reports that D.C. police have submitted evidence to the U.S. Attorney's Office in an effort to get an arrest warrant for a man identified as Ingmar Guandique.
He's behind bars, convicted of assaulting two women jogging in Washington's Rock Creek Park.
An inmate serving time with Guandique reportedly told investigators that Guandique told him he killed Levy, but Guandique is said to have told police he saw Levy in the park, but didn't harm her.
Levy was an intern at the Federal Bureau of Prisons.
She was 24 when she disappeared from her D.C. apartment. Her remains were found more than a year later in Rock Creek Park by a man walking his dog.
D.C. cops were sharply criticized at the time for saying they'd searched that park, and found nothing.
Levy's disappearance has remained a mystery ever since, but it also revealed an affair with then-California Rep. Gary Condit. That cost him his seat.
For many weeks, Condit appeared to be the prime suspect in her disappearance. For months, he said little about his relationship with Levy, except for repeating over and over that he had nothing to do with her death or disappearance.
On The Early Show Saturday Edition, CBS News legal analyst Lisa Bloom speculated a jailhouse snitch, like the one cited in news accounts, could have been the source of the new evidence police are apparently using to target Guandique.
"My guess would be two things," Bloom said. "One, new statements from the suspect behind bars, possibly linking him to Chandra Levy. The other would be developments in forensic science, which has grown by leaps and bounds in the last eight years. Maybe they have something new on him ... something linking him to the remains of Chandra Levy. When her remains were found in Rock Creek Park, they were highly decomposed. ... Nevertheless, hair, bone samples, dental records, something linking him to her remains. Otherwise, it's hard to understand what could be new -- statements perhaps made behind bars to other inmates, a jailhouse confession, something of that nature."

- CBS News, please stand corrected. According to police former Rep Gary Condit was NEVER a suspect in Levy's disappearance, now was he a person of interest. True, what he did in having an affair with her was wrong, but the news media at that time made it look like Condit was responsible somehow for her disappearance. And it cost Condit his seat. So much for the idea that your reporting has no effect on the real world. By the way, I'm glad you don't vouch for my comments. Your vouching isn't worth a bucket of warm spit.

- And the snitch failed a lie detector test; Guandique passed. It wasn't even his pattern to kill women. Evidence that wasn%u2019t lost or messed up leaned more towards Chandra gong to that park to meet someone and that someone she was in love with was Condit. He had a history of affairs and perhaps this one wasn%u2019t going the way the other ones did;-Chandra may have threatened to go public or tell his wife.

- Interesting..Oh by the way there are many folks in prison due to bogus snitches happens ALL THE TIME yes it's dubious the old get out of jail free card but never the less used all the time, to be honest most crimes are solved by dubious testimony charges are dropped or just not brought. The DA is a political position some presidents have started that way so results matter at election time..Funny story I know a man that plead to 13 burgleries and only commited 1 but the chief of police looked like he was on the job and the DA got some stats for the upcoming election he got a years prohbation for the plea. Yes it's not the beyond a shadow of a dought we grow up with it's these folks are dubious and deserve it that'show they live with it there's lots of folks in prison that did not do the crime they are convicted of couldn't afford decent counsel so took a deal true most are shaky to begin with but it's bogus and no one cares but the prisons are full and overflowing not to good police work but crocked dealing.

- It seems to me, that if the D.C. police and detectives had done their JOBS at the time and SEARCHED the park, like they claim to have, they would have found Chandra's body a lot sooner then it was found. Then they would HAVE actual physical evidence. But they like soo many other people were so quick to make snap judgements with absolutely nothing based on FACT! It's too bad it took a year and a JOGGER to find her.

It was and is a high profile case and I remember it well. The consensus of opinion was that Condit did it or was involved. It is also odd that her body or skeletal remains weren%u2019t found until 13 months after she vanished making the forensics more difficult. She wasn%u2019t the type of person who might fall prey to a strange attacker. She had training was very aware.
Which leads back to perhaps it being someone she knew and was meeting. She also had expected Condit to leave his wife and if she was threatening to go public or was pregnant it would be a motive to keep her quiet. - Reply to this comment

- Sounds like you have done a little more investigating than the authorities ever thought of doing.
I believe also this guy is a plant by Condit and others in order to give him a chance at a new bid for a seat in washington.

This was a person grooming herself for the FBI, who had worked at police departments and the Bureau of Prisons. She was trained in self-protection. She was educated about criminal behavior and high-risk situations. At night, or in any situation that seemed "off" friends said Levy would walk Mace in hand, thumb under the safety and over the trigger, just like the manual says. Much of the evidence points to her running down to meet with someone she knew well.
According to Capitol Hill interns, Condit had a quirk about wallets and ID cards. Whenever he would meet for a tryst, Condit would insist that the woman leave behind her wallet, so that if police stopped him, there would be no official record of the woman, creating plausible deniability. Whatever happened that day in May, she walked out of her apartment to meet someone she knew. Wherever she is now, someone she knows isn't talking. - Reply to this comment
