U.S. HIV Cases 40% Higher Than Estimated

Officials Say Better Tests, Statistics Are Basis For Higher Infection Numbers

(CBS/AP)  The number of Americans infected by the AIDS virus each year is much higher than the government has been estimating, U.S. health officials are expected to report Sunday, acknowledging that their numbers have understated the level of the epidemic.

The country had roughly 56,300 new HIV infections in 2006 - a dramatic increase from the 40,000 annual estimate used for the last dozen years. The new figure is due to a better blood test and new statistical methods, and not a worsening of the epidemic, officials said.

But it likely will refocus U.S. attention from the effect of AIDS overseas to what the disease is doing to this country, said public health researchers and officials.

"This is the biggest news for public health and HIV/AIDS that we've had in a while," said Julie Scofield, executive director of the National Alliance of State and Territorial AIDS Directors.

The revised estimate by the Centers for Disease Control and Prevention and the methodology behind it were to be presented Sunday, the opening day of the international AIDS conference in Mexico City.

"We do have an epidemic in the United States - an epidemic that is more than 50,000, ravaging gay and minority communities," Dr. Kevin Fenton of the CDC told CBS News.

Since AIDS first surfaced in 1981, health officials have struggled to estimate how many people are infected each year. It can take a decade or more for an infection to cause symptoms and illness.

One expert likened the new estimate to adding a good speedometer to a car. Scientists had a good general idea of where the epidemic was going; this provides a better understanding of how fast it's moving right now.

"This puts a key part of the dashboard in place," said the expert, David Holtgrave of Johns Hopkins University.

Based on the new calculations, officials believe annual HIV infections have been hovering around 55,000 for several years.

"This is the most reliable estimate we've had since the beginning of the epidemic," said Dr. Julie Gerberding, the CDC's director. She said other countries may adopt the agency's methodology.

According to current estimates, around 1.1 million Americans are living with the AIDS virus. Officials plan to update that number with the new calculations, but don't think it will change dramatically, a CDC spokeswoman said.

The new infection estimate is based on a blood test that for the first time can tell how recently an HIV infection occurred.

Fast Fact

CDC estimates that one-quarter of HIV-infected people are unaware of their HIV infection and that these persons account for more than half of all new infections.

Past tests could only detect the presence of HIV, so determining which year an infection took place was guesswork - guesswork upon which the old 40,000 estimate was based.

The new estimate relies on blood tests from 22 states where health officials have been using a new HIV testing method that can distinguish infections that occurred within the last five months from those that were older.

The improved science will allow more real-time monitoring of HIV infections. Now, CDC officials say, the estimate will likely be updated every year.

Yearly estimates allow better recognition of trends in the U.S. epidemic. For example, the new report found that infections are falling among heterosexuals and injection drug users.

Some experts celebrated that finding, saying it's a tribute to prevention efforts, including nearly 200 syringe exchange programs now operating in 36 states despite a federal ban on funding for such projects.

But they also lamented the CDC's finding that infections continue to increase in gay and bisexual men, who accounted for more than half of HIV infections in 2006. Also, more than a third of those with HIV are younger than 30.

Some advocates say that suggests a need for more prevention efforts, particularly targeting younger gay and bisexual men.

For years, AIDS was considered a terrifying death sentence, and since 1981, more than half a million Americans have died. But medicines that became available in the 1990s turned it into a manageable chronic condition for many Americans, and attention shifted to Africa and other parts of the world.

Last week, President George W. Bush signed a $48 billion global AIDS bill to continue a program that he called "the largest commitment by any nation to combat a single disease in human history."

But some advocates complain that CDC's annual spending on HIV prevention in the United States has been held to roughly $700 million since 2001, while costs have risen. (That's about 3 percent of what the federal government spends on AIDS; much of the rest is on medicines, health care and research.)

The new estimate is "evidence of a failure by government and society to do what it takes to control the epidemic," said Julie Davids, executive director of the Community HIV/AIDS Mobilization Project.

Whether more funding comes or not, the revised estimate clearly is a "wake-up call to scale things up," said Dr. Kevin Fenton, who oversees CDC's prevention efforts for HIV/AIDS.

Some said more attention needs to focus on prevention among blacks, who account for nearly half of annual HIV infections, according to the new CDC report.

A recent report by the Black AIDS Institute concluded that if black Americans were their own nation, they would rank 16th in the world in the number of people living with HIV.

"We have been inadequately funding this epidemic all along. We need to step it up," said former U.S. Surgeon General Dr. David Satcher, who is now an administrator at Atlanta's Morehouse School of Medicine.

The new estimate has been anticipated for a long time. The CDC began working on the new methods nearly seven years ago.

Late last year, advocates said they had heard the figure was about 55,000 and pressed the CDC to release it. Agency officials declined, saying they were submitting their research for medical journal review.

"These are extremely complicated statistical methods," and CDC officials wanted the work to be thoroughly reviewed by outside experts, Gerberding said. CDC's findings are being published in the Journal of the American Medical Association.

We have known what causes this disease and how to prevent it for nearly 30 years. This is a disease of personal responsibility. The only victims are the children born to AIDS/HIV mothers and rape victims.

You are absolutely right. I was just about to correct my previous post. It is too bad that AIDS/HIV became such a political issue. Everyone has been so busy covering their own azs'' that they wasted time that could have been spent on better, cheaper meds for this group.

If you go to the CDC website, you will find that AIDs claims far fewer lives than many other diseases but gets far more funding. Suicide claims more lives than AIDs but there is very little done to try to prevent it because, to many, suicide is a personal choice...just as the decision to have unprotected anal $ex is a personal choice. Most people would be less motivated to give money to a fund that helps chronic smokers who get lung cancer because they would percieve that anyone who knowingly chain smokes in America today is well aware of the risks involved. The same can be said for gay men, the majority of AIDs sufferers, who engage in unsafe ***. The reason most of you on this blog support AIDs charities is 1. you are gay or, 2. you have fallen under the spell of the brilliant p.r. campaign waged by gay interest groups who have made you believe the myth that AIDs is an equal threat to everyone.

There is much suffering in the world today and a limited supply of money. I, for one, do not consider AIDs charities to be a worthwhile place to invest my charitable dollars. I prefer to spend them on those who are truly innocent victims of circumstance.

Most people who are HIV positive got that way as a result of lifestyle behaviors. There are exceptions such as blood transfusions and being poked by a contaminated needle in the case of doctors or nurses working in health clinics or hospitals. A world authority on aids once told me that the best way to avoid aids is "to keep it in your pants." A disease such as aids which is often lifestyle related is very expensive to treat and trajic for both the victim and his or her family and taxes our resources. For most people, it is avoidable.

When you consider the number of people that can''t afford insurance,medical and the medicine.I am sure it''s 10 or 20 times the number the government is telling people. We have 4 neighbors(8 neighbors in all) in this neighbor with kids lost jobs and can''t take them to the doctor.This is a middle class area,homes going for 500K. We are doing something wrong in this country when proud people are forced to hide because the job market only has jobs at fast food places and your ashamed to tell people you can''t make it.You tend to lose hope and don''t take care of yourself,end up with AIDS and tell no one just go off and die.Many people did not make this choice,the government drove them to poverty by letting jobs go over seas and letting so many Mexicans and others come into this country. MY POINT IS THERE ARE MANY MANY MORE THAT ARE NO TELLING UNTIL IT''S TOO LATE.

To Chad55555...one does not, as you say, simply "end up with AIDs" as though it is a disease that descends upon you at random. AIDs is a desease that you have to go out and get.

You mention poverty, the government and Mexicans as sharing responsibility for the AIDs problem and I think you know that you are rationalizing. We are all suffering from a bad economy but we are not all going out and getting AIDs.

As for nrgmizer''s confused analogy comparing AIDs sufferers with pedophile priests and those who send them out to work with kids, I would have to say that yes, pedophile priests and their superiors who knowingly keep them in the community are all guilty. Knowledge is what establishes guilt...knowledge of pedophilia, knowledge of AIDs and the activities that cause its transmission.

If you are a consenting adult and you caught this disease through unprotected s*e*x, then you have no one to blame but yourself. If you were born to an AIDS/HIV mother, were a victim of rape, were a victim of pedophelia, were a victim of tainted blood products, in other words, anything outside your area of control, then you are a true victim.

Getting high or getting drunk and having unprotected s*e*x doesn''t count. That is a self-inflicted wound.

Harsh? You bet. But, until or unless they come up with a cure, how else do you suggest controlling this? Trying to educate people who don''t care and won''t listen isn''t working.

You give someone HIV, death penalty, pure and simple. No appeals, no getting in line for experimental treatments to keep your sorry a$$ alive. Take you out and shoot you for condemning another human being to death.

Anyone got a solution that would be more effective, considering that people don''t want to listen, I''m all for hearing it.

Perhaps your neighbors are living a lifestyle they really can''t afford. If some had chosen homes that cost less, perhaps they could have set aside money for emergencies and things such as a loss of a job. Doctor visits cost money and responsible people set aside money for medical needs. People must become more self-sufficient and gain the skills that employers need.

In Cuba people discovered to have AIDS or HIV are separated from the rest of the population for the rest of their lives so they don`t infect others. The separation camps are not prison like, humane as much as possible, but an AIDS/HIV victims contact is only with other AIDS/HIV victims like themselves. As a result Cuba`s AIDS/HIV rate is almost nonexistent. This approach is a little extreme and may be impossible to implement in a free society but it works in Cuba!

In America, certain second-rate fringe groups would whine and complain. 3% of the general population vs the remaining 97; there comes a point when it''s not just equal, but fair to let the majority have a say.

Have AIDS? Get moved elsewhere. Those who have it are known to willingly give it to others, give blood, et cetera.

And having recently seen some graphs showing how much money is spent on AIDS vs other ailments (diabetes, heart conditions, autism...), the AIDS groups should clam up. They''re already getting plenty.

Especially in America where, by now, we *** well ought to know better. But many still don''t.

Which is why abstinence, and treating *** as something SPECIAL rather than something as casual as trying on clothes at the store, might help keep peoples'' willies where they belong!

I feel bad for saying this, but AIDS is where I draw a line in the sand about personal liberties. Right now, disclosing someone''s HIV status is a crime, and that''s simply not right. Why in the world do people with a deadly disease that they can knowingly (or unknowingly) pass to someone else get more rights in this matter than everyone else?

We know more about HIV than ever before, and it''s become a very manageable disease. We have passed laws banning the discrimination of someone based on their HIV "status", which I agree with-an national HIV registry seems like a good idea (throw herpes in there while we''re at it), but the negative side to that people might not get themselves tested (making the situation even worse).

I''ve got a great idea. People need to stop being so freaking s-l-u-t-t-y, use protection and know who they''re with for crying out loud.

That would work great if we didn''t allow people in or out of the country like Cuba. If you read up on the beginning of the AIDs epidemic, where it mainly started in San Fran, there was one guy in the late 70s who was infected and went to New York to party. ONE guy spread AIDs from West to East coast. Crazy.

It was said last year by HIV/AIDS clinics and task organizations that the infection ratio would be much worse than expected or anticipated. This news is like all the news in this country about the economy, the job situation, the house foreclosure problem, the global-warming, on and on and on... What don''t the officials "in charge" anticipate these warnings and act accordingly?! *** education MIGHT be a good start. DUH...

Good gracious, the article says that the number of cases is worse than expected not because of increased numbers but because of new blood tests which shows that there are more there than they knew. But this means that as these people didn''t know that they had the disease that they would be out there spreading the disease. hmmmm. This is a self inflicted disease, yet trillions is spent on it, when this money could go on diseases which are not self inflicted. The answer to aids and sexually transmitted diseases is simple, DON%u2019T HAVE *** OUTSIDE MARRIAGE. and if people say that this is unrealistic in this day and age, then it is their choice, most people did their best to not have *** outside marriage years ago so why not now when there is such a deadly disease around.

It sounds cruel but I feel that it is the only way to slow the spread of the disease. Many of these people go out and deliberately infect others. It is a disease that cant be detected for a long time and all that time they are spreading it..
Oh well, I supose it is keeping the population down.
They say that it started with homosexuals and then spread to hetrosexuals through needles and bysexuals, well there is now 8 new bad viruses/diseases which have also spread to the hetrosexuals..

Let me ask, what kind of freedom should we allow that consumes the nation''s youth in that terrifying way? Most of the infected are below 30 years old. What do we expect? If this rate continues like this, we will wake up one morning finding all streets full of gray hair and end is inevitable.

AIDS-related virus spreads through kissing... Herpes virus 8 was discovered six years ago and causes a skin cancer called Kaposi''s sarcoma. In the United States, the cancer occurs almost exclusively in people with AIDS.
``The important thing is it suggests that oral-oral contact plays some role in transmission, although more study is needed to confirm that,'''' said Pauk.

The study also found that homosexual men who engaged in ``deep kissing'''' -- kissing that involves a lot of contact with saliva -- appeared to be at substantially higher risk of catching the virus.

A new variety of staph bacteria, highly resistant to antibiotics and possibly transmitted by sexual contact, is spreading among gay men in San Francisco, Boston, New York and Los Angeles, researchers reported Monday.
What is unusual in this case is the high percentage of infections - up to 40 percent - occurring in the buttocks and genitalia.
Homosexual men think that they are stuck in this lifestyle for ever, and the sad thing is that the media doesnt report that many thousands of homosexuals are coming out of homosexuality every year and leading normal lives. It appears that many men who are homosexuals have not either had good relationships with their fathers or dont have a father around at all, and are unconciously looking for that connection..

I say, that with the increase in sexual disease, and emerging diseases from the homosexual life style, or dare I say anyone who has anal se,x surely this is enough for you to see that, being honorable to your wife even before you have met her makes more sense than anything..
Surely with what we know now, one has to be a fool to want to play round, and if they are a fool and do play around then except the consequences..
Although many of us already knew children born out of marriage or come from broken marriages, suffer, and the massive effects of this is only now becoming apparent,, perhaps the old laws of marriage were for a reason eh...and not just to spoil your fun.

It already is. Where do you think they get all those statistics? Everytime you have routine (or not so routine) blood test performed, your blood is tested for AIDS/HIV and results sent off to whatever government agency is keeping those statistics.

barbaraf4, I have read that homosexuality is addictive and I think that if people knew what homosexuals do, many people would be so horrified that they would not go into it in the first place. But once they are told that they are quite normal, and that they can''t help it, that they were born like that, they go with it.
People need to wise up to the horrific, sick things that homosexuals do to each other instead of sticking the heads in the sand thinking that it doesnt effect them.
People say that whatever they do behind closed doors is their business, but if someone shoots someone behind closed doors isnt it everyones business, well these guys are shooting people with HIV and diseases behind closed doors or in their orgies.. and then the bisexuals are passing these many diseases and the new emerging diseases onto us.. yep it is all behind closed doors.. and we dont see until it is to late..
Many homosexuals are coming out of homosexuality and leading normal lives.. a few struggle with it but most are just happy to be normal...

I suppose it is possible that homosexuality is addictive; however, heterosexuals can also be s*e*x addicts. I don''t believe anyone chooses to become homosexual. I do believe homosexual might very well be genetic. I don''t believe anyone becomes "cured" and gives up the lifestyle.

Perhaps your neighbors are living a lifestyle they really can''''''''t afford. If some had chosen homes that cost less, perhaps they could have set aside money for emergencies and things such as a loss of a job. Doctor visits cost money and responsible people set aside money for medical needs. People must become more self-sufficient and gain the skills that employers need.

andrew_693 about 30 years ago I was sent an article on what homosexuals intended to do and how they were going to spread their filth.
I think it was from a gay convention that they had at the time. They said that they were going to get into churches, boys brigades/clubs, schools, or anywhere that they could get at children, and do their thing.. Plus they said that they would get into TV shows saying that it was discrimination if we didnt give them parts, and insist on having top parts where they would be displayed as lovely, kind, loving people. They said that they were going to make the hetrosexuals the odd ones out...

Our left winged parties here in ''Australia advertise in homosexual magazines that they will help their cause when they get into power, and many in the left winged parties including left wing politicians are homosexuals.
I wish that I had kept this magazine but it was so disgusting and horrific that I threw it out. It made me depressed for a long time. They said that they intended to get more of their kind in high places, in the police, politic''s, judges etc...especially judges, they were going to get into ministers of religion and the people as much as they could..
Homosexuality is NOT excepted in all the religions in the world, including the bible, perhaps disease is one of the reasons. Our laws have come about through centures of experience and logic. So dont blame churches, they have been forced to not discriminate and are sued if they do.. we are now reaping the consequences, and because of this many more millions will die.

Only the self rightous, IGNORANT folks in the world still actually believe gay folks are the root cause (and continued cause) of hiv/aids....and sadly, as is evidenced by many previous posts here, there are plenty of IGNORANT folks still spewing hate, wrapping it up in The bible tells me so.....The bible, for all you ignorant folks, also says....hate the sin, not the sinner as well as do not judge, lest you yourself be judged. That would work great if we didn''''t allow people in or out of the country like Cuba. If you read up on the beginning of the AIDs epidemic, where it mainly started in San Fran, there was one guy in the late 70s who was infected and went to New York to party. ONE guy spread AIDs from West to East coast. Crazy.

60 Minutes also did a show on this G`ay airline pilot who infected over 130 people and still refused to have protected s`ex after the show aired, claimed he would not change his life style! Being an airline pilot allowed him to infect people all over! I don`t know what happened to the guy but someone like that should have been locked up in prison and the key should have been thrown away! This was a while ago, I`m sure nothing like that would be tolerated now, I think he was Canadian. It`s been reported that many people with HIV/AIDS are so angry that they have it, they intentionally have unprotected s`ex with the sole purpose on infecting as many others as they can, there are a lot of sick puppies out there!

Don''t you religious zealots know the actual reason that HIV spreads faster in the gay community? It has nothing to do with being unholy or abominable. It''s not because they''re doing "weird" and unimaginable things behind closed doors. (Ok, some people might be doing unimaginable things behind closed doors but the same applies for some heterosexual couples too.) It''s a simple biological fact. The skin around the "back end" is much more delicate and prone to minute "tears" than around the vaginal area. This leaves more opportunity for virus transmission...end of story. No holy punishments, no wrath of god, nothing of that sort. Stop thumping your bibles so hard and read a science book or two.

Having s * x is a choice whether one prefers someone of the opposite gender or same gender. It isn''t necessary to live like s 8 x u a l i t y is a compulsion over which there is no control. Information about safe s * X, condoms, saying, "No," and birth control when you aren''t sure of your potential partner''s status regarding STD''s are all options open to everyone. I know it isn''t "politically correct," to extoll a virtuous lifestyle, but just think of all the problems this society and every society on earth wouldn''t have if the majority of people would just choose to confine their s * x u a l activities to one committed partner. It just makes responsible sense no matter what religion, no religion, or gender choice.
