(CBS/AP)  Two suicide bombers blew themselves up in a crowd of army recruits Tuesday in a former al Qaeda in Iraq stronghold northeast of Baghdad, killing at least 28 people, Iraqi police said.

The blast at the Saad military camp in Baqouba, 35 miles from Baghdad, also wounded at least 47 recruits, a police official said. He spoke on condition of anonymity because he was not authorized to speak to the media.

The U.S. military confirmed the attack, saying it occurred around 8 a.m.

Diyala province around Baqouba has been one of the few remaining violent areas in Iraq after offensives against extremists in the south, Baghdad's Sadr City and Mosul in the north.

Iraqi military officials said this week that they plan an offensive in the region soon to rein in remaining militants. U.S. military officials have said they will support that effort, which they called an enhancement of existing patrols and actions there.

On June 22, a female suicide bomber concealing explosives beneath her black robe struck outside a government complex in Baqouba, capital of Diyala province. At least 15 people were killed and more than 40 were wounded.

A car bomb across the street from the same compound killed at least 40 people in April.

Tuesday's attack on the recruits came on the heels of a graduation ceremony for some 650 cadets from four Iraqi military academies in Baghdad - an occasion that underlined what U.S. officials say is the growing self-sufficiency of Iraqi forces.

The Monday ceremony was attended by Gen. David Petraeus, the top American commander in Iraq. Petraeus told the cadets that Iraq needs less help from the U.S. military but promised that the United States remains ready to assist when needed.

A total of 4,800 Iraqis have graduated from the academies over the past three years.

In other developments:

  • A German court has convicted three Iraqi men of plotting to kill Iraq's then-Prime Minister Ayad Allawi during a visit to Germany in 2004. The Stuttgart state court convicted Ata Abdoulaziz Rashid, Mazen Ali Hussein and Rafik Mohamad Yousef on Tuesday of attempted participation in murder and of membership in the terrorist organization Ansar al-Islam, a radical Islamic group linked to al Qaeda. The men were given prison sentences ranging from 7½ to 10 years at the end of a trial that began in June 2006.

  • Police in Baghdad said assailants in a speeding car threw a grenade at traffic police on Monday, killing three people and wounding 13.

  • Gunmen in Baghdad also killed two members of a Sunni force allied with U.S. troops, police said.

  • The U.S. military said a Marine based in the western province of Anbar died Sunday in a "non-combat related incident." A statement said the incident was under investigation, and the name of the Marine was withheld pending notification of his family.

    Maybe the enemy is not as convinced of the great gains from the "surge"-the main result is the surge in taxes the middle class will pay for it.For the future of the old US middle class,"death by 1000 cuts".

    Democrats have gotten the U.S. into nearly every war the U.S. was ever involved in. Dont believe me. Check your history books!

    And by the way, Chevron and Exxon are not even one of the top 12 oil companies by profits! It might make you feel better to know that most of ALL money spent on oil goes to national oil companies such as Saudi Aramco and not the US companies! The more foreign oil the U.S. buys, the more U.S. wealth is transferred to raghead land. Does THAT make you feel better?

    So about that surge...
    From the start, the military "brass" said we were under staffed and un prepared to wage a ground war in Iraq. We simply didn''t have the boots to put on the ground. How many youngsters gave their lives in Iraq because they had no armor. How many youngsters gave their lives because they didn''t have night goggles and other equiptment...
    When the armor and other necessities became available, the Bush administration called it a surge. In a word,the soldiers AND the American public were duped by Bush. He didn''t have a clue. He dove into this war with "shock and awe", but it soon became schucks and ohs. Before we hung Saddam Hussein, he said, "the americans have no stomach for a ground war"... (Quick hang him before he says it again.)
    Our leaders fed us bull snot and we bought it. Our grandkids will someday pay the bill for the war. Our children are giving ALL they can for it now.
    Bush went into this war like Hillary went into her election. Throw everything you got, it will be over by Tuesday ...They did, they failed, now they want us to "pay the band". Well dang it, no one I know was dancin''! Pay it your own dang self-you started it!
    I''m a custom home builder. I put, half a days pay, into my gas tank on the way to work Yesterday AND half a days pay in it on the way home today. Do the math anyway you please. Two days work-one days pay. I''m sooo glad we AREN''T in a recession.

    Bin Laden''s body count continues. Twenty-eight People dead and two Al Qada Members commit suicide. Who knows how many Al Qada were fooled or forced to obey Bin Laden''s orders? Osama''s thirst for blood is extreme and heinous. There is no question he should be put on trial for genocide, propaganda, and sexual assaults.

    zoe2006 - How can you say such a completely ignorant thing? There is no egress for Maliki, he is already home. Unless you are insinuating that he and all the pro American Iraqis should flee Iraq and be refugees.
    But the world knows that is never going to happen, unless Iran succeeds in undermining the Iraqi government and terrorizes its people.

    The ONLY chance these Bush-apologists have of winning this election is the continual use of these fear tactics and/or pure racial smear tactics to distract the voters from the REAL Issue we face this year.

    All democrats need do is remind everyone of the catastrophic results of the past 8 years, and the fact that McCain has made it abundantly clear that he will stay the course.

    Or as Reagan so effectively put it: Are we better off now than we were 8 years ago?

    McShame you seem to think that these are things that the neocons did not want to happen. They have accomplished their larger mission of moving the world closer to the New World Order that daddy Bush preached about. A world run by defense contractors, oil sheiks, and political hacks orchestrated by the world''s great industrialists, formerly known as the military industrial complex.

    They want instability to continue to drive the oil crisis and phony oil shortage. This gives them all the leverage they need to frighten, intimidate and otherwise run roughshod over us all. Just run a search on New World Order, there''s plenty of info, they aren''t ashamed McShame!
