The Supreme Court ruled that the death penalty is "cruel and unusual punishment" for rapists, including child rapists. Some disappointed prosecutors disputed the ruling. Wyatt Andrews reports.

(CBS/AP)  Hundreds of people have been arrested and 21 children rescued in what the FBI is calling a five-day roundup of networks of pimps who force children into prostitution.

The Justice Department says it targeted 16 cities as part of its "Operation Cross Country" that caps off five years of similar stings nationwide.

Many of the children forced into prostitution are either runaways or what authorities call "thrown-aways" - kids whose families have shunned them. Officials say they are preyed upon by organized networks of pimps who lure them in with shelter or drugs, then often beat, starve or otherwise abuse them until the children agree to work the streets.

"We together have no higher calling than to protect our children and to safeguard their innocence," FBI Director Robert Mueller said Wednesday. "Yet the sex trafficking of children remains one of the most violent and unforgivable crimes in this country."

In all, authorities arrested 345 people - including 290 adult prostitutes - during the operation that ended this week. Since 2003, 308 pimps and hookers have been convicted in state and federal courts of forcing youngsters into prostitution, and 433 child victims have been rescued, Mueller said.

The cities targeted in this week's sting are: Atlanta; Boston; Dallas; Detroit; Houston; Las Vegas; Los Angeles; Miami; Montgomery County, Md.; Oakland, Calif.; Phoenix; Reno, Nev.; Sacramento, Calif.; Tampa; Toledo, Ohio and Washington.

The problem of child prostitution has taken on a new urgency in recent years with the growth of online networks where pimps advertise the youngsters to clients. The FBI generally investigates child prostitution cases that cross state lines.

The cases aren't easy to convict.

These kids are victims. This is 21st century slavery... They lack the ability to walk away.

Ernie Allen, National Center for Missing and Exploited Children
In April 2006, for example, charges against a Nevada man resulted in a hung jury after his 14-year-old victim refused to testify against him. Months later, however, a second jury found Juan Rico Doss of Reno, Nev., guilty of forcing two girls - ages 14 and 16 - to sell sex in Los Angeles, Sacramento, San Francisco and Oakland.

A University of Pennsylvania study estimates nearly 300,000 children in the United States are at risk of being sexually exploited for commercial uses - "most of them runaways or thrown-aways," said Ernie Allen, president of the National Center for Missing and Exploited Children.

"These kids are victims. This is 21st century slavery," Allen said. "They lack the ability to walk away."

Meanwhile, the Supreme Court declared Wednesday that executions are too severe a punishment for child rape, despite the "years of long anguish" for victims, in a ruling that restricts the death penalty to murder and crimes against the state.

The court's 5-4 decision struck down a Louisiana law that allows capital punishment for people convicted of raping children under 12. It spares the only people in the U.S. under sentence of death for that crime - two Louisiana men convicted of raping girls 5 and 8.

290 adults arrested,
They are in all probability already back on the street. Forcing new found children into prostitution, They are laughing at the legal system. If prosecuted, they are back on the street in a year or so. After the Supreme Court of idiots ruling yesterday. What do they have to fear? The United States can''t/won''t create laws to protect its children from molesters, rapist, and forced prostitution.

HOW TRUELY PATHEDIC!!!!

They will keep focusing on kidnappings eg the "Amber Alert" signs on freeways, and child prostitution as part of their psychological operation to justify and implement complete control via microchips and tattoos. The tech is already developed in Belgium (chip tracking) and by IBM (tattoo system to buy and sell and track and absolutely control.)

There is NO RAPTURE before the mark comes. Read Revelation... Jesus tells US the church, to persevere! We must NOT take the mark.

Glad to see action taken for the children involved.

However, I notice there were only a small percentage of the total number of girls were underage...21 out of 290. Less than 10%. Essentially this was a federally-led adult prostitution bust. I doubt any of the adults were actually forced.

They continue to purposefully and erroneously blur the lines between consenual adult prostitution and child prostitution. It is not the same. NO child should be in it, but if an adult woman is doing it willingly, I dont see it as the govt''s business.

In my city about a year ago, the FBI raided some places and leaked to the press that one underage girl was involved. Made a big media splash. Later, they corrected it in a small footnote on the back page that no one saw. All were adults.

MCVet- said: "Why wont Obamas campaign return campaign donations from rap musicians that profit from celebrating the denigration and subjugation of women? "
I don''t listen to Jay-Z, but even I can tell that he''s being sarcastic, and not so subtley cajolling his intended audience into letting go of the ''n*gga sh*t'' they too often try to identify with.

I don''t know what I thought of Obama''s musical choices before this. But, I''m pretty impressed (yet another reason to vote for him... sigh!).

(BTW, I happen to be listening to Brad Paisley''s ''Online'' right now, but I don''t think he''s actually identifying with 30-somethings who live at home with their ma''s and lie about their online persona''s, but I could be wrong)

Nelson is a Brit poster who hates Americans and likes to post here to stir the pot. He hates southerners and claims that the military molests kids in Iraq (always of course, without any evidence whatsoever to back up his specious allegations). It''s just best to ignore this troll--he adds nothing to the dialogue.

I''m classified as a ''liberal'' (a hated term to many that post here), but I think this guy is as about as revolting as they come.

You wonder how many priests were involved?
I guess you mean because there may be a significant number of homosexuals among them - they may join the priesthood for easier access to youth, just as they may try through boy scouts.

To equate homosexuals and pedophiles is an absurd twist of logic.

Yes, it seems that many of the abuser priests victimized boys. In your mind, you equate their pedophilia with homosexuality--the myth that ALL gay men want to have $ex with kids.

So what can you say to the fact that most children who are sexually abused are young girls victimized by men? Does that make ALL straight men child abusers? Of course not!

Pedophiles are a minority group among both straight AND gay men and it''s spread pretty equally across both groups.

Having said that, I agree that pedophiles (both gay AND straight) definitely try to gain access to large populations of children.

But this article is about child prostitution--and since most child prostitutes are female and most johns are male, what conclusion can we draw from that?

..given that about a tenth of one percent of all the priests in the United States were alledgedly involved in the alledged molestations, these gratuitous comments are just the rantings of sickos.

More numbers in the government and corporations I bet. Too bad, CIA and FBI can''t start with themselves than the White House, U.S. Supreme Court, Local law enforcement. But OH No, not them ... they host themselves to saints.
