(AP)  Venezuelan President Hugo Chavez threatened Thursday to punish European countries that apply strict new rules for deporting illegal immigrants by denying them oil and blocking their investments.

The EU Parliament passed new guidelines Wednesday under which illegal migrants can be held in special detention centers - not jails - for up to 18 months before being expelled.

Chavez said in a televised speech that the measure shows "signs of fascism," and that countries would have to "build concentration camps" to hold millions of immigrants.

"Our oil shouldn't go to those countries" that adopt the policy, he said.

Venezuela sells most of its oil to the United States despite political tensions between the two nations, but is only a minor supplier to Europe. Some European companies operate in Venezuela, including France's Total and Norway's Statoil.

Chavez added that "if some European country starts to apply this and jails Colombians, Paraguayans, Bolivians, Ecuadoreans, then we're going to make our own list of companies from that country that have investments in Venezuela.

"We aren't going to take anyone prisoner, but the company would have to take its investments back there."

The socialist president noted that Venezuela has good relations with many European countries, such as France, and said it has "turned the page" with Spain after a flap over its king telling Chavez to shut up at a summit last year.

But if Europe pursues this course on immigration, he said, "why have more summits with the European Union?"

I understand perfectly well where Chavez is coming from. For decades, at least since the end of WW2, Latin America has opened its doors to millions of immigrants from Europe without making a big deal about it.
Even today an American can easily overstay his visa in any Latin country and the matter is resolved with an apology and perhaps a fine. But that American will be allowed to return, he won''t be punished by excluding him from any country for 5, 10 or 100 years like it''s done in the US.
Latin America is more relaxed about this question than its Western counterparts.

If Chavez and his Socialist brothers are so good for the people, why would any person want to leave their country and try to sneak into a different one? or is there the chance that westernized countries have something that Venezuala and others lack. If Europe were to start jailing Colombians, Paraguayans, Bolivians, Ecuadoreans then just maybe they deserved being jailed

South America has rich reserves of off shore oil. Not only Caracas, but all the Governments need revenue. Replacing rain forest is an expensive project. Equipment, tools, seedlings, and labor must be budgeted. The Native People require natural environment. South Americans prefer lush beauty. American Oil Companies negotiate fairly for drilling leases. The money will restore amazonian splendor.

If Chavez meant what he said, he would invite these people to his country. The way he is squeezing the rest of the world especially poor countries, Chavez reminds me of the great robber barons of the late 19th century.
