(AP)  Increasing numbers of U.S. troops have left the military with damaged bodies and minds, an ever-larger pool of disabled veterans that will cost the country billions of dollars for decades to come - even as the total population of America's veterans shrinks.

Despite the decline in the total number of veterans - as soldiers from World War II and Korea die - the government expects to be spending $59 billion a year to compensate injured warriors in 25 years, up from today's $29 billion, according to internal documents obtained by The Associated Press. And the Veterans Affairs Department concedes the bill could be much higher.

Why?

Worse wounds. More disabilities. More vets aware of the benefits and quicker to file for them.

Also, ironically, advanced medical care. Troops come home with devastating injuries that might well have killed them in earlier wars.

Time is also a factor when it comes to disability compensation costs. Payments tend to go up as veterans age, and an increasing number of soldiers from the Vietnam War will be getting bigger payments as they get older and are less able to work around their disabilities.

The number of disabled veterans has jumped by 25 percent since 2001 - to 2.9 million - and the cause really is no mystery.

"This is a cost of war," says Steve Smithson, a deputy director at the American Legion. "We're still producing veterans. We've been in a war in Iraq for five years now, and the war on terror since 9/11."

VA and Census Bureau figures show the previous six-year period, before hostilities in Afghanistan and Iraq, saw a more modest increase of 4 percent in the number of disabled vets. Veterans can make claims for disability benefits long after their military service has ended.

Today's veterans - disabled or not - number nearly 24 million. That population is projected by the VA to fall under 15 million by 2033, mostly because of dying World War II and Korean War vets. But costs are expected to rise.

Inflation accounts for a big chunk of the increase. But even when the VA factors out inflation, the compensation for disabled veterans would still grow from $29 billion to $33 billion in today's dollars - a more than 10 percent increase. And the department acknowledges the estimate could rise by 30 percent.

VA officials were not eager to talk about reasons for the increases. They declined several requests for interviews. In a written response to a handful of questions, the agency noted a few factors at play in the rising costs, such as the aging veterans population, an increase in the number of disabilities claimed and the severity of injuries sustained.

Outside experts provided more insight.

The American Legion's Smithson says the Iraq and Afghanistan wars are resulting in more severe injuries - amputations and traumatic burns - the kind of injuries that troops in Vietnam and earlier wars would not have survived.

Smithson says today's veterans also are filing claims for more disabilities.

"People are more aware of the benefits they are able to file for (because of) better outreach," Smithson said. "It's not like the WWII generation and Korean war generation where they weren't aware of what they could file for, and they were also reluctant to file if they didn't think they needed it."

Iraq veteran Christopher Bain filed for about 10 disabilities after his tour in 2004. Bain came under mortar fire outside Baghdad and was hit several times. He successfully fought doctors who wanted to amputate his left arm. But 10 operations later, he still needs help getting dressed each day. An electrical stimulator implanted in his upper buttocks helps dull the pain from his injuries.

"It's hard, you go through certain periods of remorse," said Bain. "I am never going to be the man I once was."

Bain suffers from tinnitus, post-traumatic stress disorder and serious injuries to his arms. He receives a check each month for $2,618 that helps the former Army staff sergeant pay the mortgage, food and clothing costs for his family of five in Williamsport, Pennsylvania.

Bain is one of about 755,000 veterans of the Iraq and Afghanistan wars. Of that group, the VA says more than 181,000 are collecting disability benefits.

I feel sorry for those coming back from Iraq who are wounded. I retired from the AF in 1999. I was given 60% disability rating when I got out. The funny thing is the government seems to forgot I have served for 20 years. If I want to use my medical benifits, I must travel over 100 miles one way. The reason, no doctors around my area take TRICARE - the governent does not pay enough to cover medical costs. When I go to WrightPat AFB for care, the staff and Doctors tell me I should think about getting a Primary Care Doctor closer to were I live. I need about $25,000 of dental work done. WP AFB won''t take care of me and the retired dental plan I could get only covers 50% of costs after 1 year of paying premiums and then only covers $1500 a year in costs.
My thoughts on a national health care plan. It while never work because the governent cannot take care of those who served so how can they take care of the citizens who live in this country. Maybe they should outsource medical care to China or India.

Can war be such a great instrument where one man can start, while other men have to finish. The cost of the war is shared by all, although, the burden rest upon those left to fight, and those left wounded by it. This unfortunate situation, driven by misguided intentions - has brought upon the American people a great cost to bear. As a nation of fair minded citizens, we have but only one right course to follow. We must put aside our discontent for this irrational war, and care for our wounded. We can not, responsibly neglect to fulfil our obligations, no matter how great the cost. We will have to pay the penalty for our negligence and short sightlessness, since we have failed to undertake, and understand, by all means - the cost of war. Thus not our fellow American''s have a greater pain of abandonment, than that pain suffered in combat. Such a sad affair has mobilized our nation in peace and war. Again our wounds have blistered, and our pride is left open to infection. Should war corrupt this man, his wounds become our responsibility. We had the strength to commit our troops as combatants, now we will find our strength in compassion.

is this number coming from the two yo-yos that were just testifying to the congressional committee about suicides? the same ones that said 700 or so suicides a year ... when the number was really 10 times that.

the real figure can''t be estimated ... since they''re denying the scale of the psychological cost to these soldiers that are being abused by the republican ''deferment club'' that are defining the policies that send them on endless extended tours ... shorter inter-tour terms ... and prevent them from leaving w/ stop loss shenanigans.

Americans are tired of being over Taxed, but there should be a separate and independent Tax and Fund set aside exclusively for Veterans, Disabled Veterans, the Veterans Administration, Veterans Nursing Homes and Hospitals, this exclusive fund could also address Veterans homelessness, education cost and funerals. Every American should share the burden of this exclusive tax through retail and payroll. It''s the least we as Americans can do for the nations Veterans for without them America would cease to exist! Removing Veterans expenses from the national budget would also remove an enormous expense and provide a much needed boost to the dollar!

Ya, the number of disabled veterans is rising due to an immoral, unjust, and failed war that George W. Bush instigated. So, add their care to the cost of the war in Iraq. Therefore, it''s more expensive than the govt is telling us. Not only has George W. ruined America''s reputation, and the economy, but he has ruined the lives of many of our service men and women as well as their familes. Shame, shame, G.W.

The cost to our government (us taxpayers) will be NOTHING compared to the costs (physical, mental, and financial) that our wounded soldiers will have to live with...

You know what? It appears as though the VA more or less keeps everything about disability a big secret. I found out about it by word of mouth %u2013 from a disabled veteran.

When I applied for disability benefits, it was 30 years after my service%u2013connected injuries. Then, it took an additional several years of providing justification for each service related disability.

I have eleven conditions that are service%u2013connected disability issues. All of these issues existed at the conclusion of my military service in 1966, yet I did not know that I could file a claim for disability until 1996. Finally, after fighting the VA every step of the way, in 2005 the VA awarded me 100% disability status.

Although I am very grateful to receive the VA disability payment, I would much rather not have the daily pain and discomfort residuals of the injuries I received, or the PTSD (Posttraumatic Stress Disorder) nightmares and difficulty sleeping, that I experience every night.

Every veteran I meet, I ask them if they were sick or injured during their military service, so I can mention the claim process; and, how to get help filing a claim with the VA.

The Bush Administration is the most unfriendly toward veterans ever in the history of the U.S.

The oil companies should be the ones paying the bill for these morons that went to iraq. They weren''t fighting for our freedom or any threat from Saddam, but rather for the gasoline they were stealing and fake contracts that the american taxpayer got ripped off with by their government. All the oil companies have had huge profits since this war started, why not use their profit to buy the vets some wheel chairs and pay for their skiing vacations in Colorado.

Money is no issue when it comes to treating our wounded veterans. They deserve whatever it takes to make them comfortable and take care of their families. No, they did not ask for this war but they were brave enough to volunteer so that American lives at home would be protected. This is not about Democrats, Republicans, Bush or whether or not the war is right or wrong...it is about respect for American soldiers.

In this statement I read that the oil companies should pay for the ones that Went to Iraq. The cowards in this administration and in congress did not go to Iraq they sent soldiers. That is why I Asked if he ment the soldiers then made a comment. If he ment the administration then I would agree with him but if he ment the soldiers I take exception. No matter what I will stand up for the soldiers as many other vets will. I will spit on this administration and also on members of congress. If I offend you then I am sorry but that is the way it is for me.

I have one heartfelt prayer for our disabled vets:

God protect them from another moment in time where the Republicans control our Presidency and, worse, our Congress, lest they be instantaneously transformed from honorable veterans who suffered greatly in the pursuit of the goals of America''s political leaders into "entitlement spending".
