Warning signs, state-by-state child services information and a history of child welfare reforms.

(AP)  A second body was recovered Sunday in the search for four children allegedly thrown from a coastal bridge by their Vietnamese father, the sheriff said.

The body was found by a search team near where a duck hunter found the body of an infant about five miles west of the bridge in a marshy area on Saturday, said Mobile County sheriff's Sgt. Jerry Taylor.

The search for the children - ranging in age from a few months to 3 years - began Tuesday near the mouth of Mobile Bay after prosecutors said the father, Lam Luong, confessed.

Luong, who came to the U.S. from Vietnam in 1984 and until recently had been living in Hinesville, Georgia, had a crack cocaine possession charge pending in Hinesville.

The children's mother, 23-year-old Kieu Phan, had gone with Luong to report them missing Monday evening.

"The inevitable nightmare we have feared has now been confirmed," Mobile County Sheriff Sam Cochran said Saturday. "We believe, certainly now, that the father of these children threw these children off the Dauphin Island bridge."

Cochran said searchers using sonar technology saw images Friday that they believed were three bodies, but the currents were so strong the divers were unable to get to the location.

Divers re-entered the water Saturday and worked until darkness forced them out of the water without finding the other three bodies. Authorities expanded the search zone westward toward Pascagoula, Mississippi, believing that the strong currents may have moved the bodies in that direction. The search resumed Sunday morning.

Luong, 37, a shrimp boat worker who lives in Irvington, was being held without bond on four counts of capital murder. If convicted, he could be sentenced to death or life in prison without parole.

District Attorney John Tyson Jr. said Luong had confessed to throwing Ryan Phan, 3, Hannah Luong, 2, Lindsey Luong, 1, and Danny Luong, 4 months, off the three-mile-long bridge after an argument with his wife.

Luong later recanted, claiming two Asian women took the children and never returned them. But a witness saw Luong on the 80-foot-tall two-lane bridge with the children, and another saw him leave the area without the children, Cochran said Friday.

Luong's appointed attorney, Joe Kulakowski, met with Luong on Saturday and did not immediately return a phone message for comment.

You never hear about some evil criminal with a mile long rapsheet getting shot to death because he was a victim of someone going nuts. Its always innocents and mostly women and children.

Apparently,, you have forgotten about Joe Horton, down in Pasadena Tx.

He shot and killed two burglars, who had rap sheets a mile long!

I believe strongly in fair trials and not some hyped up prosecutor trying to convict anybody they can to make a name for themselves, but in cases like that that are Truly open-and shut, they need to make a new law that provides quick convictions, Zero appeals, hard and psychotic torture and eventual execution.
What better deterrant to murdering children in this country than that?
People in this country think that there is so little consequence to killing that they just dont care about taking people''s lives, especially innocent ones.

There is no punishment to fit this crime but like my daddy says they should make huge poster size photes of each and put them either on the ceiling of his cell or the wall just outside of his cell so that he has to see these everyday for the rest of his miserable life. My daddy said he will make those posters for free.

"Children should not know fear, or death, or suffering, for it is not their lot to know. Theirs is a time for joy, and wonder, and a time of great discovery. Let them never despair, or hurt, or want. This should be our highest calling, and our most sincere dedication."

Why ship him to another country? American citizens were murdered and if he is the guilty party, then he needs American justice. I am sure Alabama would be glad to execute the killer of these children.

It is cases like this that make me reconsider my opposition to the death penalty. Reading about this, I almost want to volunteer to do the deed myself.

i dunno

I feel for your situation. Having worked in child protective services in the past, I can tell you, the laws protecting the parents rights are far greater if there isn''t some kind of substantiated proof otherwise. Perhaps you can suggest taking your grandson for a few weeks, "to give Mom a break" and try and see if you can''t get him to a doctor? Try bonding with him to gain his trust enough that he can be persuaded to speak about his experiences. Don''t rely on the State completely. YOU are his grandparent. Show that your daughter is a bad mother and get custody and THEN get him help! You have options!
