(CBS)  Rudy Giuliani's campaign is once again fending off new questions about an old affair.

According to Politico.com, in 2000 - as Giuliani was beginning the not-so-secret extramarital marital relationship with Judith Nathan, the woman who eventually became his third wife - he billed obscure city agencies thousands of dollars in expenses for his police security detail in the Hamptons off Long Island, where Nathan was living.

For example, in one instance, $34,000 worth of travel expenses were placed in the budget for the New York City Loft Board.

"These were records that the city comptroller tried to get in the past, but the mayor's office said they couldn't be released because of security," Politico.com's Mike Allen told CBS News correspondent Byron Pitts.

Giuliani's campaign had this response, calling the story a non-issue.

"This is common practice," the campaign said in a statement. "The NYPD is responsible for providing security for the mayor of New York around the clock."

"It’s clearly the responsibility of the NYPD to provide the mayor’s security around the clock and that’s what they did,” Giuliani spokesperson Maria Comella told CBS News.

But the question isn't about his security detail. It's about how the expenses were billed.

"It's coming out at the worst possible time for Rudy Giuliani, just as voters in Iowa and New Hampshire are beginning to make up their minds finally," said University of Virginia political science professor Larry Sabato. "It reinforces his biggest problem, which is not just his liberal positions on social issues, but also the fact that he's had a very messy private life."

Giuliani was asked about the story at Wednesday night's Republican debate.

"First of all it's not true," he said. "I had 24-hour security for the 8 years I was mayor. They followed me everyplace I went. It was because there were threats, threats I don't generally talk about. Some of them have become public recently, most of them haven't. And they took care of me and they put in their records and they handled them the way they handled them. I had nothing to do with the way they handled their records. And they were handled, as far as I know, perfectly appropriately."

Rudy is a flake and here comes a wave of proof,by Rudy,not covering his tracks.He is disgusting,who convinced everyone,that he cleaned up NY, he shipped the punks to your city,and when they showed up we seen why,all low life, leeches on society.The press is controlled by the GOP,so, when Bill does a little it is big news, when Geo and shotgun do,it goes away like Halliburton.

Government agencies DO NOT borrow from each other to expedite payments for anything. They pay their bills when they get *** good and ready. The idea that the Mayor''s office or police department had to do this is ludicrous! Pull the other leg why don''t ya?

These people have lied so much they don''t even bother to make up something that makes sense anymore because the republicans will believe whatever they throw out there.

Here we have a case where Rudy set up liaisons on government dollars and in the terrorist response center he decided should be put within walking distance of City Hall at the World Trade Center (wink wink)!

But, Rudy is talking about even lower corporate taxes, mainstream media is controlled by corporations, hence you will see little press on this topic.

We certainly know now who is controlling the media I hope some big shot on the news gets fired and then we will know what the heck is going on with this media that only report news that the local news can take care of.

Since Clinton left office we''ve had to suffer through 7 horrendous years of Bush, Bush''s failures, lies, deceptions, bush''s bankrupting the federal reserves and taxpayer accounts, destruction of our military personnel and now you DARE -- DARE to raise clinton to find some way to justify Rudy cooking the books of the Office of Mayor of NYC???

Yes, the police provide security. BUT -- BUT -- and here''s where you goofed -- it was the Mayor''s budget and only the Mayor''s office could have the authority to tell the Mayor''s Office Management responsible for accounting to move the expenses to those agencies.

Isn''t is amazing how little press this is receiving compared to the Jennifer Flowers disclosures back in 1992 involving Bill Clinton?

That was headline news the day it broke. Even though the story came out through the National Enquirer and while Ms. Flowers certainly had an affair with Mr. Clinton she also named dates and hotels where they supposedly met where the hotel she named did NOT even exist on that date - so at a minimum her claims were exaggerated (probably for the $100,000 check from the National Enquirer).

Here we have a case where Rudy set up liaisons on government dollars and in the terrorist response center he decided should be put within walking distance of City Hall at the World Trade Center (wink wink)!

But, Rudy is talking about even lower corporate taxes, mainstream media is controlled by corporations, hence you will see little press on this topic.

Questions are being raised over Republican presidential candidate Rudy Giuliani''s policy on terrorism, after a report revealed he has strong ties to two foreign investment consortia working to own or lease U.S. toll roads, including the Trans-Texas Corridor 35, which is identified as part of the I-35 "NAFTA Superhighway."

Although he opposed NAFTA in 1993, Giuliani recently declined to call for building a fence on the United States border with Mexico, and he has supported a guest-worker program.

Columnist Michelle Malkin also has documented that while mayor of New York City, Giuliani kept the municipality a sanctuary city for illegal aliens, adhering to a policy first established by Mayor Ed Koch in 1989.

Now comes a new report about Giuliani''s involvement with public-private-partnership projects that include NAFTA Superhighway funding and his open borders record on immigration questions, all of which could undermine his otherwise tough policy on terrorism that has resulted from the 9/11 role Giuliani played in managing New York City''s response to the attacks on the World Trade Center.
