September 11th made this combative New Yorker "America's Mayor." Will he also be America's president?

(CBS)  Rudy Giuliani's campaign is once again fending off new questions about an old affair.

According to Politico.com, in 2000 - as Giuliani was beginning the not-so-secret extramarital marital relationship with Judith Nathan, the woman who eventually became his third wife - he billed obscure city agencies thousands of dollars in expenses for his police security detail in the Hamptons off Long Island, where Nathan was living.

For example, in one instance, $34,000 worth of travel expenses were placed in the budget for the New York City Loft Board.

"These were records that the city comptroller tried to get in the past, but the mayor's office said they couldn't be released because of security," Politico.com's Mike Allen told CBS News correspondent Byron Pitts.

Giuliani's campaign had this response, calling the story a non-issue.

"This is common practice," the campaign said in a statement. "The NYPD is responsible for providing security for the mayor of New York around the clock."

"It’s clearly the responsibility of the NYPD to provide the mayor’s security around the clock and that’s what they did,” Giuliani spokesperson Maria Comella told CBS News.

But the question isn't about his security detail. It's about how the expenses were billed.

"It's coming out at the worst possible time for Rudy Giuliani, just as voters in Iowa and New Hampshire are beginning to make up their minds finally," said University of Virginia political science professor Larry Sabato. "It reinforces his biggest problem, which is not just his liberal positions on social issues, but also the fact that he's had a very messy private life."

Giuliani was asked about the story at Wednesday night's Republican debate.

"First of all it's not true," he said. "I had 24-hour security for the 8 years I was mayor. They followed me everyplace I went. It was because there were threats, threats I don't generally talk about. Some of them have become public recently, most of them haven't. And they took care of me and they put in their records and they handled them the way they handled them. I had nothing to do with the way they handled their records. And they were handled, as far as I know, perfectly appropriately."

LOL. Well, the Evangelicals won''t care anyway. Just as long as they don''t have to vote for Hillary, that would vote for Satan.

Yawn -- what is this? The National Enquirer? Or, is CBS simply trying once again to appeal to the lowest common denominator? I guess this is the stuff elections are made of. Enjoy.

This is why Repugs hate social programs like SCHIP, those programs leave less money in the budget for that Republican self entitlement giveaways they have going for themselves, their donors, girlfriends and family members. The GOP is corrupt to the core, moral my patoot amoral is more like it, we need to throw them all out of office and they need to clean house themselves I am sick and tried of them pocketing our hard earned tax dollar for their illicit activities.

Yes, it''s true, tiddsanbeer, you''ll have to admit that if Giuliani wins the nomination but loses to a democrat over this, it will be poetic justice at it''s very best, now won''t you, you poor pathetic thing? While I personally have no problem with what Giuliani is accused of doing here, any party that went on the witch hunt that the republican party did after a sitting president surely deserves to lose an election for its blatant hypocrisy. I have no use for republicans and all their feigned shock and offense at what Clinton did. I''d rather have a president who has some s_x_ual indiscretions than one who sends poor farm kids off to die for the sole purpose of making his buddies more wealthy.

I''m sure Rudy had the taxpayers pay for his mistress shenanigans. Didn''t David Vitter deduct the escort service fees as business expenses?

The family values compassionate conservative anti-abortion christian republicans sure have a hard time keeping it zipped.

Yet the neocons and evangelical voters just keep putting them in office. I guess that''s what we have in common with the middle east: the religious fundamentalists are ruining our society.

But Rudy and Sen. Craig and David Vitter and Mark Foley don''t mind, do they?

So, I guess taxpayers get to pay, so that Guili could get a little p_uss_y. I don''''t see any of the "fair and balanced" crowd frothing at the mouth about this. At least Bill didn''''t leave the Oval Office.

lol too funny but also very true, like working through your lunch. Repugs could care less about Bills BJ, that%u2019s a RNC bot bite wedgie nothing more, the problem they really have, is that he was a GREAT President and Senator Clinton his spouse will be just as Great if not better during her next TWO Terms at the White House. Shouldn''t take her too long to take out the Tx Trash and get busy on the Peoples business.

OMG! Hahahahahahahahaha!

New York had to transport $34,000 worth of security so Rudy could have his extra marital affair! How quaint!

When it was Bill Clinton...you''d have thought there wasn''t a republican alive even having ***!

Once again, you REPUBLICANS can''t have it both ways!

Crucify this bustard for having *** and billing it to the City of New York!

How blind can some of you be?!? I am neither Democrat nor Republican, but my problem with Clinton (I cannot give him the respect of his previously held title), is that he lied under oath. The man has no honor. I would have respected him had he said, "Yes. I did it." I don''t give a rip who''s doin'' whom, Clinton''s having been proven to be a liar also proves him to be a fool.

Ill bet his excuse will be Bernie did it, and Bernie is then going to hire the convicted felon Lewis Libby fellow neo con attorney who also had secured the Rich pardon from Clinton, after he Libby obtains the rest of his pardon from Bush so he granted so he doesn%u2019t implicate the VP and Prez in the WMD Mushroom scandal which includes the outing of covert CIA Officer Plame, to secure for Bernie a pardon from Rudy if America was ever stupid enough to allow this man to be elected.

Too funny!

You can''t even get the republicans to get under oath, because they know they''re going to have to LIE! Because they don''t have a leg to stand on with a hair of honesty on it!

Talk about BLIND!!!

I think every person who voted for Mr. Bush should be required to post a public apology to not only this country, but the millions who''ve been harmed by this administration YOU voted for.

For Christ''s sake, Mr. Clinton had *** and lied about it. Mr. Bush has lied about EVERYTHING, and killed millions!!! And you people want to keep harping on Mr. Clinton??? Where are your BRAINS???!!!

This is another prime example of Rudy''s lack of ethics, moral and values - and will only make the fraidy-cat evangical republicans love Rudy even more.

The more interesting and scary story coming out about Rudy has to do with the business he built on terror and 9/11 -- seems Rudy has a client with too strong ties to terrorists - ties that RUdy has to have known about since two of his current employees were investigating this arab when they were working for FBI.

Rudy - if you like thugs then Rudy''s your guy!!

Us New Yorkers knew that the Rudy supporters were fools, that they weren''t too bright -- combine their stupidity with their fear and you got a Rudy Supporter!!

But today two stories are breaking out ---

1. Rudy used taxpayer funds to cover the cost of his security as he got laid by his piece on the side -- he charged it to government agencies that had nothing to do with his affair.

2. The list of clients he refuses to reveal apparently includes an arab sheik with very strong provable ties to islamic terrorists. And there''s no way he didn''t know this because two of the main FBI investigators now work for Rudy''s firm.

You''d have thought these fools would have learned from having backed America''s worst President in our history - George W. But no - apparently some people never do learn.

Seemed to be everybody in the country''s business when Mr. Clinton had an extra marital affair with some harpie! And OMG, he did it in the OVAL OFFICE, the purest of holy of holies!

Mr. Guiliani snuck off to the Hamptons and took $34,000 worth of cops with him, pro''bly to protect him against the mob bosses he''d tried to screw, and then charged it to the City of New York!

How cheap of Mr. Clinton! He should''ve taken them to the Riveria at least and hid in the White House food budget!

I don''t know what''s so surprising about this. Bush does the same. His mistress travels all over the world on the taxpayers money. The only difference is that Bush gave her the title of Secretary of State to justify the expenses.

The Great Emperor Bush II is somewhat proud that "9/11" Rudy has learned his lesson in politics pretty well, that is, "bury it were you think people won''t find it!". The Emperor reasons that every politician has his or her "thing" going on and that it''s the stupid ones who get caught at it.

To the Emperor, JFK knew how to hide his numerous "adventures" pretty well as did his brother RFK. Bill Clinton, however, the Emperor thinks was stupid because he got caught and even impeached for it. So, until a "smoking gun" is discovered about Mr. 9/11''s "adventures", the GOP has nothing to worry about; except there is this troublesome GOP platform about "family values"!

SIG HEIL, BUSH!!!

nyckate,,,, The Village Voice broke the story on Giulani ---- Here it is.

Three weeks after 9/11, when the roar of fighter jets still haunted the city''s skyline, the emir of gas-rich Qatar, Sheikh Hamad bin Khalifah al-Thani, toured Ground Zero. Although a member of the emir''s own royal family had harbored the man who would later be identified as the mastermind of the attack%u2014a man named Khalid Sheikh Muhammad, often referred to in intelligence circles by his initials, KSM

Waiting for a story here - it seems that a security detail followed Giuliani wherever he went, and that the security detail cost money. Looks more like an excuse to come out with an incendiary headline, without actually having a story to back it up.

So, does that sound like security expenses. He tried to bury the expenses. You know he is a crook, or he wouldn''t have been a big fan of Kerik. He knew Kerik was a crook, but that didn''t bother him at all. He lived in the mayor''s mansion on the bottom floor with his mistress, while his wife and kids lived upstairs. This guy is a scum bag. Has the morals of an alley cat, and is so far from being presidential material that it would be laughable if the Republicans didn''t have him in front. That isn''t laugable, it is scary. The Republicans have fallen into a cesspool. UGH.

Some of my g*ay friends here in Hollywood agreed that he is ripped, but he has a fatal flaw that makes him grotesquely ugly to them, he''s a republican. One of them told me that being a g*ay republican is sort of like being a black KKK member or a Jewish Nazi. While it''s technically possible, it just doesn''t make sense in the real world.........

True enough. Many of them it seems take their political leanings out of Nazism though. That and 1984. It used to be a truism in any debate that the first person to mention the Nazi''s or Hitler automatically lost. Thanks to Bush and esp Cheney, that''s no longer true.

Just as a side note to history about the concept of a Nazi Jew, the truth is that in the early days of Nazism many German Jews supported Hitler because of his virulent nationalism. Contrary to popular belief that Hitler''s biggest mistake was attacking Russia, the truth is that his fatal flaw was anti-Semitism. If he had included the German Jews in his plans rather then try to exterminate then the Nazis would have been nearly unstoppable.

Let''s see. Rudy billed NYC for trips taken to his his mistress while he was still married; he was not around much of the time post 9/11 because he was with her; he is opposed by his family; Kerik, a close personal friend and former protegee, is being indicted; the list goes on and on with more to come.

Guiliani will bring more scandal to the whitehouse and his past proves it. Mistresses and a police chief who is mob connected. I want a scandal free president. There is only one person who proves to be scandal free:

Mitt Romney

Huckabee had five campaign finance violations, stole property from the governor''s office and used campaign money to pay his babysitter. Thompson''s trophy wife is not first lady material.

Scandals detract from the business of government and prevent your from achieving your political goals. Haven''t both parties learned this yet? Romney has the best chance to focus on a conservative agenda free from scandal.
