(AP)  On the verge of a presidential election year, the California Republican Party is slashing funds for key operatives as the party struggles to overcome lackluster fundraising and lingering debt.

At the end of the year the state party will eliminate what is called its county executive director program, which distributed about $260,000 a year among about a dozen counties to assist with fundraising activities and grass-roots organizing.

Its finances are so shaky, the state party faced the choice of ending the funding or possibly laying off workers from its staff, according to one official.

In an era of multimillion-dollar presidential campaigns, the amount at issue is relatively small. Indeed, some larger local GOP committees, like San Diego and Orange counties, expect to have enough funds available from their own accounts to fill the gap.

But others will face cutbacks at a time when candidates are trying to attract voters in a political environment defined by an unpopular Republican president and the Iraq war. An Associated Press-Ipsos poll last week found roughly one of three adults approve of President Bush's performance, about the same as his all-time low.

The cuts are "really going to hurt the party statewide, there's no doubt about that," said Jack Duncan, whose job with the Kern County GOP is financed in part with the state dollars.

"A lot of people think volunteers will step in and take care of a lot of these issues. That's stretching it, I think," Duncan added. "Someone is going to have to ... take care of the fundraising activity and do all those kinds of things. For some of the counties, that's going to be pretty tough."

According to state records, the California GOP was $1.7 million in debt at the end of October, the most recent figures available. Its federal committee was nearly $430,000 in the red, records show.

An e-mail sent by regional vice chairman Jon Fleischman to other party officials, which was obtained by AP, pointed to a shortage of cash.

"I don't know how to sugarcoat this," Fleischman wrote in the e-mail. The party "is going through a very fiscally challenging period."

Warned by the party's chief operating officer that state GOP layoffs could follow if the county funding was continued, "I was forced to vote to end a program that I believe is a good one, simply because we are faced with a situation of limited resources," Fleischman wrote. He later predicted finances would improve.

Contacted by phone, Fleischman declined comment on the e-mail.

State Chairman Ron Nehring did not respond to a phone call or e-mail. A statement issued by the party stressed that the funding for the program was expected to end on Dec. 31.

It did not mention its board voted last week not to continue the county dollars after than time. The board also defeated a motion to extend the dollars until February.

Quote

I don't know how to sugarcoat this. [The party] is going through a very fiscally challenging period.

Regional vice chairman Jon Fleischman
"This program was started three years ago and it was intended to have the executive directors develop the county grass-roots program, fundraising activities and develop community ties," the statement said. "The county executive directors are employees of the county central committee, not the state party."

In August major donors agreed to pay off a $3 million debt by February for the California GOP, left over from the 2006 campaign.

Party members say fundraising has been dampened by, among other reasons, Bush's immigration plan, which many conservatives have called a giveaway to illegal workers.

Nehring has had a bumpy tenure, with problems ranging from weak finances to staffing.

Asked Friday if Republican Gov. Arnold Schwarzenegger had confidence in Nehring's leadership, spokeswoman Julie Soderlund did not answer directly.

"The governor has a good working relationship with Ron," she said in an e-mail.

WERE HAVING A TEA PARTY! YOU''RE INVITED
As we all know, freedom isn''t free in this country. Therefore, in the wake of our successful fundraising event of November 5th, in which we all came together to raise $4.2 million dollars for Ron Paul''s campaign, we''ve set yet another date for an even bigger fundraiser. This one will take place on December 16th: a very important date for people who love freedom and hate tyranny to ring the Liberty Bell, and let our sold-out, globalist, political ****** and their mainstream media enablers know that good Americans are mad as hell, and that we''re not going to take it anymore. December 16th is the 224th aniversary of The Boston Tea Party: an act of protest by the American colonists against the tyranny of Great Britain where the Sons of Liberty boarded British ships and dumped crates of tea overboard into Boston Harbor. It was a key event which helped to spark the American Revolution, and we hope this event will, likewise, add additional spark to our own 21st Century political revolution to restore peace, prosperity and freedom to our Republic by helping elect a President whose record of adherance to The Constitution is unmatched by anyone in American politics. Please join us this December 16th for the largest one-day political donation event in history. Our goal is to bring together 100,000 people to donate $100 each, creating a one day donation total of $10,000,000. The time to act is now. The time for Ron Paul is NOW! TeaParty07.com

GIULIANI GIVES AID TO AL QAEDA
How much exactly would it cost to get Rudy Giuliani to holster his overdone 9/11 sanctimony? The government for the tiny Persian Gulf nation of Qatar might have a good idea. Following earlier reports that Giuliani was still getting paid by a consulting firm he created, Giuliani Partners LLC, Mary Jacoby of the Wall Street Journal sheds light on some potentially problematic sources of Giuliani''s private income. Chief among them is Qatar, the U.S. ally that paid Giuliani Partners for "security advice" regarding their petroleum facilities. The article uncovers a "potential political pitfall" for Giuliani''s candidacy and image given Qatar''s spotty record in fighting Al Qaeda, and addresses aspects of the business arrangement that could dog Giuliani during his quest for the presidency. Specifically, the ostensible chief consumer of Giuliani''s security advice in this case would be Qatar''s Internal Security Ministry, currently headed by a known Al Qaeda associate. As reported earlier this year, Qatar Interior Minister Abdullah bin Khalid Al-Thani has long had ties to top Al Qaeda operatives including Osama Bin Laden, and is believed by many U.S. officials to have personally arranged the narrow escape of Al Qaeda big-wig Khalid Sheikh Mohammed from U.S. agents in 1996, thereby ensuring his freedom to mastermind the 9/11 attacks. Giuliani has refused to release specifics of the case, and to-date remains on the firm''s payroll.

RON PAUL WINS BIG IN NATIONAL POLL
The results of a nationwide telephone poll, announced by Zogby on November 19th, reveals that Americans want to vote for a candidate who protects liberty; who wants to shrink government; and who wants to immediately withdraw our troops from Iraq - positions of Congressman Ron Paul. As part of a blind-bio, spread poll, likely voters (from all parties) were provided with descriptions of four different Republican candidates and asked to choose who they would vote for based on each one''s resume and political platform. 33% of pollees chose Ron Paul, 19% chose Rudy Giuliani, 15% chose Mitt Romney and 13% chose Fred Thompson. The results clearly illustrate that the country is crying out for Ron Paul, which is why mainstream media has launched a public relations offensive to marginalize his accomplishments and suppress the Congressman''s name recognition. In a seperate question, over 49% of pollees said they would be more likely to vote for a candidate who would begin an immediate withdrawal from Iraq. In fact, Ron Paul won in every demographic of this poll including, but not limited to, religious voters, NASCAR fans, military families, African-Americans, etc..

GIULIANI MISUSING 9/11 LEGACY
Hundreds of FDNY Firefighters and family members of people who died during the 9/11 tragedy have formed a group known as 9/11 Firefighters and Families. The group intends to follow Guiliani around the country in an effort to inform the public that Rudolph Giuliani is not a hero. The head of the group, FDNY Fire Chief Jim Riches, recently told MSNBC, "We are going to follow him around and tell the true story of what happened on 9/11 because he seems to have declared himself ''Mr. 9/11'' and I disagree with him for many reasons. We want to let the public know that Rudy Giulliani is not ''Mr. 9/11''. He''s not a hero. He ran that day." When asked if he felt that his views reflect those of the majority of FDNY Firefighters, Riches said, "Well I can tell you. I''m an active Chief and I work in the fire house, and you''ll hear a four letter word after his name, and it''s not ''hero''... He failed us on many counts. We didn''t have radios that worked that day. We had no unified command. We had no inter-agency drills. We didn''t have OEM, which was incompotent and useless that day. We had self-evacuation requests, and people were being told to stay in place right up until the second tower fell... all of his commisioners in there were either incompotent or unqualified. He made a Fireman the Fire Commisioner, a Police Officer the Police Commissioner, and OEM Director who was a Fire Dispatcher, and they made decisions that day that were fatal." TheRealRudy.org

ONLY RON PAUL CAN BEAT CLINTON
Zogby''s Director of Communications Fritz Wenzel said on November 20 that Paul is the strongest of the GOP candidates to run against Clinton. "Among the larger universe of voters," which includes all parties, "yes, Paul would be a much stronger candidate than any of the other three [Romney, Giuliani, Thompson]," Wenzel said. Zogby recently announced that Paul was their winner in a nationwide blind-bio poll which included voters from all parties. "He is anti-war and the majority of Democrats are anti-war, he has some other ideas and policies and stances on issues more attractive to Democrats, particularly conservative Democrats," said Wenzel. "Even among Independents, he is far and away a more attractive candidate," he added. Paul is the only GOP candidate who is not threatening war with Iran, whereas Clinton vowed to keep that option "on the table." Paul also voted against the war in Iraq, which Clinton has supported. Because Democrats outnumber Republicans, none of the other GOP candidates can win against Clinton, because they simply won''t be able to reach across party lines and attract enough Democratic and Independent voters to beat Clinton. Only Paul can do that. "He''s right on schedule," Wenzel said. "He''s making all the right moves, going in the right direction...at a time when other candidates are not moving." Wenzel based his analysis on recent polls that show Paul could win in New Hampshire and that his support nationwide is intensifying.

GIULIANI PROFITS FROM KING''S U.S. LAND GRAB
Cintra-Zachry, a company owned by the King of Spain, is currently building the NAFTA superhighway through the middle of our country and they are seizing land from private landowners under newly-relaxed eminent domain Laws in order to do it. Giuliani''s Law firm, Bracewell & Giuliani represents that company. Another Giuliani business, Giuliani Capitol Advisors was recently a partner of Cintra-Zachry, and owned the rights to collect the tolls from sections of the highway before they sold that interest to an Australian company called Macquarie. Bracewell & Giuliani represents some of the biggest multi-national corporations in the world. With that have come the connections that Giuliani has been able to tap into in order to fund his campaign. Not only is Giuliani the consummate globalist who actively sells-off our country to foreigners, he''s also the only GOP candidate who supports abortion. Also unnerving, given Giuliani''s personal experience on 9/11, is his defense of open borders, and the fact that he publicly welcomed illegals to come to New York where he would provide them with sanctuary. We should have seen it coming when Mayor Giuliani enacted Special Order 40 in 1994, ordering NYC cops to stop checking the immigration status of suspects caught violating the Law. Giuliani also supports creation of the North American Union, which will forever end our nation''s sovereignty and limited constitutional form of government.

RON PAUL KNOWS HOW TO STOP ILLEGAL IMMIGRATION
The talk must stop. We must secure our borders now. A nation without secure borders is no nation at all. It makes no sense to fight terrorists abroad when our own front door is left unlocked. Ron Paul has a plan: (1.) Physically secure our borders and coastlines. We must do whatever it takes to control entry into our country before we undertake complicated immigration reform proposals. (2.) Enforce Visa rules. Immigration officials must track Visa holders and deport anyone who overstays their Visa or otherwise violates U.S. Law. This is especially important when we recall that a number of 9/11 terrorists had expired Visas. (3.) No amnesty. Estimates suggest that 10 to 20 million people are in our country illegally. That''s a lot of people to reward for breaking our Laws. (4.) No welfare for illegal aliens. Americans have welcomed immigrants who seek opportunity, work hard, and play by the rules, but taxpayers should not pay for illegal immigrants who use hospitals, clinics, schools, roads, and social services. (5.) End birthright citizenship. As long as illegal immigrants know their children born here will be citizens, the incentive to enter the U.S. illegally will remain strong. (6.) Pass true immigration reform. The current system, and those proposed by ALL other candidates, is incoherent and unfair, and would allow up to 60 million more immigrants into our country.

RON PAUL WILL RESTORE U.S. SOVEREIGNTY
All of the trade deals and world government organizations, which all of the presidential candidates support (except Ron Paul), such as the ICC, NAFTA, GATT, WTO, and CAFTA, are all a major threat to our nation''s sovereignty. They transfer power from our government to unelected foreign elites. The ICC wants to try our soldiers as war criminals. Both the WTO and CAFTA could force Americans to get a prescription to take herbs and vitamins. The WTO has forced Congress to change our laws to meet their needs, and not our own. If anything, the WTO makes trade relations worse by giving foreign competitors a new way to attack U.S. jobs. The NAFTA superhighway, being built by a Spanish company, is just one part of a plan to erase our borders and create the North American Union, a single nation State like the EU, out of Canada, the U.S. and Mexico, with a new, unelected bureaucracy and money system. Forget about controlling immigration under the NAU scheme. There won''t be any borders anymore, or a free America. Our limited, constitutional government will be gone forever. Let''s not forget the UN either. It wants to impose a direct Carbon Tax on us. Ron Paul successfully fought this move in Congress last year, but if we are going to stop ongoing attempts of this world government body to rule over us, we need someone in the White House who knows how to say "No." We must withdraw from any organizations or treaty that infringes upon our nation''s sovereignty.

RON PAUL IS THE NEW WAY
What we need is a President who will show us the way. Not the old way. Not the same way, but a NEW way. Think about this for a minute. What if we pulled all of our troops out of South Korea? They''ve been there for 50+ years. What if we quit worrying about Iran, but instead, realized that its having a nuclear weapon will not mean the end of the world? What if we pulled all of our troops out of the Middle-East, and brought them all home? What if we realistically addressed the National Debt, and paid attention to REALLY DOING SOMETHING about stopping illegal immigration? These are the ideas of Presidential candidate, Ron Paul. He''s a ten term Congressman and a physician who has delivered over 4,000 babies. He''s an intellectual who''s published four books, three of which are devoted entirely to sound economics and one to foreign policy. He was raised on a dairy farm in Pennsylvania as a pious Lutheran, but now he attends a Baptist church. Paul is given to mulling things over morally. Whenever he recollects the helicopter pilots he treated as an Air Force Flight Surgeon (Captain) during the Vietnam War, a war which he now says was "totally unnecessary and illegal," he laments, "They were gung-ho. I''ve often thought about how many of those people never came back." Candidates with the high level of personal integrity and proven track record of adherence to The Constitution, Congressman Paul has always demonstrated only come around once in a lifetime, if we''re lucky.

Well, aren''t they supposed to be the fiscal party they shouldn''t have any problem with reforms right. I mean when they say reform they mean layoffs at the governmental level. So why not at there level they deserve what they got.

I think Ron Paul could win California. Duncan Hunter may pull SD county - but they really aren''t that impressed with him... Ron Paul has a large grassroots organization becoming Precinct Committeemembers... they are the ones who elect the delegates... so while Rudy and Mitt spend $$$ on ads and all that - Ron will walk away with the nomination... this is a fair warning to all neocons.
