Lahoud's final announcement created new confusion in an already unsettled situation, which many Lebanese fear could explode into violence between supporters of Prime Minister Fuad Saniora's Western-backed government and the pro-Syria opposition led by the Shiite militant group Hezbollah.
The departure of Lahoud, a staunch ally of the Syrian regime during nine years in office, was a long-sought goal of the government installed by parliament's anti-Syria majority, which has been trying to put one of its own in the presidency.
Hezbollah and other opposition groups have blocked legislators from electing a new president by boycotting ballot sessions, leaving parliament without the required quorum.
The fight has put Lebanon into dangerous, unknown territory: Both sides are locked in bitter recriminations, accusing the other of breaking the constitution, and they are nowhere near a compromise on a candidate to become head of state.
The army command refused to comment on the developments. The military, under its widely respected chief, Gen. Michel Suleiman, has sought to remain neutral in the political chaos, and Lahoud's statement did not give it political powers.
The capital was calm, and all sides were vowing to avoid violence. Even before the president's vague announcement, the military was in place to guard against the two sides' supporters taking the conflict to the streets. On alert for days, hundreds of soldiers stood with tanks, armored personnel carriers and jeeps in the area around the downtown parliament building as well as on roads leading into Beirut.
Lahoud stepped down when his term expired at midnight, smiling as he reviewed an honor guard on the way out of the presidential palace in the Beirut suburb of Baabda. "My conscience is clear," he told reporters "Lebanon is still well."
Before getting into his car to go, he blasted Saniora's government, calling it "illegitimate and unconstitutional. They know that, even if (President George W.) Bush said otherwise."
In the capital, some 2,000 government supporters gathered in a Sunni Muslim neighborhood cheered his departure, setting off fireworks, beating drums and shouting, "Lahoud Out!"
His departure leaves the presidency vacant after parliament failed again to convene earlier Friday to vote on a successor.
Lahoud's vaguely worded final statement, two hours before midnight, wasn't a formal declaration of a state of emergency, but he enflamed tempers with his reference to a "state of emergency" in Lebanon.
The constitution requires the Cabinet to approve any state of emergency, and Saniora's government quickly rejected the announcement.
"It has no value and is unconstitutional and consequently it is considered as if it was not issued," said a government spokesman, who asked not to be identified because an official announcement had not yet been made by the prime minister.
Later, a government statement said the Cabinet "continues to shoulder its responsibilities and exercise its full authority."
Shalala argued Saniora's position didn't matter because his government was not constitutional - the position voiced by Lahoud and the opposition since the Cabinet's five Shiite Muslim members quit last year.
Under the constitution, the government is supposed to take on the president's powers if he leaves office without a replacement. Lahoud had vowed not to hand his authorities to Saniora - and his reference to a state of emergency might have been an attempt to escape doing so.
Saniora signaled earlier that his government planned to assume the powers. His top ally, the United States, said Friday that was the proper path.
"This is the procedure stipulated by the Lebanese constitution, and will ensure that the government is able to continue conducting its business without interruption," State Department spokesman Sean McCormack said in Washington.
Calling for the election of a new president "as quickly as possible," McCormack said, "We urge all Lebanese political groups to do their part to maintain calm and promote security for Lebanon's citizens."
Opposition leader Michel Aoun warned the Cabinet that "usurping the role of the presidency" would increase its "illegitimacy." But he appeared to be trying to ease fears of violence by adding that the opposition would "calmly confront" the situation.
The military command declined to comment on the president's statement, but Suleiman, the military commander, told his troops earlier in the week to ignore the constitutional wrangling and "listen to the call of duty."
The anti-Syria camp has sought to capture the presidency to seal the end of Syria dominance of Lebanon, which lasted for 29 years until international pressure and mass protests forced Damascus to withdraw Syrian troops in 2005.
Hezbollah, which is an ally of Syria and Iran, and its opposition allies have been able to stymie the government's hopes by boycotting parliament, as they did Friday afternoon when the majority tried to convene a session to vote before Lahoud left office.
Parliament Speaker Nabih Berri, who is aligned with the opposition, scheduled another session for Nov. 30 to give the factions more time to try to find a compromise candidate - something they failed to do in weeks of talks mediated by France's foreign minister and others.
Leaders from each side had been pledging not to take steps to provoke the other - though Lahoud's announcement raised the heat.
"We have no choice but to have a consensus," Saad Hariri, leader of the anti-Syria majority in parliament, said after the failed session. "It is not in Lebanon's interest that the (presidential) palace is left empty."
Another factor complicating the crisis was the U.S.-sponsored Mideast peace conference next week.
Government supporters have accused Syria of using its allies in Lebanon to block a deal on the presidency until it sees what it gets in the conference. Damascus wants the meeting in Annapolis, Md., to address its demands for the return of the Israeli-held Golan Heights.
France on Friday called for patience to resolve Lebanon's crisis but also chided Syria. French Foreign Ministry spokeswoman Pascale Andreani said it's up to the "Syrians, like everyone else, to remember that the goal is not to hinder the process but to help it."

Voter disenfranchisement and apathy infects the heart of our Republic. Get off your couch, put your remote control down, and become active in your nation''s political process. The pathetically few people that do vote in this country, a.k.a., "the ruling class", who currently get to decide under what kind of conditions (and Laws) you and your family will live, are certainly involved. I can assure you of that. In fact, the ruling class would be much happier if you would just continue to stay home and watch TV in your pleasantly distracted and brainwashed, stupor. That way they can continue to elect their political ****** to office, and continue to maintain their grip on 100% of the political power they currently own in this country. If you voted (God Forbid), it would cancel-out their vote, and they would lose control. They can''t have that. Now can they? If you don''t vote, my friends, you''re nothing but an unwashed "Pleb" to those that do, and the ruling class should rightfully consider themselves superior to you in every way. They do, after all, have all the power, while you have none. If you''re too apathetic and powerless to do anything for yourself more time-consuming than driving down to Mickey D''s to buy a milk shake in order to sieze control of your life, and your country''s destiny, then perhaps you deserve to be ruled over like the "Pleb" that you then are. America is tipping way too far back in her easy chair. Something BIG is about to happen, and I predict this upcoming 2008 Presidential Election will be extremely pivotal. I''m not going to name any candidates. You probably already know who my favorite one is. But let me make my point absolutely clear: If you think times are boring, think again. If you think the future is predictable, think again. My advice to everyone who reads this is to be thoughtful. Trust only that wisdom which is your own. 90% of mainstream media in this country is controlled by fewer than 20 different organizations. While the Oligarchs warn and incite fear in the sheeple about the prospect of terrorism, they at the same time leave our borders wide open, and then conduct illegal wars overseas that do nothing but incite the terrorism which their Orwellian Laws like the Patriot Act and the John Warner Defense Authorization Act pretend to protect us from. Wake up America! It''s not about protecting you from terrorism, or Global Warming, or any of that other fear-mongering garbage the sold-out, mainstream media feeds you 24/7. It''s about feeding the bankers and the military industrial complex, and facilitating the global elite''s ability to ratchet-down control over the American people, placing us into a total control grid where they can surveille, track and control everywhere we go and everything we do. - ARE WE A NATION OF LAWS?
Consider the Patriot Act. The Law is 342 pages long, or 57,000 words, making it a bit longer than Dostoevsky''s "Notes from Underground" or, if you''re partial to pigs, about twice the size of Orwell''s "Animal Farm." The Patriot Act is the reigning champion of our government''s recent un-American activities. When it was first paraded before Congress and the Senate following the 9/11 attacks, few Members, other than Congressman, Ron Paul dared to vote against it. Most in Congress simply gave it their rubber-stamp of approval, without ever reading it. Why bother? It was, after all, named the "USA Patriot Act." It must be a good thing. Right? Now in effect, the Law wrecks a generation''s worth of constitutional protections against government snooping, legalizing police-state tactics in searches and seizures, criminalizing certain forms of speech and political activity, and opening the way for the mistreatment of foreigners in government custody and wholesale expulsions and imprisonment. It is a repugnant, unnecessary Law that goes against the very principles its name wrongly implies. Yet, it remains unchecked and unbalanced by public opinion, Lawmakers or the Courts. So, yes, we''re a nation of Laws. But the Laws aren''t much to speak of when they''re designed to hoodwink the public to win its docility. - DEMOCRATS HOODWINKED BY HILLARY
Sadly, even though Clinton voted for the war in Iraq, and a host of Laws aimed at removing civil liberties; and our country''s sovereignty, Democrats are so blinded by her cult of personality that I predict they will overwhelmingly vote to put her crime family back into office. While I''ve made some progress in educating Liberals as to the phony staged consensus of the left-right paradigm, the fact remains that a majority of Democrats still see the White House as some kind of political Super Bowl, where the success of their "team" is the be all and end all - to the expense of America as a whole. The Punch and Judy show theater that was the "troop surge" debate in the Senate characterizes Hillary''s role in hoodwinking Americans perfectly. The debate is framed as not whether the U.S. should get out of the Middle-East altogether, but the relative minutia of whether to feed thousands of more troops into the meat grinder or not. A Clinton presidency will mean more war, more dead Americans, and a further desecration of the tattered shreds of what''s left of our Constitution. Clinton is the ultimate global elitist and represents the Democrats supposed base: the poor and downtrodden, about as much as Lindsay Lohan represents grace and dignity. I''m sure she informed the likes of David Rockefeller and Queen Beatrix as to her presidential aspirations during her last visit to attend the Bilderberger conference. Vote for a REAL AMERICAN. - CLINTON MAKES BUSH DICTATOR
With the full support of Senators Clinton, Obama and McCain, President Bush recently signed into Law the John Warner Defense Authorization Act, which, according to Senator Leahy (VT), will actually "encourage the President to declare Martial Law." It does so by revising the Insurrection Act, a Laws which limits the President''s ability to deploy troops within the United States. The Insurrection Act has historically, along with the Posse Comitatus Act, helped to enforce strict prohibitions on military involvement in domestic Law enforcement. With one cloaked swipe of his pen, Bush has now undone all of those prohibitions. The John Warner Defense Authorization Act, which was signed by the President in an unpublicized ceremony, allows the President to declare a "public emergency," suspend Congress; The Constitution; and to take control of state-based National Guard units without the consent of your Governor or local authorities, in order to "suppress public disorder." President Bush seized this unprecedented power on the very same day that he signed the equally odious Military Commissions Act. The two Laws compliment one another. One allows for torture and detention abroad of those who dissent and are stripped of their citizenship, while the other seeks to enforce acquiescence at home by allowing the President to order the military onto our streets in a domestic Law enforcement role, which is already being done. - CLINTON LETS BUSH PARDON HIMSELF
Buried deep inside Military Commisions Act, which was FULLY SUPPORTED by Senators Clinton, Obama and McCain, is a provision which pre-pardons President Bush and all the members of his administration for any crimes which they may have committed all the way back to September 11, 2001. Why that far back? That kind of makes you wonder. Huh? I can''t help but recall what Nixon said during an interview following the Watergate scandal when he said, "If the President does it, by definition, it''s not illegal." History never repeats itself, folks. It only rhymes. At least Nixon had enough class to wait for another President to pardon him for his crimes against our country. - CAMPING-OUT WITH HILLARY
The John Warner Defense Authorization Act, which was supported by Clinton, Obama and McCain, permits militarized police round-ups and detention of "protesters" and other "undesirables" for detention in facilities which are already contracted for and under construction by Kellog, Brown & Root, a subsidiary of Halliburton. This Law, which was sold to an emergency managed and willfully gullible public in the wake of the 9/11 attacks as a necessary measure needed by our President in order to fight his "global war on terrorism," permits the indefinite detention of American citizens who resists the foreign and domestic agenda of our President. The Journal of Counterterrorism & Homeland Security International reported recently that global engineering and technical services powerhouse, Kellog, Brown & Root announced during January 2006 that its Government and Infrastructure division had been awarded a (no bid) Indefinite Delivery/Indefinite Quantity contract to build these detainment camps with a maximum total value of $385 million over a five year term, and that this contract called for the company to build "temporary detention and processing capabilities" to augment existing U.S. government Detention and Removal Operations and to support "the rapid development of new programs." - WILL CLINTON MAKE THIS A THOUGHT CRIME?
While CBS was busy pretending all other news didn''t exist during the California wildfires, our Constitution was burning on the floors of Congress. On Oct 23, the House overwhelmingly passed HR 1955, the Violent Radicalization and Homegrown Terrorism Prevention Act. This Bill is one of the most blatant attacks against our right to freedom of speech ever devised by Congress. The Bill actually defines different types of thought as "homegrown terrorism," and unlike previous anti-terror legislation, it specifically targets U.S. citizens. The Bill uses extremely vague language to define "terrorist propoganda" as any speech which promotes an agenda that the government considers an "extremist belief system." Since the bill doesn''t specifically define what an "extremist belief system" is, it will be entirely up to the interpretation of government officials. Isn''t that comforting? Considering how much the government has done to desecrate our Constitution lately, they would surely have to define this post as promoting an "extremist belief" system, since it promotes the restoration of civil liberties--something not en vogue these days. As disturbing as this Bill is, so to is the additional requirement that there be a seperate, "public version." In other words, the Bill we see is different from what Congress is seeing. How much exactly would it cost to get Rudy Giuliani to holster his overdone 9/11 sanctimony? The government for the tiny Persian Gulf nation of Qatar might have a good idea. Following earlier reports that Giuliani was still getting paid by a consulting firm he created, Giuliani Partners LLC, Mary Jacoby of the Wall Street Journal sheds light on some potentially problematic sources of Giuliani''s private income. Chief among them is Qatar, the U.S. ally that paid Giuliani Partners for "security advice" regarding their petroleum facilities. The article uncovers a "potential political pitfall" for Giuliani''s candidacy and image given Qatar''s spotty record in fighting Al Qaeda, and addresses aspects of the business arrangement that could dog Giuliani during his quest for the presidency. Specifically, the ostensible chief consumer of Giuliani''s security advice in this case would be Qatar''s Internal Security Ministry, currently headed by a known Al Qaeda associate. As reported earlier this year, Qatar Interior Minister Abdullah bin Khalid Al-Thani has long had ties to top Al Qaeda operatives including Osama Bin Laden, and is believed by many U.S. officials to have personally arranged the narrow escape of Al Qaeda big-wig Khalid Sheikh Mohammed from U.S. agents in 1996, thereby ensuring his freedom to mastermind the 9/11 attacks. What we need is a President who will show us the way. Not the old way. Not the same way, but a NEW way. Think about this for a minute. What if we pulled all of our troops out of South Korea? What if we pulled all of our troops out of the Middle-East, and brought them all home? What if we realistically addressed the National Debt, and paid attention to REALLY DOING SOMETHING about stopping illegal immigration? These are the ideas of Presidential candidate, Ron Paul. He''s a ten term Congressman and a physician who has delivered over 4,000 babies. He''s an intellectual who''s published four books, three of which are devoted entirely to sound economics and one to foreign policy. He was raised on a dairy farm in Pennsylvania as a pious Lutheran, but now he attends a Baptist church. Paul is given to mulling things over morally. Whenever he recollects the helicopter pilots he treated as an Air Force Flight Surgeon (Captain) during the Vietnam War, a war which he now says was "totally unnecessary and illegal," he laments, "They were gung-ho. I''ve often thought about how many of those people never came back." Zogby''s Director of Communications Fritz Wenzel said on November 20 that Paul is the strongest of the GOP candidates to run against Clinton. "Among the larger universe of voters," which includes all parties, "yes, Paul would be a much stronger candidate than any of the other three [Romney, Giuliani, Thompson]," Wenzel said. Zogby recently announced that Paul was their winner in a nationwide blind-bio poll which included voters from all parties. "He is anti-war and the majority of Democrats are anti-war, he has some other ideas and policies and stances on issues more attractive to Democrats, particularly conservative Democrats," said Wenzel. "Even among Independents, he is far and away a more attractive candidate," he added. Paul is the only GOP candidate who is not threatening war with Iran, whereas Clinton vowed to keep that option "on the table." Paul also voted against the war in Iraq, which Clinton has supported. Because Democrats outnumber Republicans, none of the other GOP candidates can win against Clinton, because they simply won''t be able to reach across party lines and attract enough Democratic and Independent voters to beat Clinton. Only Paul can do that. "He''s right on schedule," Wenzel said. "He''s making all the right moves, going in the right direction...at a time when other candidates are not moving." The results of a nationwide telephone poll, announced by Zogby on November 19th, reveals that Americans want to vote for a candidate who protects liberty; who wants to shrink government; and who wants to immediately withdraw our troops from Iraq - positions of Congressman Ron Paul. As part of a blind-bio, spread poll, likely voters (from all parties) were provided with descriptions of four different Republican candidates and asked to choose who they would vote for based on each one''s resume and political platform. 33% of pollees chose Ron Paul, 19% chose Rudy Giuliani, 15% chose Mitt Romney and 13% chose Fred Thompson. The results clearly illustrate that the country is crying out for Ron Paul, which is why mainstream media has launched a public relations offensive to marginalize his accomplishments and suppress the Congressman''s name recognition. In a seperate question, over 49% of pollees said they would be more likely to vote for a candidate who would begin an immediate withdrawal from Iraq. - A FOREIGN POLICY OF FREEDOM
All of the other presidential candidates want to continue our illegal police action in Iraq indefinitely, and they do not rule out a preemptive (nuclear) first strike against Iran. Conversely, Ron Paul voted against our (undeclared) war in Iraq, which was sold to us with lies. The area is more dangerous now than when we entered it. We destroyed a regime hated by our direct enemies--the jihadists, and created thousands of new recruits for them. The war in Iraq has cost more than 3,500 American lives and almost a trillion dollars. We need a leader in the White House who will ensure this never happens again. Both Jefferson and Washington warned us about entangling ourselves in the affairs of other nations. Today, we have 750 foreign bases and troops in 130 countries. We are spread so thin that we have too few troops defending America. And now, there are new calls for a draft. We can continue to fund and fight no-win police actions around the globe, or we can refocus on securing our borders against illegal aliens who are invading us from the South. No war should ever be fought without a Declaration of War voted upon by the Congress, as required by The Constitution. Under no circumstances should the U.S. again go to war as the result of a resolution that comes from an unelected, foreign body, such as the United Nations. America is tipping way too far back in her easy chair. Something BIG is about to happen, and I predict this upcoming 2008 Presidential Election will be extremely pivotal. I''m not going to name any candidates. You probably already know who my favorite one is. But let me make my point absolutely clear: If you think times are boring, think again. If you think the future is predictable, think again. My advice to everyone who reads this is to be thoughtful. Trust only that wisdom which is your own. 90% of mainstream media in this country is controlled by fewer than 20 different organizations. Unfortunately, they, like the sold-out political ****** who pretend tp serve us in Washington, were bought and paid for by the military-industrial-pharmacutical complex decades ago. - U.S. WAR WITH IRAN?
When I consider the prospect of a War with Iran, I wonder whether or not another major power might be inclined to side with Iran and oppose us. 10% of China''s exports go to Iran and 12% of Germany''s. Also, many countries, including China, are heavily dependent on the 2,836,000 barrels of oil Iran exports everyday. Not a problem. I''m sure those folks won''t mind riding bikes until the war is over. As far as the Iranians are concerned, I''m sure they''re just dying (no pun intended) to be invaded, er, I mean "liberated" by Americans, considering the horrid 70% approval rating of Ahmadinejad and the terrible $8,700 gross domestic product per capita there (8.6% better than China). I''m sure we''ll be welcomed in the streets after we "shock and awe" their all important looking buildings to Jahannum and back. When I compare U.S. military numbers with Iran''s, what I find is truly alarming. The U.S. has 2.37 million soldiers ready for combat. Let''s compare that with little ol'' Iran, which has more soldiers available for combat than any country in the entire world. Actually, Iran has more combat-ready soldiers (11.7 million) than China and Russia combined. Talk about hell! The bottom line is that America can''t even handle Iraq. At one point, we thought we could rush in, smite some nubs with dirks and bubble on back home in time to catch the next season of American Idol, but it didn''t quite work-out that way. Did it?
