Obama and other Democratic presidential candidates previously have signaled support for this idea.
Meanwhile, Hillary Rodham Clinton said she would move more carefully than her rivals on dealing with looming shortfalls facing the Social Security system.
In an interview Sunday on NBC's "Meet the Press," Obama said increasing the income ceiling would allow relatively well-off taxpayers such as himself to pay a little more to rescue the system. He objected to benefit cuts or a higher retirement age.
Currently, only the first $97,500 of a person's annual income is taxed; the cap is scheduled to rise to $102,000 next year.
"I think the best way to approach this is to adjust the cap on the payroll tax so that people like myself are paying a little bit more and people who are in need are protected," the Illinois senator said.
"That is the option that I will be pushing forward."
But Clinton rejected that argument.
"I know it may sound good at first blush," said Clinton. "If you look at all the complexities of this, I think it's much smarter to say: Look, we're going to deal with the challenges by fiscal responsibility and we're going to use a bipartisan commission. And we're not going to do it by further burdening middle-class families."
"If you lift the cap completely that would be a $1 trillion tax increase," Clinton told reporters after a Veterans Day event.
Clinton said she would initially end the practice of borrowing from the Social Security trust fund. She said more responsible fiscal practices could bolster the economy, which would in turn make the fund more healthy.
Obama's proposal could include a gap or "doughnut hole" to shield middle-income earners from paying more in taxes, he said.
Obama said some tough decisions will be in order because Social Security is the most important social program in the country.
"It's not sufficient for us to just finesse the issue because we're worried that, well, we might be attacked for the various options we present," he said.
Obama also invoked his friend, billionaire Warren Buffett, who Obama said has expressed concern that he pays less in Social Security taxes than anyone else in his office.
"And he has said, and I think a lot of us who have been fortunate are willing to pay a little bit more to make sure that a senior citizen who is struggling to deal with rising property taxes or rising heating bills, that they've got the coverage that they need," Obama said.
Obama has tried to draw contrasts between himself and front-runner Hillary Rodham Clinton on Social Security, saying on the stump and in TV ads that she has dodged tough questions about its finances.
He made a veiled reference to that at a big fundraising dinner on Saturday.
"The same old textbook campaigns just won't do in this election," Obama said. "That's why not answering questions because we're afraid our answer won't be popular just won't do."
"I think primary voters do know where I am," said Clinton. "I am for solving the long-term challenges of the Social Security trust fund."
She rejected suggestions that there are a very limited number of potential solutions.
"I don't buy that," said Clinton. "I think there are a lot of solutions with many variations."
On the Republican side, candidate Fred Thompson unveiled a Social Security proposal last week that calls for reducing benefits to future retirees and creating voluntary personal retirement accounts. The plan is similar to one put forth by President Bush that ultimately stalled in Congress.

Wilmette, which has a ban on handguns, was charged with violating the ordinance after shooting an alleged burglar. The "state legislature" quickly passed a bill making it easier for gun owners like Hale Demar to avoid prosecution on "local gun bans" if they were acting in self defense. But Obama voted---"NO"---on the bill, which was sponsored by a former prosecutor.
If you leave it up to Obama, When someone enters your home to do you, your wife, daughter, son harm and you defend your family and home with a firearm--"you"--not the "criminal" will face felony charges.

Hasn''t Shrub basically bankrupted the Social Security trust fund to pay for the Iraq War because he wanted to give tax breaks to the rich and also thought a "bolstered economy" was going to take care of everything? So isn''t Hillary''s ''solution'' as she''s stated it to continue on with Bush''s policies (and hence do nothing)? The only alternative is that she''s planning on raising taxes just like Barack but thinks she can dupe people into thinking otherwise if she doesn''t spell it out . . .
Our nation''s promise to its seniors, once considered a sacred trust, has become little more than a tool for politicians to scare retirees while robbing them of their promised benefits to pay for militarization. Today, the Social Security system is both broke and broken. Those in the system are seeing their benefits dwindle due to higher taxes, increasing inflation, and irresponsible military spending. The proposed solutions, ranging from lower benefits to higher taxes to increasing the age of eligibility, are NOT solutions; they are betrayals. Imposing any tax on Social Security benefits is unfair and illogical. In Congress, Dr. Paul introduced the Senior Citizens Tax Elimination Act, which repeals ALL taxes on Social Security benefits, to eliminate political theft of our seniors'' income and raise their standard of living. Solvency is the key to keeping our promise to our seniors, and he introduced the Social Security Preservation Act (H.R. 219) to ensure that money paid into the system is ONLY used for Social Security. Also, it is fundamentally unfair to give benefits to anyone who has not paid into the system. The Social Security for Americans Only Act, which Ron Paul supported, ends the drain on Social Security caused by illegal aliens seeking the fruits of your labor. In short, if we stop our runaway military spending overseas, there will be plenty of money available to keep Social Security solvent for decades to come.

Unlike Clinton and the so-called GOP frontrunner, Giuliani, Dr. Paul fights for the right of an innocent, unborn child. He believes the right to life is at the heart of the American ideals of liberty. His professional and legislative record demonstrates his strong commitment to this pro-life principle. In 40 years of medical practice, he never once considered performing an abortion, nor did he ever find abortion necessary to save the life of a pregnant woman. In Congress, he authored legislation that seeks to define life as beginning at conception (HR 1094). He is also the prime sponsor of HR 300, which would negate the effect of Roe v Wade by removing the ability of federal courts to interfere with state legislation to protect life. This is a practical, direct approach to ending federal court tyranny which threatens our constitutional republic and has caused the deaths of 45 million of the unborn. He also authored HR 1095, which prevents federal funds to be used for population control. Many other GOP candidates, except Giuliani, talk about being pro-life. Ron Paul took direct action to restore protection for the unborn. As an OB/GYN doctor, he delivered over 4,000 babies. That experience made him an unshakable foe of abortion. Many of you may have his book, Challenge To Liberty, which champions the idea that there cannot be liberty in a society unless the rights of all innocents are protected. Ron Paul respects the dignity of human life.
Ron Paul is the only Presidential candidate who does not support secret offshore prisons like the one in Guantanamo, wherein our government tortures prisoners, who have no right to redress of grievance, or to Writ of Habeus Corpus. Ron Paul promises he will close these "illegal prisons" down. He wouldn''t necessarily just release the prisoners either. He said he would simply bring them to detainment facilities on U.S. soil where they would be entitled to an attorney, and to their day in Court--"American Justice." Significant others agree with Paul. "Essentially, we have shaken the belief that the world had in America''s justice system by keeping a place like Guantanamo open and creating things like a Military Commission," former U.S. Secretary of State, Colin Powell recently said.
What we need is a President who will show us the way. Not the old way. Not the same way, but a NEW way. Think about this for a minute. What if we pulled all of our troops out of South Korea? They''ve been there for 50+ years. What if we quit worrying about Iran, but instead, realized that its having a nuclear weapon will not mean the end of the world? What if we pulled all of our troops out of the Middle-East, and brought them all home? What if we realistically addressed the National Debt, and paid attention to REALLY DOING SOMETHING about stopping illegal immigration? These are the ideas of Presidential candidate, Ron Paul. He''s a ten term Congressman and a physician who has delivered over 4,000 babies. He''s an intellectual who''s published four books, three of which are devoted entirely to sound economics and one to foreign policy. He was raised on a dairy farm in Pennsylvania as a pious Lutheran, but now he attends a Baptist church. Paul is given to mulling things over morally. Whenever he recollects the helicopter pilots he treated as an Air Force Flight Surgeon (Captain) during the Vietnam War, a war which he now says was "totally unnecessary and illegal," he laments, "They were gung-ho. I''ve often thought about how many of those people never came back." Candidates with the high level of personal integrity and proven track record of adherence to The Constitution, Congressman Paul has always demonstrated only come around once in a lifetime, if we''re lucky.
Ron Paul''s campaign has become a clearinghouse for voters like me who feel unrepresented by the Fascisct (globalist Republicans) and their Socialist comrades in crime (globalist Democrats). They''re actually one and the same. It''s all a phony, poorly staged left-right paradigm. Most people, though, are too distracted, dumbed-down, or outright brainwashed by mainstream media, which endlessly regurgitates scientifically-crafted streams of information aimed at keeping their eyes closed to the realities of the world, that they fail to recognize this. Those currently in power, and those being groomed to take [major] political power, are preselected by a "global elite," and whomever is eventually elected, will ultimately, serve their agenda, and not ours. People on the right and those on the left have many differences. Maybe irreconcilable ones. But they have a lot of common beliefs too, and our numbers and anger are of a considerable magnitude. No matter what happens in 2008, I personally believe Ron Paul will influence the national conversation about how much power our government should have over our lives; how much liberty we should give up for security; and whether we should continue moving along our current path towards an all powerful one world government. These are issues that, frankly, no one else is talking about as seriously and sincerely as Ron Paul. What''s for sure is that his growing army of supporters like me will be a force to be reckoned with in 2008.
Most people can see right through the prejudice CBS News obviously has towards Ron Paul. In the few times they''ve covered him at all, I''m suprised they didn''t have one of their graphics artists Photoshop some devil horns on top of his head in that worst ever photograph they always use of him. CBS obviously thinks that if they pretend Paul isn''t a top-tier GOP candidate, then their readers and viewers will eventually think so too. Whenever they are forced to do a story on Paul, because some other mainstream source is covering him for some reason, the fact that their editors work overtime to slant their stories in such a way as to either marginalize his accomplishment, or present Paul in the most negative light possible, is obvious to anyone with a modicum of intelligence. "What about their polls?," you ask? As far as the CBS News poll is concerned, they don''t even include Paul on the list of GOP candidates which pollees can choose from, and then afterwards, report to you that Paul doesn''t even rank in their final tally. Ron Paul is getting major grass roots support nationwide. He has over 60,498 meetup group members in 1,155 Groups from 904 cities nationwide, with another 7,033 people more folks just waiting to hear when a new meetup group will start near them. He''s won ALL of the viewer phone-in polls in ALL of the GOP debates he''s been in, and has raised more money ($4.2 million) in one day than any other GOP candidate ever. Go Ron Go!
All of the trade deals and world government organizations, which all of the presidential candidates support (except Ron Paul), such as the ICC, NAFTA, GATT, WTO, and CAFTA, are all a major threat to our nation''s sovereignty. They transfer power from our government to unelected foreign elites. The ICC wants to try our soldiers as war criminals. Both the WTO and CAFTA could force Americans to get a prescription to take herbs and vitamins. The WTO has forced Congress to change our laws to meet their needs, and not our own. If anything, the WTO makes trade relations worse by giving foreign competitors a new way to attack U.S. jobs. The NAFTA superhighway, being built by a Spanish company, is just one part of a plan to erase our borders and create the North American Union, a single nation State like the EU, out of Canada, the U.S. and Mexico, with a new, unelected bureaucracy and money system. Forget about controlling immigration under the NAU scheme. There won''t be any borders anymore, or a free America. Our limited, constitutional government will be gone forever. Let''s not forget the UN either. It wants to impose a direct Carbon Tax on us. Ron Paul successfully fought this move in Congress last year, but if we are going to stop ongoing attempts of this world government body to rule over us, we need someone in the White House who knows how to say "No." We must withdraw from any organizations or treaty that infringes upon our nation''s sovereignty.
Ron Paul represents a different Republican Party from the one that Iraq, deficits and corruption have soured the country on. It''s ironic that other GOP candidates are scared to death of his message, because his positions are more conservative than theirs. Being anti-war; pro-life; pro civil liberties; pro Second Amendment; pro States rights; pro secure borders; and in favor of a sound economics policy IS TOTALLY CONSERVATIVE. The Republican party has "lost its way," Paul said during a recent GOP debate. Like the limited federal government principles espoused by Dwight D. Eisenhower, his school of Republicanism stands for a certain idea of The Constitution that much of the power asserted by modern Presidents has been usurped from Congress, and that much of the power asserted by Congress has been usurped from the States. Though Paul acknowledges flaws in both The Constitution (it included slavery) and The Bill of Rights (it doesn''t go far enough), he still thinks a comprehensive array of positions can be drawn therefrom: against gun control; for the sovereignty of States; and against foreign-policy adventures like the ones currently being played-out in the Mid-East. After ten terms of service as a U.S. Congressman, Ron Paul has demonstrated a consistent track record of adherance to The Constitution unmatched by anyone in either party. Ron Paul does not represent your Father''s school of political thought. He represents your Founding Fathers.
People have gotten wise to the fact that vaccines are contaminated with DNA fragments, viruses, fungus, mercury, and a cocktail of other poisonous toxins. Fleets of reputable studies have been published globally detailing the wide swaths of destruction caused by vaccines, including autism. So, now the establishment is on the offensive, attempting to bully us into submission. Big Pharma is one of the biggest businesses in the world. It is among the top three purchasers of advertisement in print, TV and radio. Thay have major pull. President Bush recently vetoed a Bill which would have forced Big Pharma to remove mercury from vaccines. If that''s not bad enough, parts of the so-called Patriot Act contains provisions that essentialy removes the spectre of civil liability against Big Pharma with respect to vaccines. This was done under the quise of protecting Big Pharma in case they had to quickly develop a vaccine to combat some form of biological terrorism. No other candidate understands health issues as well as Ron Paul does. He not only supported the Bill which would have removed mercury from our vaccines, he voted against the Patriot Act as well. Dr. Paul., an OB/GYN physician, who has delivered over 4,000 babies, has been the national leader in preserving our Health Freedom. He feels that Americans are justifiably concerned over the government''s escalating intervention into our freedom to choose what we eat and how we take care of our health.

Some people say, "a Republican? I''d never vote for a Republican." Let me remind you folks that Abraham Lincoln, who freed the slaves, and who won the war to preserve our Union, WAS himself a Republican. Would you have voted for Stephen Douglas, who was ardently pro slavery, against Lincoln simply because he was a Democrat? Of course you wouldn''t. It''s the person your voting for, and the ideas he or she represents, NOT the party.

Cintra-Zachry, a company owned by the King of Spain, is currently building the NAFTA superhighway through the middle of our country, and they to get to keep the tolls. Giuliani''s Law firm, Bracewell & Giuliani represents that Spanish company. Another Giuliani business, Giuliani Capitol Advisors was once a partner of Cintra-Zachry, and owned the rights to collect the tolls from the Indiana and Chicago sections of the highway before they sold that interest to an Australian company called Macquarie recently. Bracewell & Giuliani represents some of the biggest multi-national oil, utility and financial corporations in the world. With that have come the connections that Giuliani has been able to tap into in order to fund his campaign. Not only is Giuliani the consummate globalist who actively sells-off our country to foreigners, he''s also the only GOP candidate who supports abortion. Also unnerving, given Giuliani''s personal experience on 9/11, is his defense of open borders, and the fact that he publicly welcomed illegals to come to New York where he would provide them with sanctuary. We should have seen it coming when Mayor Giuliani enacted Special Order 40 in 1994, ordering NYC cops to stop checking the immigration status of suspects caught violating the Law. Giulliani also supports creation of the North American Union, which will forever end our nation''s sovereignty and limited constitutional form of government forever. Vote for a REAL AMERICAN--Ron Paul.
Like Ron Paul, I share our Founders'' belief that in a free society each citizen must have the right to keep and bear arms. They ratified the Second Amendment knowing that this right is the guardian of every other right, and they all would be horrified by the proliferation of unconstitutional legislation that prevents Law-abiding Americans from exercising this right. Congressman, Paul has always supported the Second Amendment and these are some of the Bills he introduced in the current Congress to help restore respect for it: H.R. 1096 includes provisions repealing the Brady Handgun Violence Prevention Act and the Federal Firearms License Reform Act, two invasive and unconstitutional Bills. H.R. 1897 would end the ban on carrying a firearm in the National Park System, restoring Americans'' ability to protect themselves in potentially hazardous situations. H.R. 3305 would allow pilots and specially assigned personnel to carry firearms in order to protect airline passengers, possibly preventing future 9/11-style attacks. H.R. 1146 would end our membership in the United Nations, protecting us from their attempts to tax our guns or disarm us entirely. In the past, he introduced legislation to repeal the so-called assault weapons ban before its 2004 sunset, and he has opposed all attempts to reinstate it. Congessman, Paul also recently opposed H.R. 2640, which would allow government-appointed psychiatrists to ban veterans experiencing any form of PTSD.
