(CBS/AP)  The first U.S. soldiers to arrive on the scene after Blackwater USA guards shot and killed 17 Iraqi civilians at a Baghdad intersection on Sept. 16, found no evidence that the Iraqis fired any weapons at the guards, the Washington Post reported Friday.

A report compiled by the soldiers concluded that there was "no enemy activity involved" and called the incident a "criminal event," the Post reports.

"It appeared to me they were fleeing the scene when they were engaged," said Lt. Col. Mike Tarsa, whose soldiers arrived at the scene 20 to 25 minutes after the shootings ended. "It had every indication of an excessive shooting."

The soldiers' conclusions - based upon their own observations, eyewitness interviews and discussions with Iraq police - are similar to those reached by the Iraqi government and contradict Blackwater's contention that its guards acted in self-defense after being shot at by the Iraqis.

"I did not see anything that indicated they were fired upon," said Tarsa, commander of the 3rd Battalion, 82nd Field Artillery Regiment of the 2nd Brigade, 1st Cavalry Division.

He also said several Iraqi drivers had apparently made U-turns and were heading away from the intersection when their cars were hit by gunfire from the Blackwater guards.

On Thursday, families of the Iraqis killed in the shooting filed suit against Blackwater in a U.S. court, saying the firm violated American law and fostered a culture of lawlessness among its employees.

The suit in U.S. District Court in Washington, D.C., said the contractor has been paid more than $1 by the U.S. government since 2001 and that the company violated U.S. laws in the Sept. 16 killings.

"Blackwater has turned recklessness into profit at the expense of the lives of innocent civilians," said Vincent Warren, executive director of the Center for Constitutional Rights, which brought the suit. Warren made the comments in a brief interview after the suit was filed.

Blackwater spokeswoman Anne Tyrrell said the company was aware of the lawsuit. "Because it is a matter currently under investigation by the FBI, we will refrain from commenting on the specifics of the case other than to say that the company will defend itself vigorously," she said.

In other developments:

  • The U.S. military said it was working with local Iraqi officials and tribal officials to investigate the killings of 15 civilians - six women and nine children - as well as 19 suspected insurgents Thursday in a U.S. ground and air assault targeting al Qaeda in Iraq northwest of Baghdad.

  • A parked car bomb went off near a police patrol Friday afternoon in a central Baghdad shopping district, killing four people, including two policemen, as Iraq's Sunnis began marking the Eid al-Fitr holiday that ends the Muslim holy month of Ramadan.

  • In the northern Iraqi city of Tuz Khormato, a bomb planted among toys in a cart left near a children's playground killed two people, including a nine-year-old child. Seventeen others, including five children, were wounded. A police official said the owner of the cart has been arrested.

  • Prime Minister Recep Tayyip Erdogan said Friday that Turkey would not be deterred by the possible consequences of invading Iraq if it decides to stage a cross-border offensive against Kurdish rebels. A Turkish soldier was killed by a mine Thursday night on Mt. Gabar in southeastern Sirnak province, where 13 soldiers have been ambushed and killed over the past week, local authorities said.

  • The Associated Press reports that the Pentagon has paid more than $100 million in bonuses to veteran Green Berets and Navy SEALs, reversing the flow of top commandos to the corporate world where security companies such as Blackwater USA are offering big salaries.

    The FBI arrived in Baghdad a week ago to investigate the Sept. 16 shootings, taking over a State Department investigation and raising the prospect that it could be referred to the Justice Department for prosecution.

    Blackwater protects U.S. diplomats as they move about on Baghdad's dangerous streets. An Iraqi investigation into the killings recommended that the State Department sever all contracts for the company's operations in Iraq within six months.

    Blackwater should be liable for claims of assault and battery, wrongful death, intentional and negligent infliction of emotional distress, and negligent hiring, training and supervision, the lawsuit says.

    The plaintiffs in the case are an injured survivor and three familes of men who died in the incident.

    The United States has not made conclusive findings about the shooting, though there are multiple investigations under way and Congress has opened inquiries into the role of private security contractors.

    The Iraqi government report said its courts were the proper venue in which to bring charges.

    Iraqi officials say Blackwater's license to operate in Iraq expired on June 2, 2006, meaning it had no immunity from prosecution under Iraqi laws set down after the fall of Saddam Hussein in 2003.

    The State Department has counted 56 shooting incidents involving Blackwater guards in Iraq this year. All were being reviewed as part of the comprehensive inquiry ordered by Secretary of State Condoleezza Rice.

    Now watch what happens. Condy calls for an investigation. The investigation is bought and paid for, and the conclusion was that no wrong was committed. Are you as tired as me of the inside investigations leading nowhere, the changing of policy by the administration to suit their needs, etc.? It is just like former President Carter called it yesterday when he said Bush has changed the definition of torture so the torture he prescribes is legal. What a crock on the American people! Are we so stupid that we cannot see what this is all about?

    Like the US association with the Blackwater heritage in Iraq, this is just another example of the waste in this so-called "War on Terror", the greatest misnomer of this catastrophe. It is nothing more than a War of Terror. Explaining that al Qaeda was to blame does not mitigate the killing of the non combatents, nor does it wash away the shame associated with it. It only makes it appear that our military is callous and to ready to pass the buck.

    ?? paid more than $1 ... what does that have to do with their actions? if you pay a contractor more than a dollar they are now subject to a different law?

    Blackwater''s contracts were all just another facet of this Bush administration paying off its large republican donors. Prince is a direct relative and consumately conservative republican donor of the DeVoss family.
    That should be enough by itself.
    Had they not existed and paid contractors hundreds of millions to do the same type of job we pay our troops, we''d pry have more experienced soldiers that Re-enlisted to be part of the US military again.
    Besides. In my opinion, paying that much money to Ex military to do the same thing is extremely disrespectful of the existing troops.

You can''t be so simple minded not to realize that every company is going to have a screw up employee some way some how.     And it also explains why Bush demanded and got the same "laws" in America that "legalize" any atrocity Blackwater et al may commit.

    If these organizations were really "good" mercenary groups with just a few bad eggs, then it wouldn''t have been foreseen that they would need absolute immunity for all crimes.

    Some US intelligence officers have estimated that there may be 800 to 1000 or so insurgents in or closely affiliated with al Qaeda in Iraq.

    We must be killing them and then moving them and proping them up with sticks and killing then again and again and again.

    Learn to read, terrorist.     Eyewitnesses, almost by definition, are always interviewed AFTER the fact. Any interview only 20 minutes after the shooting stopped is very prompt.

    The statement of these courageous US soldiers will go a long way toward convincing the world US soldiers can recognize and tell the truth-- regardless of what Bush and Cheney want them to say for the cameras.

    The 1,000 active duty enlisted-- many from the Iraq theater-- who signed the Iraq protest document also have what it takes and showed their patriotism. Some of these men since have paid with their lives, following orders of the corrupt man who sometimes likes to call himself The Decider.

This article adds an important component to the whole story, which is: The brave men and women who serve as US soldiers in Iraq confirm that Blackwater MURDERED these innocent people!     hey, apparently, these blackwater guys pissed themselves and started shooting everything that moved. lets just look at that fact, 1 billion for mercenarys with non-professional actions, no over sight and no judgement. every shooting incidence i''ve read that involved these guys was illegal. simplily shooting iraq drivers for sport. oh, yea, how many people got killed because four of these "contractors" got lost in fallujah? seriously support our troops, dont waste their time babysitting clowns.

    This Appeal for Redress is a means for citizens to submit a grievance to Congress. As an American, I urge my political leaders in Congress to support ending the mission in Iraq and halt calls for surges, rotations or any other terms the neocons use for escalation of hostilities. I also urge my political leaders to actively oppose the administration war efforts. The War in Iraq has brought chaos to the Middle East and ruined the good reputation of America. This war is sponsored by a small group of neocons, enlisting the help radical conservatives, media outlets and drug addicts such as Annarexia Colter, Rash Limbaugh, Unclear Channel and Faux Knews.
    We know the neocon chicken hawks need this war to excite their xenophobic base. They were unwilling to serve when called upon, so they%u2019ve decided our soldiers, by proxy, can serve for them. Calls to redeploy by Congress needs to be supported. The majority supports the troops, because they are the ones putting their lives on the line. But we don%u2019t support a mission that shouldn%u2019t have gone beyond Afghanistan. The increased threat we now face is a direct result of this Administration%u2019s irrational and immoral refusal to address their mistakes. This Appeal for Redress provides for an individual%u2019s appeal to Congress to support redeployment and oppose the Administration%u2019s attacks on the constitution.

    This is amazing: month after month, year after year, thousands of innocent Iraqis are murdered by other Iraqis without so much as a peep from (1) The Iraq government (2) Liberals in the US. Not a peep. Nope. I guess it was just fine and dandy for Sunnis and Shiites and AQ and criminals to torture and slaughter thousands of civilians. Mass executions, mass kidnappings and murder. Massive truck and suicide bombs. Everyone kills everyone, but no problem! Not one liberal stepped up. Not one Iraqi government official wanted to investigate. Not one person looked for compensation. Not one indictment. Yet, let one Iraqi die at the hands of the %u201Cgood guys%u201D, the right hand man to the US military, and the liberals and the Iraqi%u2019s go berserk, demanding millions of dollars and investigations. Does not anyone else spot the hypocrisy and insanity in this? We don%u2019t need to worry about being defeated by the enemy. We are doing a great job here of defeating ourselves. Liberals: thank you for our defeat in Iraq. Thank you very much. Your treason and destruction to our military and our country will be noted for generations to come.

    If you haven%u2019t noticed, the majority of Americans are against the war. Now that could mean a couple of things:
    1. If we went with your way of thinking , the majority of us are liberals and traitors.
    2. I tend to believe that the majority of us are middle of the road or at least on the road, both liberals and conservatives, that are sick and tired of being lied to by an administration that took 9-11 and used it and for legitimizing a foreign policy that is counter to everything America stands for.
    The war in Afghanistan is legitimate and necessary, but Iraq was based on lies. Why else would the administration fight so hard to cover their tracks? Since your throwing the word treason around, you should look into what the administration is doing to the constitution and rule of law. If that%u2019s not treason, nothing is. As for destruction of the military, our equipment is being worn out, blown up and destroyed on a battlefield we should never have set foot on. That is on top of the casualties and sacrifices the soldiers and their families have had to make. Making things even more difficult are mercenary thugs like Blackwater , who have caused the military%u2019s job to be even harder due to the mistrust generated by their atrocities.
