(AP)  A black man was beaten, kicked, robbed and run over by a pickup truck and dragged face-down underneath it until he died. Police in northern California had two Hispanic men in custody and were investigating whether race was a factor in the death.

Investigators said the man was attacked in an alley, then run over at least twice early Saturday. He became caught under the truck and was "dragged for a considerable distance" before the men stopped and abandoned the truck, according to police reports.

Aaron Richard Ouelette, 21, and Michael Angelo Sanudo, 20, were each held Monday on $1 million bond on suspicion of murder, robbery, gang affiliation and parole violation.

"They are both Hispanic," police spokeswoman Shawna Pavey said.

She declined to say why the victim was in the alley, or why he was so brutally assaulted.

"It's just horrific to think any human being could do that," she said Monday.

Yuba City police described the victim as a black man in his 30s. They were still not identifying him Monday until they could notify his family.

Sutter County District Attorney Carl Adams said he was waiting for investigators' reports before deciding what charges to file.

A witness who identified herself as T. Perico, 37, said she saw the truck stopped in the alley with the passenger looking to see if the victim was still underneath the truck. The truck then drove off again with the man still trapped, as neighbors screamed to one another.

After the suspects fled, "we ran to see if there was anything we could do," Perico said.

Police said the man was dead when they arrived.

whatithink, you are correct, if the parents don''t "raise" their children to be responsible adults society will pay one way or the other, however, it''s pretty difficult to "raise" your son/daughter into becoming a responsible adult when you have a personality disorder, i.e. borderline, anti-social, dependent, paranoid, schizo-affective, etc.......

Certainly we are born with a "blank slate", of which we get our socialization from parents, schools, communities, etc., however, when parents and communities have failed to teach children/masses how to have empathy towards your fellow man/womankind then it becomes a problem for the courts and law enforcement....

Everyone has his/her "cross to bear", so whose responsibility is it, when you''re struggling with your own problems and demons?

White America isn''t going to fix the "black crisis" and as soon as black folks realize this the better off they''ll be....

Likewise, white America isn''t going to agree to a tax increase, in order to "fix" what ills black folks, simply put, they don''t care, and feel it is black folks responsibility to "exercise their demons"....

So, whose responsibility is it, especially when there are hoards of black folks whom feel they have no alliance or self-responsibility to "collectively" fix their own predicaments.

cmp271, you are absolutely correct blacks do discriminate against each other based on color, social class etc., but given the fact these two groups have been thrown together, of which both face economic/social/political issues there is bound to be animosity between the two groups over territorial issues..

It doesn''t mean Hispanics harbor any less disdain for blacks than whites, but concerning there are feuding gangs, Hispanic and black, in California I''m not surprise at the animosity...

But I''m glad you brought up the issue of "black on black racism", because this malignancy has been "haunting" and "tearing down" black communities for decades...

And while you''re at it, don''t leave out black self-degradation, of which some black folks circumvent for "racism".

Xlib,

You have missed my point. Of course once someone does something to you it is hard to think about what they went through in life. However, why does it always have to get to this point? Many people are happy that people go to prison, but more people going to prison SCARES ME. Most people don''t stay in prison and prisons are anything but rehabilitive. If anything people come out even more hardened after being in prison.

If there are people who are born evil this is a very small percentage. There are many children who are living in dire straits in our country. Of course, when they grow up it is their responsibilities to "get over it" as many people say. But, this is much easier said than done. A child that has only experienced violence and hurt as a child will have a hard time getting over it as an adult. Many people that we deem as "thugs" could have been prevented being "thugs" if our society had focused more on taking a hardline with prevention. Some say it is the parent''s responsibilities. It is. But, if the parent''s don''t do it society WILL pay one way or the other. I''d rather see my tax dollars going to helping a child at-risk become a productive citizen than paying for a child at-risk to sit in jail after they''ve done something bad to another citizen.
